    #EndSARS: Lagos panel awards two police brutality victims N11m

    The Lagos State Judicial Panel of Enquiry and Restitution for Victims of Special Anti-Robbery Squad (SARS) related abuses and the Lekki Tollgate Incident, Saturday compensated two victims of police brutality with N11million.

    The widow of the late Rasheed Olanrewaju Kareem was awarded N10million for his extra-judicial death, while Yinka Austin Adebayo got N1million for torture at the Police’s hands.

    The latest figures raise the total compensations to N68.25 million for 12 petitioners.

    For the late Rasheed Olanrewaju Kareem, petition, his brother Olalekan Bankole testified on February 16, that the deceased was shot in the head by police officers from the Area C Command in Surulere.

    The incident was said to have occurred on October 21, 2020, during the #EndSARS protests.

    The panel found that the police authorities failed to investigate the unjustified shooting of unarmed persons at the Tejuosho and Aralile areas of Surulere in Lagos, as well as the extrajudicial killing of the deceased and other persons.

    The Chairman of the panel, Justice Doris Okuwobi recommended that “the Nigeria Police Force carries out an independent investigation into the sporadic and deliberate shooting, to confirm who carried out the shooting” and prosecute them accordingly.

    In Adebayo’s petition, the panel awarded him N1m as compensation for his unlawful arrest, torture, confiscation of his car by the police between September 28 and 30, 2017.

    The police, the panel held, did not controvert Adebayo’s testimony.

    Rivers state Governor Nyesom Wike has reviewed the curfew in Port Harcourt City and Obio/Akpor Local Government Areas of the state from 8.30pm to 6am starting effective Sunday May 16, 2021.

    Governor Wike however announced that the curfew time in other parts of the state remains 7pm to 6am until further notice.

    He disclosed this when he addressed the people of the state, in a broadcast, Saturday evening.

    He urged the residents to be vigilant as they go about their lawful businesses, assuring that security officials are on ground to address any state of insecurity.

    Telemann’s second half cracker settled the game in which Chelsea were largely poor.

    A Chelsea’s equaliser in the dying minute was rightly ruled out for offside with the Leicester team holding on to a much-valued victory.

    In Europe, the game of soccer is beautiful to watch. You can spend hours watching games live at home or at the stadia. You can equally be excited watching recaps of major matches at home or any gadget you choose to watch the matches, yet you will derive the same excitement as if you are watching a live game. Today, winners have emerged in Italy (Inter Milan), Manchester City (England) and in Germany (Bayern Munich).

    Spaniards are fighting to the finish. Three teams Atletico Madrid, their rivals Real Madrid and the dreaded FC Barcelona have made the quest for the La Liga title the toughest in recent times. Real Madrid and FC Barcelona would take the lessons learned from this season’s matches to the transfer market and shop very well to make next season better than what they have seen to date. One man who must be having a swell time this season is former Liverpool FC of England’s striker Luiz Suarez who got the boot from FC Barcelona through a very brief telephone call despite his contributions to the team’s winning fortunes last season.

    Followers of the game were shocked when Suarez was shown the exit door at FC Barcelona. But the Spanish side’s manager Koeman stuck to his guns in spite of entreaties from the club’s fans urging him to do a rethink on Suarez’s sack. Suarez went to Atletico Madrid and raised his game further by scoring goals with aplomb. Suarez returned to the Nou Camp last weekend with Atletico Madrid and troubled his former mates who had a tough time warding off the goal merchant. It was quite a spectacle watching Suarez and Pique trade words and almost moving towards having a fisticuff although Suarez laughed at the scene. The game ended on a barren note with lessons learned on both sides.

    It is the English game that provides all the entertainment and tension both at the top and among the bottom rung teams in the quest to avoid the drop. At the top Manchester City relied on Leicester City to hand the trophy back to them for the third time making the remaining games in the EPL, one to follow as it concerns the European slots. The Foxes beat Manchester United 2-1 at Old Trafford, the Theatre of Nightmares, sorry of Dreams, although the Red Devils would finish runners-up behind the Citizens.

    Already, Sheffield United, Fulham with four Nigerians who shone during the club’s games and West Bromwich Albion have been relegated. What a pity Sam Allardyce (Big Sam) hitherto tagged the man with the magic wand to rescue teams from being relegated. Hard luck Sam. Nigerians would have to wait until the 2022/2023 season to see if Fulham would return to the elite class with thier countrymen. It is most likely that one or two of them could be poached by newcomers into the elite league next season though Norwich and Watford are returning to the league where they were relegated last season.

