    President Tinubu pledges support for NPC, calls for data integrity

    President Bola Tinubu on Thursday in Abuja expressed his support for the National Population Commission (NPC) to conduct an accurate Population and Housing Census in the country.

    He, however, emphasised the need for the commission to be prudent in their assignment and work towards producing census data that would be credible and reliable.

    Speaking at the State House in Abuja after receiving a briefing from NPC Chairman, Nasir Kwarra, the President expressed concern over the delay in conducting another enumeration in the country since the last exercise done in 2006.

    He urged the NPC to view this delay as an opportunity to cash in on the advantages of the current electronic and digital age.

    ”It is disappointing that up until now we have not been able to conduct another enumeration of our people. I hope that this delay will be converted to a great opportunity in this electronic and digital age.

    ”The challenge is yours and I hope that during the demarcation you did, you would have noticed the migration of people to urban centers because of the extreme poverty and unemployment.

    ”Digitalizing the process will make your job easier and I don’t see why we don’t, by now, have a reliable database in Nigeria to identify ourselves and ascertain our number for planning purposes and in time of disaster.

    ”I have listened to you and we will support you. Accuracy and integrity of your data is very important to Nigerians and for our national economic development programmes.

    ”We will support you, but you have to be prudent and be determined to make a name for yourself,” the President said.

    The NPC Chairman said that the Commission was on the verge of conducting the final training for the Census before they were caught up with the elections and funding challenges.

    He said that this was what necessitated the postponement of the exercise by the immediate-past President.

    He briefed the President on the Implementation Status of the 2023 Population and Housing Census, requesting the issuance of a proclamation for a new Census date later this year or early next year.

    Kwarra also highlighted the funding challenges faced by the Commission, saying they were waiting on the President to support NPC and give the go-ahead for the conduct of the census.

    He said that the commission had demarcated the entire country, stating that only few places were left and that this would be done soon.

    Kwarra said that the commission had also trained 60,000 instructors that would further train enumerators and supervisors.

    In a paper titled “Implementation Status of the 2023 Population and Housing Census,” the NPC requested the release of the allocated N31 billion capital allocation in the 2023 budget for preparatory activities.

    The commission put the total cost of the Census, after a methodology review, at N546.72 billion.

    Kwarra also requested the President’s approval for an additional N225.2 billion to cover training and fieldwork allowances, retraining of trainers, and the conduct of a second-class Trial Census.

    Tinubu was also asked to approve and convene a stakeholders meeting with the organised private sector and foreign partners to galvanise funds for the Census.

    Kwarra informed the President that Nigeria has developed a database that can be useful in national planning, infrastructure development, and revenue generation for the government.

    ”NPC having completed Mapping in March 2022, tested the market with the geospatial data by making it available to researchers at a ‘test price’ where it generated over N50 million through REMITA.

    ”To this end, with a full integrated spatial and statistical data, government geospatial policy and coordination, NPC can generate up to 14 billion dollars and further save a lot of resources for the nation through automation of economic planning by 2028,” he said.

    Chelsea captain Cesar Azpilicueta has ended a trophy-laden 11 years at the club and is expected to join Atletico Madrid.

    The 33-year-old Spain defender won every available honour at Stamford Bridge, including two Premier League titles and the Champions League.

    Azpilicueta had a year left on his Chelsea contract.

    “It is difficult to express how I feel, it has been incredible,” he said.

    In a social media video posted by the club, a tearful Azpilicueta added: “I feel I gave everything. I love it.

    “I think it would be pretty obvious to pick the highest moment of my career, when we won the Champions League in Porto. It was my first trophy as captain.

    “Chelsea is my home, it always will be and hopefully I can come back in a different role.”

    Azpilicueta started out with boyhood club Osasuna and spent two years at Marseille before completing a £6.5m move to Chelsea in August 2012.

    The full-back went on to score 17 goals in 508 appearances for the west London club, and succeeded Gary Cahill as captain in 2019.

    Azpilicueta is one of just six players to have won the Premier League, FA Cup, League Cup, Champions League, Uefa Super Cup and Fifa Club World Cup, while his 13 cup final appearances are a club record.

    Capped 44 times by Spain, he has been a constant during a turbulent decade at Stamford Bridge that has seen 10 managers come and go, as well as a change in ownership.

    Azpilicueta won the Premier League under Jose Mourinho in 2015 and again with Antonio Conte in 2017, and became only the second Chelsea skipper to lift the Champions League.

    That was in 2021 when Thomas Tuchel’s side beat Manchester City in the final, while he also won the Europa League twice in 2013 and 2019.

    The Spaniard was linked with a move to Barcelona before signing a new two-year contract in August 2022, but has become the latest senior player to leave the club during what has been a transitional summer under new manager Mauricio Pochettino.

    Big-name departures have included Kai Havertz to Arsenal and Mateo Kovacic to Manchester City, while Manchester United have signed Mason Mount.

    Goalkeeper Edouard Mendy, centre-back Kalidou Koulibaly and French defensive midfielder N’Golo Kante have also left to play in the Saudi Pro League.

    NECO unveils e-portal for verification, confirmation of results

    The National Examinations Council (NECO) has launched a result verification and confirmation portal known as NECO e-Verify.

    Registrar of NECO, Prof. Dantani Wushishi, said NECO e-verify is an online result verification solution that guarantees instant authentication of academic and basic information about prospective candidates for admission and employment into academic institutions and work.

    He said this during the unveiling of the portal on Thursday in Abuja. 

    He informed the Federal Government has directed heads of tertiary education institutions to deploy the platform for the verification of results of admission-seeking candidates that sat for National Examinations Council Senior School Certificate.

    Wushishi said: “Due to the growing need for verification and confirmation of results by institutions both home and abroad, the Council decided that now was the best time to introduce the e-Verify platform.”

