    Education: Not tea party for Tahir Mamman

    Hundreds of millions of children and young people remain out of school globally. Billions of those in school are not even acquiring the basic education. Girls continue to encounter discrimination in education and, as elsewhere, the most vulnerable and marginalised – low-income groups, persons with disabilities, migrants, refugees and displaced persons, among others – are being hit hardest. These are uneven and negative indices of our time, according to the United Nations Children Fund (UNICEF).

    In this imbalance, Nigeria is ignobly confronted by high number of out-of-school children, learning crisis, low infrastructure, low budgets and incessant strikes by unions on campuses, amid dwindling revenues to implement party’s manifestoes.

    Therefore, for Vice-Chancellor of Baze University, Prof. Tahir Mamman, who was on Wednesday night unveiled as the new Minister of Education, it would not be a tea party! So also for the commissioners for education coming on board in states.

    In Nigeria, free education seems utopian for the citizenry, owing to paucity of funds in the face of national competing needs. In the midst of this, Mamman is taking over at the centre on Monday.

    It would not be business as usual as the country is confronted with high number of out-of-school children, learning crisis, low infrastructure, low budgets and incessant strikes by unions on campuses at federal and state levels in the face of dwindling revenues.

    Poor funding

    To address the rot and decadence in basic education, the United Nations Children’s Fund (UNICEF) recently asked the Federal Government to ensure that the country allocates between 45-50 per cent of the nation’s education budget to primary and secondary education.

    Chief of Education, UNICEF Nigeria, Saadhna Panday-Soobrayan, who made the call in Abuja, lamented that the poor investment in basic education in the country had tremendously affected the learning outcomes at that level of education.

    Poor national education outlook

    A report by the United Nations Educational, Scientific and Cultural Organisation, in partnership with Global Education Monitoring Report, showed that the number of out-of-school children in Nigeria had risen above 20 million from about 12.5 million recorded in 2021. The data showed that sub-Saharan Africa remained the region with the highest out-of-school children.

    The introduction of the Better Education Service Delivery for All (BESDA), targeted at reducing the figures of out-of-school children in the country, seemed not to have reduced the figures.

    The report stated: “Nigeria holds the unenviable position of being the country with the largest population of out-of-school children of primary school age: 9.6 million in 2020, up from 6.4 million in 2000 and 7.5 million in 2010. The number of out-of-school children continues to rise.” The statistics might have changed now.

    This spark, according to educationists, calls for an urgent intervention by the government to arrest the situation so that many pupils can return to school.

    High out-of-school in northern states

    Despite accessing all their funds for basic education from the Universal Basic Education Commission, most northern states continue to boast of high figures when it comes to issues of out-of-school in Nigeria. According to the 2021 Multiple Indicators Cluster Survey 6 (MICS 6), the highest out-of-school rates are found in Kebbi (65 per cent), Zamfara (61 per cent) and Bauchi (61 per cent). The lowest rates are found in Ekiti (two per cent) and Imo (one per cent).

    UNICEF’s Chief of Measurement for Results (M4R), Claes Johanson, at a two-day media dialogue on MICS 6 results, in Port Harcourt, the Rivers State capital, noted that the share of children that are out of school in primary schools was still 25 per cent. The MICS 6 was carried out in 2021 by the National Bureau of Statistics as part of the global MICS programme. It covered 39,632 households.

    The poverty link

    In Kebbi State, the Programme Assistant on Education, Youthhub Africa, Peter Ogah, linked the rising figures in the state to increase in poverty.

    Ogah said: “A key contribution to this for me is the increase in poverty rate (parents preferring to survive than send their wards to school), very low quality of teaching, and a gradual decline in interest for education. Kebbi, for instance, is not plagued with insecurity as the other states, but yet has an alarming figure.

    “I had a conversation with a parent and traditional rulers while in Kebbi and he said he would rather send his wards to neighbouring states where the academic standard is high than have them study in Kebbi State.