    A picture Tuesday night emerged of the club’s manager Pep Guardiola, the team’s captain Fernandinho, chief executive Ferran Soriano and more City staff members celebrating together with a replica trophy and specially made champions T-shirts. It only took a minute or so for the City players to take to social media to rejoice at their achievement, with Raheem Sterling leading the celebrations on Twitter. ”It’s the champions babyyyy”, Sterling said after reacting to the club’s Premier League champions confirmation tweet. Kevin De Bruyne, Sergio Aguero and Ferran Torres followed suit, celebrating their new status as champions of England.

    While the Cityzens’ rivals Manchester United’s players sulked on the pitch on Tuesday night following the 2-1 home loss to the Foxes, Manchester City gave fans a glimpse of the Premier League trophy on the Etihad pitch by posting a video of a drone making its way in and around the 55,000-capacity ground before finishing at the centre circle where the famous trophy sat on top of a podium, dressed in City blue and white.

    What makes the Premier League the most colourful and the most competitive rests with the fact that with three matches to go, only two teams, Red Devils and the winners the Cityzens are sure of the ticket to play in the 2021/2022 UEFA Champions League. This new trend arose on Thursday night when Liverpool beat Manchester United 4-2 at Old Trafford. It means that should Liverpool win all of its remaining four matches and garner 69 points, the loser of the game between Chelsea and Leicester could fall off the Top  Four perch.

    For the soccer game, the end of the season throws up certain puzzles surrounding who the best players, coaches, etc are with different parameters used in picking different winners. Such subtitles as the best striker, best defender, best goalkeeper whose prize would be a golden glove,  best midfielder, best winger, highest goal scorer (men and women), young player of the year, you name them. But it is the best footballer of the year male and female that attracts the fans’ applause and attention the following season.

    Robert Lewandowski easily stands out as the next world footballer of the year with his eyes on breaking Gerd Muller’s 40-goal record in a single Bundesliga season. Lewandowski has scored 39 goals with two matches to the end of the season. He has bagged the Bundesliga top goal-scorer award in five seasons. Indeed, the sixth time of winning this award is just a matter of completing the season.

    Erling Haaland will kiss the headlines during he 2021/2022 season’s transfer with staggering figures thrown at Borussia Dortmund, having discovered gold when they signed Norwegian goal-poacher. With 35 goals and 10 assists in 36 appearances so far – the 20-year-old has more than delivered for the club and currently linked with a move to the biggest teams in the world. Haaland would at best be an also-ran contender for the World Footballer of the Year award. The cap fits Lewandowski looking at the available statistics from the season.

    Frenchman Kylian Mbappe’s citation for this season isn’t rich enough to override Lewandowski’s. Mbappe has scored 35 goals and 10 assists in all the competitions this season. He was pivotal in PSG’s appearance in the semi-finals of the UEFA Champions League although he wasn’t truly fit for the challenge and it showed in the way the Parisians played. PSG lost the two-legged tie to Manchester City. It should be stated that Mbappe was part of the French World Cup-winning squad and has not disappointed soccer pundits and purists who tipped him for greatness in the game.

    Kevin De Bruyne is another player who deserves a mention. The Belgian has been instrumental to Manchester City’s season with 16 assists so far as they look set to win their first-ever UEFA Champions League having reclaimed the Premier League title from Liverpool.

    Bruno Fernandes is another player that will be in the running for the Ballon D’Or this season following his outstanding contributions for Manchester United since his arrival from Sporting Lisbon. The Portuguese has scored 27 goals with 17 assists in all competitions this season and helped the Red Devils to the Europa League final.

    One good thing about the game in Europe when it comes to picking the best players of the season in the last three years is that the world is beginning to periscope the leagues without limiting it to the duo of Lionel Messi and Cristiano Ronaldo. How best can anyone talk about development than this scenario, having witnessed a decade of both players’ dominance of the Ballon D’Or awards. Messi has a rich resume this season but it appears that Lewandoski’s feats rank higher than the Argentines.