    He said before now, all requests for verification and confirmation of results were routed through the Council’s headquarters in Minna, Niger State, saying this took a longer time to process.

    He said result verification was an important process that helps to ensure the accuracy of academic credentials.

    The NECO registrar said: “From available records at our disposal, we have observed that there were requests for verification and confirmation of results from 64 institutions across 37 countries over a two-year period, from 2020-2022.”

    He added that similarly, NECO had such requests from 72 institutions in Nigeria within the same period besides requests from individuals which are numerous.

    The NECO boss said it was an irrefutable fact that academic institutions and employers of labour, among other agencies, relied on verification of results to help them select the best prospective students for admission and employment purposes.

    He added: “By verifying the authenticity of candidates’ results, academic institutions and employers will be more confident that they are admitting and hiring persons who have the required qualification for further studies and specific job schedules.”

    On the importance of verifying candidates’ results, he said the benefits include increased confidence; risk reduction and improved efficiency.

    The portal, he said, will give institutions and employers more confidence of admitting and hiring the most qualified candidates “especially in today’s world of technology where result forgery is easiest is important to verify students and employees credentials for some studies and positions to ensure that the institutions/establishments successfully meet their goals.”

    Mr James Thomas, the Chairman of Karu Local Government Area of Nasarawa State, has threatened to ban commercial tricycles operation in the area.

    Thomas stated this at a meeting with stakeholders, motorcycles and tricycles operators  in Karu on Thursday.

    He said that the rate, at which crimes are being committed, especially by commercial tricycle operators, was alarming and required urgent attention.

    Thomas said that those perpetuating these crimes hide under the guise of belonging to one union or the other.

    “Enough is enough, we are peace loving people in Karu and no inhumane acts will be accepted in this local government,” he said.

    The chairman, who made reference to some states and part of FCT that banned tricycles, warned that if crimes continued, he would be forced to ban tricycles in the area.

    He said that measures have been put in place to stop the use of tricycles to perpetrate crimes in Karu and its environs.

    “All existing tricycle unions are hereby dissolved because they are too numerous and cannot be accounted for,“he said.

    “I therefore inaugurate a five-man committee that has been reliable over the years and can identify operators of tricycles for easy accountability in case of any crime,“he said.

    “All the 11 existing unions are hereby dissolved with immediate effect. On no account should any union carry out any activity in the local government.

    “The committee is an interim representative, it will report to us the activities of the tricycle operators.

    “This is because it will make it easy for us to identify those who perpetrate crime and arrest and punish them accordingly,” he said.

    Thomas listed some of the crimes committed by tricycle operators to include, robbery, theft, stabbing, causing all manners of grievous hurt.

    The chairman commended security agents in the area for ensuring that peace was sustained.

    The Police Area Commander in Karu , ACP Francis Obigwa, warned the tricycle operators  against taking laws into their hands.

    “We have warned you before, but you people refused to change and you are still committing crimes.

    ”We are also warning that no form of protest should be carried out without informing the appropriate authorities,” he said.

    Obigwa said that only tickets endorsed by the Karu local government or the state government would be recognised.

    He urged the committee to live up to the expectations of the chairman, and to always report their activities to the police every two weeks.

    INEC files six count charge against suspended Adamawa REC Ari

    The Independent National Electoral Commission (INEC) has filed a six count charge against the suspended Resident Electoral Commissioner for Adamawa Yunusa Hudu Ari at the Adamawa High Court sitting in Yola for his role in the Adamawa governorship election. 

    National Commissioner in charge of Information and Voter Education, Barrister Festus Okoye said in a statement on Thursday that the Court has fixed July 12 for commencement of trial. 

    Ari courted controversy during the re-run election of the governorship election in Adamawa state when he declared the candidate of the All Progressives Congress(APC), Aisha Banana as winner of the election while collation of results was still ongoing. 

    Former President, Muhammadu Buhari ordered the Inspector General of Police conduct an investigation on the involvement of Ari. 

    The Chairman of the Commission, Prof. Mahmood Yakubu had said on Tuesday the Police have concluded investigation into the case and submitted a case to the Commission, adding it will inform Nigerians on the next step. 

    The statement by Okoye titled:”Prosecution of Resident Electoral Commissioner, Barr. Hudu Yunusa Ari” reads: “The Independent National Electoral Commission (INEC) held its regular weekly meeting today, Thursday 6th July 2023, and discussed, among other issues, the progress with the prosecution of electoral offenders.

    “It would be recalled that at the meeting with the Resident Electoral Commissioners (RECs) two days ago on Tuesday 4th July 2023, the Commission confirmed the receipt of case files from the Nigeria Police following the conclusion of investigation into alleged electoral offences during the 2023 General Election, including the one involving the Resident Electoral Commissioner (REC) deployed to Adamawa State, Barr. Hudu Yunusa Ari. 

    “The Commission also assured Nigerians of immediate action on the matter.

    “As provided by Section 145(1) of the Electoral Act 2022, an offence committed under the Act shall be triable in a Magistrate Court or a High Court of a State in which the offence is committed, or the Federal Capital Territory, Abuja.  

    “Furthermore, Section 145(2) of the Act provides that a prosecution under the Act shall be undertaken by legal officers of the Commission, or any legal practitioner appointed by it. 

    “Having reviewed the case file from the Police which established a prima facie case against Barr. Hudu Yunusa Ari, the Commission has filed a six-count charge against him at the Adamawa State High Court sitting in Yola.  Consequently, the Court has fixed Wednesday 12th July 2023 for commencement of trial.

    “Meanwhile, the Commission is working with the Nigerian Bar Association (NBA) for the diligent prosecution of other cases”.