    “Based on UBEC’s guidelines, huge chunks of the fund accessed are used for renovation and construction with just a fraction going into teachers’ training and retraining, robust curriculum development and other factors that truly drive the quality of education in a state.”

    Alarming numbers of unqualified teachers

    The roles of teachers in shaping the future of tomorrow’s leaders are important, and that is why Teachers Professional Development programmes are vital to the teaching profession. It helps to enhance the capacities of teachers to deliver quality teaching to pupils.

    According to the National Personnel Audit of the Universal Basic Education Commission 2018, the quality of teachers is in short supply across all educational levels and incoming minister and commissioners of education must tackle this fast.

    According to UBEC, 27 per cent of the teaching staff in the country is unqualified. The commission noted that in the North East, there are 33 per cent unqualified teachers and in the North West, there are 39 per cent unqualified teachers.

    The lack of quality teachers has further fuelled the learning crisis in the country. According to the World Bank, about 70 per cent of pupils in the age bracket of 10 are not learning.

    The bank noted that globally, 125 million children are not acquiring functional literacy or numeracy, even after spending at least four years in school.

    Tertiary education unions’ crisis

    Last year was dominated by the strike by the four university-based unions – the Academic Staff Union of Universities (ASUU); the Senior Staff Association of Nigerian Universities (SSANU); the Non-Academic Staff Union of Allied and Education Institutions (NASU) and the National Association of Academic Technologists (NAAT).

    On February 14, ASUU’s leadership declared a four-week warning strike, which was subsequently extended. The union was soon followed by the other three university-based unions. But after a series of meeting with the Federal Government team, the three other university-based unions – NAAT, SSANU and NASU called off their strike.

    For ASUU, what started as a warning strike soon snowballed into an indefinite one, crippling academic activities in the nation’s public universities.

    ASUU on one side insisted that the Federal Government must meet its agreements on funding for the revitalisation of public universities, payment of earned academic allowances, reconstitution of the FGN/ASUU 2009 Renegotiation Committee, University Transparency Accountability Solution, UTAS, and withheld salaries and non-remittance of check-off due.

    The Federal Government on the other side insisted that most of the demands had been met and only refused to pay the union their salary for not working for six months; a decision that led to further extension of the strike by the union. The university lecturers insisted on full implementation of their demands.

    There were a series of meetings between the government team and the leadership of ASUU. At some point, negotiations between the leadership of ASUU broke down.

    But after a series of meetings with the ASUU leadership, the Buhari administration found out that reaching an agreement with ASUU was not going to come easy. It invoked the Trade Dispute Act and referred the matter to the National Industrial Court.

    The industrial action was an offshoot of the alleged failure of the Federal Government to fully implement the 2020 Memorandum of Action after the union called off its strike in December of the same year.

    The union had protested the decision of President Muhammadu Buhari-led administration to migrate all public service workers to IPPIS. After a few years on the platform, ASUU began to develop resistance to IPPIS.  It cited irregularities in the payment platform for the resistance.

    The union proposed UTAS as an alternative platform for the payment of salaries for its members following discrepancies it highlighted in the use of IPPIS.

    The Federal polytechnics and colleges of education also have various axes to grind with the federal and state governments. For the new minister and commissioners for education, it would not be a tea party!

    Following the Senate’s suspension of his confirmation a few weeks ago, Nasir El-Rufai, the former governor of Kaduna state, employed the lyrics of renowned singer Bob Marley’s song to criticize the unjust nature of human behaviour towards one another.

    He shared that the Jamaican music icon, whom he acclaimed as one of the most gifted musicians in history, ignited his passion for Reggae music.

    Using lyrics from “Who the Cap Fit,” a song collaborated on by Bob Marley and the Wailers, El-Rufai said that trust was an expensive commodity to give without much scrutiny.

    He also highlighted how people’s tendencies can swiftly shift from friends to foes and vice versa.

    He tweeted: “Bob Marley of the blessed memory is one of the most talented musicians of all time. My love for reggae music is connected with his songs and music.”

    “Who The Cap Fit – Bob Marley & The Wailers is one of my favourites from the 1970s. Enjoy your day with the song and lyrics that are timeless.”