    For the African continent, it appears Riyad Mahrez could be crowned the Africa Footballer of the Year going by his contributions to Manchester City’s season, winning the Carabao Cup and the prestigious Premier League trophy. It means that Mahrez’ crowning glory would come if Cityzens lift the UEFA Champions League’s diadem. Riyad Mahrez won his first award in 2016. Of course, Chelsea’s fans would sneeze at this prediction since the game would be played on May 29 in Portugal and the Blues could spoil Cityzens’ fun. Head or tail, football would be the winner.

    Riyad Mahrez has scored 14 goals in all competitions and three of those goals came in the UEFA Champions League semi-finals against Paris Saint Germain (PSG).

    Genk forward Paul Onuachu has scored 34 goals in all competitions this season. Napoli forward, Victor Osimhen has 10 Serie A goals and three assists despite his struggles with injuries and Covid-19 related issues. Simy Nwankwo has grabbed scored 19 goals for Crotone this season in all competitions. Kelechi Iheanacho has notched up 17 strikes for Leicester City this season.

    For Iheanacho, his feats this year with the Foxes may be overshadowed by Mahrez’s contributions to the Cityzens, except Leicester wins today FA Cup final game against Chelsea at Wembley stadium. Chelsea are bad customers when it comes to final day games. The odds favour Chelsea to beat Leicester. But with soccer anything is possible.

    Is local government third tier?

    The local government system is at crossroads. It is the closest to the people. Yet, many councils are just empty administrative units, repressed by state governments and mismanaged by elected or appointed helmsmen.

    The 1999 Constitution, a military-imposed, defective document, makes provision for elected councils. It is an attempt to treat local government as the third tier. But, at issue is whether the council is a third tier under the Nigerian brand of federalism.

    The Supreme Court has recently affirmed that democratically elected councils are guaranteed at the grassroots level. Therefore, the dissolution of a democratically elected council is illegal, null and void. Also, the implication is that following the expiration of the tenure of council chairmen and councillors, it is unconstitutional for governors to impose caretaker committees on the fledging councils.

    But, it is not the end of the matter. Generally, local governments are creation of the state governments through the Houses of Assembly for ease of administration at the local level. The state parliameng is empowered to exercise oversight functions on the councils.

    While the councils are a creation of the House of Assembly, they are not created as third tier. Yet, they are listed in the constitution. Thus, there is a duality of supervision and control.

    Since it is listed in the constitution, the Federal Government exercises financial control. The councils depend on the distant central government for monthly allocation. When there is friction between the federal and state governments, it is the council that suffers. An example was the withholding of Lagos council funds by the Obasanjo administration, following the creation of additional Local Council Development Areas(LCDAs). The financial control by the Federal Government is irksome to state government, the councils being creations of its legislative arm.

    It is a monumental contradiction that the councils created by state authorities are listed in the constitution and the Federal Government,  which lacks the understanding of the local government peculiarities has retained financial control.

    Although governors cannot dissolve local governments, the House of Assembly can constitutionally suspend erring council chairman or an unwise councillor. On account of political difference, the House can still apply the hammer, following instigation by governors.

    As administrative units of state government,  the independence of the local government is illusory. The control of councils is a bone of contention between the federal and state governments. The states believe that if local government control is outside their jurisdiction, states would be at half.

    To reduce the tension, a State/Local Government Joint Account was agreed upon. After the release of the money by the Federal Government,  the state will dictate the formula for re-allocation to the councils. Crisis often breaks out between states and councils due to political difference, particularly when the governor and council chairman belong to different political parties.

    The acrimony is the bedrock of the agitation for council autonomy by ALGON and NULGE.

    From the pre-independence era, local government had been relegated. As from fifties, they were reserved for political failures who could not make it to the regional and central legislature under the parliamentary system.

    Yet, it was also an epoch remarkable for role identity and renewal. Gradually, councils also became a breeding place for elected and appointed functionaries at federal and state levels. The assumption is that, having mastered the rudiments of representation and governance at the local level, they can become vital democratic assets in administration at the higher levels.

    At the grassroots level, where they were monitored by rural dwellers, they would have acquired the skills of transparency and accountability. In those days too, only a man of character; honest, hardworking and patriotism, would be thrown up by the community as a councillor.

    While councils of the early fifties made impact on communities, councils of seventies and late eighties were shadow centres under the highly centralised military regimes. The 1976 reforms created a basis for personality clashes as it made the council secretary the chief accounting officer while the council chairman was a figure head. Under the military rule, rural development was not a core priority. Councils only presented a nominal link between the centre and the locality.

    First and second republic councils demonstrated a semblance of capacity, unlike the dormant local governments of late eighties and nineties which paled into tools of political experimentation by latter-day military interlopers. Councils were only maintained by centralist-military rulers for the purpose of pseudo-grassroots coordination for security, in furtherance of regime protection. Their helmsmen were accountable, not to the local people, but the military administrators at the state level.

    The military created local governments after state creation. The distribution of the councils was lopsided because it was based on the military formula,  and not a product of consultation, need and dictates of the population. Fairness, equity and justice were set aside. That was why Lagos only had 20 councils while Kano and Jigawa, which were one state before, have 71.

    Although presidential system was introduced at the council level by the military administration of Ibrahim Babangida in late eighties, it only resulted into the expansion of political structures to mitigate participation crisis, and not to expand the scope of service delivery to rural dwellers.

    How has the local government fared in the Fourth Republic? Except in few states, it has been tales of woes. Councils seem to lack capacity for certain functions. Their personnel are not equipped professionally to drive developmental agenda. In many councils are technical personnel who parade themselves as engineers and bookkeepers who masquerade as accountants. Many staff are ill-trained, and ill-preparef for the challenges of modern local government administration.

    The hand of the state government is heavy on the local government. Council funds are hijacked by state authorities in some states. State governments determine the operation of the critical joint account.

    Corruption is also the bane of local government system. It has become an avenue for primitive accumulation, theft and graft, and ‘steal and go.’ Council chairman,  councillors and supervisors swim in avarice and opulence to the detriment of the poor rural areas they are meant to serve.

    Instead of channelling scarce resources to developmental programmes, there are allegations of money sharing. In some states, local party leaders believe that they are entitled to maintenance allowances from chairmen.

    Today, many youths are aspiring to become chairmen, councillors and supervisors, not because of the desire for service, but the desire to pillage the treasury. Recurrent crises between council chairmen and aggrieved councillors who threaten them with impeachment are motivated by money, or skewed distribution of largersee.

    There is nevertheless, no uniform local government system. It may be in tandem with federalism, or the requirement for peculiarities. The tenure of elected council in some states is three years. In some states, it is four. A Southsouth state even proposed two years at a time.

    However, the election of chairmen and councillors is always shrouded in controversy in many states. The puzzle is: how independent are the state independent electoral commission?

    There is need for more reforms at the local government to reposition it for efficient service delivery to the people.

    President of the Nigeria Football Federation and FIFA Council Member, Mr Amaju Melvin Pinnick has commended the leadership of Football Coaches Association of African Nations (FCAAN) for its vision, commitment and investment in training coaches, as the body prepares for another landmark ‘train the trainers’ programme in Akure, the Ondo State capital on Sunday.

    “The NFF is particularly impressed with your drive and the passion with which you have been executing the coaching programmes over the years. We need more inspired facilitators like you to help the lot of our coaches, and lift them notches higher than they are at the moment.

    “Personally, I am always excited at ‘train the trainers’ programmes. It is capacity enhancement that every professional, in and outside football, needs to be as good as they can be. Proficiency comes with passion for what you do, experience and quality training. Your organization is doing great work and must be praised,” Pinnick told Dr Babatunde Terry Eguaoje, president of FCAAN in Lagos on Friday.

    Eguaoje, who is also Consultant on Coaching and Development to the NFF, said he is encouraged by the words of Mr Pinnick and will ensure the training programmes continue at good pace.

    FCAAN’s latest drive is a seven-day ‘C’ course programme which commences in the Ondo State capital on Sunday, at which no fewer than 100 Nigeria football coaches are expected. The FCAAN’s ‘C’ course is the highest-level course thus far that the body is offering on the African continent.

    Serie A sides Lazio are interested in signing Super Eagles striker Paul Onuachu from Genk this summer, according to Italian radio ReelRadio.

    Onuachu has been by some clear distance the best striker in Belgium over the current campaign, with the 26-year-old netting his 34th goal of the campaign in Wednesday’s 1-1 draw against Anderlecht.

    No Nigerian striker has ever smashed in more goals in a single season in any of Europe’s ten leagues.

    That incredible haul includes 32 goals in the Belgian Pro Division A and another two strikes in the FA Cup, which Genk lifted a couple of weeks ago.

    The former FC Midtjylland ace also found the back of the net twice in as many games for the Super Eagles during the Africa Cup of Nations qualifiers in March.