    Going on to share the song’s lyrics, he added: “Man to man is so unjust, children. Ya don’t know who to trust.

    The immediate past Kaduna state governor was one of the 48 ministerial nominees President Bola Tinubu sent to the Senate for confirmation.

    The Senate approved and confirmed the ministerial nominations of 45 appointees of the president but withheld the confirmation of El-Rufai and two others over ‘security clearance’.

    He was reportedly seen at the Villa after he wasn’t confirmed by the Senate.

    He also said to have withdrawn his interest in becoming a minister in the Tinubu-led administration.

    The minister of finance and coordinating minister for the economy, Wale Edun has assured Nigerians that President Bola Tinubu would not turn his back on the Nigerian masses suffering the pains of the president’s reforms.

    He said that the current discomfort being experienced across the country would become a thing of the past in short order.

    Addressing directors of the ministry when he arrived from being inaugurated as a minister, Edun charged all staff of the ministry “to deliver and perform as expected of you”.

    According to him, “The expectations of Nigerians are high, President Bola Ahmed Tinubu has taken key macro, monetary and fiscal measures that will change the economy. It is our duty to minimize the pains that will come with the reforms. We have a job to do to ensure that Nigerians are not left behind.”

    Edun said he was impressed with the level of automation and digitisation of the activities of the ministry, noting that with what he has seen the ministry should be able to deliver on the expectations of President Tinubu for Nigerians.

    He praised his immediate predecessor, Zainab Ahmed, for what she did with the economy and promised to build on her achievements in order to take “the country to greater heights”

    Speaking earlier, the permanent secretary of special duties of the ministry, Udo Okokon Ekanem, pledged the total commitment and loyalty of every staff of the ministry to the minister.

    He said the staff of the ministry “are receptive to change and innovation and pledge to work with the Minister.

    Edun arrived at the ministry at exactly 1:58 pm to a rousing welcome from the staff of the ministry.

    The union of the ministry, therefore, sang the solidarity song to officially greet him upon his entrance to the ministry as he proceeded to the seventh floor using the elevator for a brief meeting with the Accountant General of the Federation (AGF), Oluwatoyin Madein.

    Greenwood to leave Man Utd after abuse allegations

    Manchester United forward Mason Greenwood will leave the club by mutual agreement after a six-month internal investigation into his conduct.

    Greenwood was arrested in January 2022 following allegations surrounding material which was published online.

    Charges against the 21-year-old England international, including attempted rape and assault, were dropped on 2 February 2023.

    United said in a statement: “All those involved, including Mason, recognise the difficulties with him recommencing his career at Manchester United.

    “It has therefore been mutually agreed that it would be most appropriate for him to do so away from Old Trafford, and we will now work with Mason to achieve that outcome.

    “Based on the evidence available to us, we have concluded that the material posted online did not provide a full picture and that Mason did not commit the offences in respect of which he was originally charged. That said, as Mason publicly acknowledges today, he has made mistakes which he is taking responsibility for.”

    In a statement, Greenwood accepted he had “made mistakes” and took his “share of responsibility”, but added: “I did not do the things I was accused of.”

    He said: “Today’s decision has been part of a collaborative process between Manchester United, my family and me. The best decision for us all is for me to continue my football career away from Old Trafford, where my presence will not be a distraction for the club. I thank the club for their support since I joined aged seven. There will always be a part of me which is United.

    “I am enormously grateful to my family and all my loved ones for their support, and it is now for me to repay the trust those around me have shown. I intend to be a better footballer, but most importantly a good father, a better person, and to use my talents in a positive way on and off the pitch.”

    Greenwood, whose contract Old Trafford runs until 2025, could now be sold or loaned to another club for the remainder of his contract.

    He remains on full pay but will not return to training with United.

    Lokpobiri, Ekpoh resume work, vow to go to creeks, maximize use of CNG

    The minister of state petroleum resources (oil), Heineken Lokpobiri has vowed to go to the creeks to attain the desired result in the sector.

    Lokpobiri also pledged to work hard to increase the production of crude oil on a sustainable basis.

    The minister, who described himself as a creek boy, stressed he would not spend much time sitting in the office.

    In the same vein, the minister of state petroleum (gas) Ekperikpo Ekpoh, said the ministry would work hard to maximize the utilization of Compressed Natural Gas (CNG) for power infrastructure in order to reduce of cost of transportation.

    The two ministers spoke at the inaugural meeting with the heads of Ministries, Departments and Agencies under their purview in Abuja.

    Lokpobiri said: “I have too much energy. I have come here to utilize the energy to revamp the sector. I am here to work with the agencies to increase production on a sustainable basis.

    “Even if you speak grammar from now to tomorrow you don’t increase production, you have achieved nothing. You are the experts. I am here to provide leadership so that we can go to the creeks…

    “I am not going to spend more time in the office. I am going to spend more time in the fields so that we can achieve results. I don’t want to be told stories so that we can achieve the result.”

    Meanwhile, Ekpoh said that owing to the removal of the PMS subsidy, the task of providing alternatives now falls on the ministry. 

    He pledged his commitment to ensuring that together with the heads of MDAs, “we will deliver on this task of building a sustainable gas utilization framework for the development of the requisite infrastructure for Nigerians.”

    He noted that Nigeria’s proven natural gas reserve blesses the country as one of the nations with the greatest gas reserve globally.

    Ekpoh said that it is certain that using the gas reserves can stimulate the domestic economy.

    He added that patronising the domestic utilization of gas will support hundreds of thousands of jobs for the growth of the economy.

    According to him, it is the task of the ministry to work hard to translate the potential to reality for the economic advancement of Nigeria.

    On CNG, he said, “With the removal of fuel subsidy, the responsibility of providing a sustainable alternative to PMS falls on us in the ministry.

    “In line with the just approved Presidential Compressed Natural Gas Initiative, and as an immediate short-term strategy, you will maximize the utilization of Compressed Natural Gas in the sector and later improve installation, expand and use in association for power generation infrastructure.”

    In his comments, the permanent secretary, Gabriel Aduda said there is an urgent need to ramp up production.

    As new ministers took their oaths of office on Monday, President Bola Tinubu has emphasised the crucial task of rebuilding public confidence in the government.

    Speaking at the swearing-in ceremony for the 45 ministers held at the State House Conference Centre, Presidential Villa, Abuja, President Tinubu urged them to prioritize transparency, integrity, and the needs of the nation.

    Addressing a diverse and engaged audience, President Tinubu outlined his expectations for the newly appointed cabinet members, showing his commitment to holding them accountable to the standards the administration had promised the Nigerian people.

    He told the ministers that they should work for Nigerians and not their regions or their individual states.

    Tinubu, who said that he would be in the driver’s seat, the ministers as conductors with all other Nigerians in the vehicle, said that their assignment started immediately.

    The president stated: “In line with the constitutional obligations the Senate of the Federal Republic of Nigeria, has screened and confirmed 45 ministers who will superintend over the ministries of federal government in this administration of renewed hope.

    “The men and women who have been sworn in have been carefully selected by me for their track record of excellence and achievement in the public and private sectors.

    “They reflected in the diversity of Nigeria and bring to their new role an assortment of experience and expertise to help guide the nation’s affairs and also continue to rebuild the nation and re-engineer all our finances and defects, building blocks of Nigeria today and the future.

    “Fellow Nigerians, the challenges we face today are very daunting yes, there are yet amidst this evident challenge, we have the opportunity to implement long overdue reforms that will improve the operation of government, transform our nation’s economy and ensure peace, safety and prosperity for our people.

    “These are the objectives that underpin the renewed hope agenda. And these are the objectives that inspired the selection of a lot of these distinguished ladies and gentlemen ministers.

    “Ministers of the federal republic you are, not minister of a region or Minister of a particular state.