    His late winner against the Benin Republic in Porto Novo was crucial to helping the three-time African champions book their qualification ticket to Cameroon 2022 with a game to spare.

    All these have seen Onuachu’s profile rise above the ceiling, with Genk expected to demand more than 30 million euros for a man they got for one-fifth that fee only two years ago.

    Iheanacho loses Premier League award to Jesse Lingard

    Kelechi Iheanacho has missed out on April’s Premier League player of the month to West Ham and England star Jesse Lingard.

    The Nigerian international won the award in March and was on course to win it for the consecutive month after being nominated for April’s award.

    However, the former Manchester City man missed out to Lingard, who also had a brilliant month for the Hammers.

    Had Iheanacho won, he would’ve become the second Nigerian to win two awards in the same season. Peter Odemwingie remains the only Nigerian to win the award three times, and he won two in the 2011/2012 season with West Brom.

    Other Nigerians to have won the award include Austin Jay-Jay Okocha with Bolton Wanderers and Odion Ighalo with Watford.

    Simy Nwankwo returns to Super Eagles for Cameroon friendly

    Crotone striker Simy Nwankwo and Terem Moffi of Lorient headline a list of 31 players for Nigeria’s international friendly game against Cameroon on June 4 in Austria.

    The Super Eagles will take on their arch-rivals in Austria next month after the CAF World Cup qualifiers scheduled to start next month was postponed to September.

    And ahead of the highly-anticipated encounter, Super Eagles manager Gernot Rohr has called up a total of 29 players.

    The German tactician has invited Simy three years after he last played for the team. The 29-year-old is Nigeria’s top scorer in Europe’s top five leagues with 19 league goals in the Italian Serie A.

    Rohr had previously cast doubts on Simy’s chances in the team, but the friendly against the Indomitable Lions is a perfect opportunity for the 29-year-old to stake a claim in the team.

    Meanwhile, Moffi is also in line to make his debut finally after he was named in the squad. The 21-year-old was named in the squad for the games against Benin and Lesotho, but only as a standby.

    Moffi is also one of the many Nigerian strikers flying the country’s flag high in Europe. The former Kortrijk star has scored 14 league goals for Lorient this season- the most a Nigerian has scored in the Ligue 1 since Victor Ikpeba scored 16 for Monaco.

    Other players in Rohr’s list include the regulars like Ahmed Musa, Joe Aribo, Victor Osimhen, Samuel Chukwueze and Moses Simon.

    There’s also a recall for Ikechukwu Ezenwa, Peter Olayinka and Kevin Akpoguma. Also, there’s a first-time invitation for Abraham Marcus.

    Rape case: Why Baba Ijesha won’t be released on bail– Lagos DPP

    The Directorate of Public Prosecution (DPP), Lagos State Ministry of Justice, has stalled any possibility of releasing Olanrewaju James, popularly known as, “Baba Ijesha” on bail stating that he has criminal charges to answer.

    The State Police Public Relations Officer, CSP Olumuyiwa Adejobi, said yesterday,  that the DPP advised the police to hold on to  Baba Ijesha, because the case against him, according to legal advice, is sexual assault by penetration, pending when he would be charged to court.

    “Invariably sexual assault is more like defilement too, considering the age of the victim,” he said.

    “So, Baba Ijesha is being kept with the police not within our own power, but because of the legal advice from the DPP. If the DPP had advised us to release Baba Ijesha, we would  have released him.”

    “After the DPP investigated the case file, the police advised us not to release Baba Ijesha on bail pending when he will be charged to court.

    “The DPP said there are a number of cases Baba Ijesha will be charged for, particularly sexual assault by penetration, which is a serious offense.”

    In addition, Adejobi said that police cells were managed and decongested to avoid overcrowding.

    He said that most of the cases currently at their disposal are bailable offenses and they have been bailed while detainees that are not yet in court have been granted tentative bail.

    “By tentative bail, the offender goes home, only after providing a substantive surety that assures to produce the offender as and when due, so our cells are well managed and not congested,” Adejobi said.

    He, however, said that several cases that make up offenders in police custody were pending cases attached to the court and still within the police facilities.

    “As a result of the COVID-19 test, we can’t take them to correctional centres.

    “But they will be within our custody which makes up a number of cases we have now,” the police spokesperson said.

    Baba Ijesha was arrested in April for defiling a minor.