    “Since my inauguration on May 29, I have taken steps to begin implementing the agenda from which I campaigned and for which I received the mandate of the Nigerian people. With the inauguration of ministers today, we are about to accelerate our governing efforts to move forward, highlighting our best aspiration for Nigerians. It is all about a great team. And I believe we have them here.

    Gunmen abduct nursing mother, five others in Bauchi

    Suspected gunmen have reportedly abducted six persons in separate attacks in Bauchi state.

    It was gathered that the first attack occurred in Ningi local government area where four people were said to have been abducted in a fresh attack on some communities.

    Nation reports that Ningi LGA has been vulnerable to attacks in recent times due to its proximity to Lame-Burra Forest Reserve, a hideout for kidnappers.

    Among those abducted are a 20-year-old nursing mother and three males.

    Residents who spoke with our reporter in confidence said one of the attacks occurred on Saturday in Sanger settlement in Kwangoro village.

    It was learnt that one person was reportedly abducted in Kwangoro.

    Another resident said that gunmen invaded Billiri Gorore village in the Lumbu community and kidnapped two persons identified as Alhaji Chibi and Alhaji Siba.

    The gunmen reportedly attacked Yadagungume town on the same Saturday and abducted the 20-year-old nursing mother.

    Details are, however, still sketchy on whether the kidnappers have contacted family members of the captives to demand ransom.

    Similarly in the Gumau community of Toro local government area, two persons were reportedly kidnapped.

    The gunmen were said to have shot to scare residents before whisking the victims away in the wee hours of Saturday.

    The spokesman of the Bauch state police command, Ahmed Wakili, did not respond to messages and calls seeking confirmation of the incidents.

    Reacting to the development, the member Representing Toro Federal Constituency in the House of Representatives, Hon Dabo Ismail Haruna condemned the recent abduction.

    He said the bandits have returned to terrorize communities through incessant kidnapping for ransom after a respite of time.

     Haruna called on the state governor, Bala Mohammed, and the federal government to urgently order the deployment of more Security agencies in the Toro and Ningi LGAs to fish out the criminals.

    He was said to have headed straight to the FMJ from the State House, where the new set of ministers were inaugurated moments earlier.

    The minister of the Federal Capital Territory (FCT), Nyesom Wike has vowed to restore the city’s master plan.

    Wike who was in high spirits on Monday, August 21, said President Bola Tinubu expects positive changes in FCT.

    He expressed displeasure over what he described as a high level of insecurity in the nation’s capital.

    The minister who spoke during a press conference at the FCTA after the swearing-in ceremony at the Presidential Villa, said land allottees who have been given Certificates of Occupancy but failed to develop would also lose their lands to give way to those ready to build.

    Singing sensation, Simi has lambasted BBNaija All Stars housemate, Seyi Awolowo following his offensive remark about girls.

    Awolowo’s grandson attracted intense backlash after a viral video saw him proudly speaking about grooming his sons so they could “run train” on people’s daughters.

    In the clip, Seyi was seen speaking to Whitemoney and Soma, about how “he gave birth to a boy first and he will f**k your daughter. They go come meet me say, Daddy, I need the Benz.

    “I’ll give them the Benz, I’ll give them the key to the guesthouse, they go go run train on people daughter. I’m giving birth to boys and they go dey f*k people daughter.”

    According to the Slang Dictionary, to ‘run train’ or run a train’, refers to when multiple men have s3x with a woman one after the other, with or without consent. It’s also synonymous with ‘gangbang’.

    Seyi’s highly distasteful remark has since sparked massive bashing and condemnation from viewers’ of the show as well as others including the Lagos State Domestic and Sexual Agency (DSVA).

    Simi evidently appalled by Seyi’s comment, dubbed him an ‘agbaya’ that should be subjected to severe whipping till he loses memory of his surname.

    She said: “They need to actually hold this ‘agbaya’ down and flog him until he forgets his last name.

    The “Duduke” crooner also declared that the reality TV star had a wasteful skull with nothing inside while rejecting such fate on her daughter.

    “Also, “Not my daughter in Jesus name” is crazy. Imagine your skull wasting because nothing is inside”, she added.
