    Agriculture: Niger to hit 1trn revenue in 5-years – Farmer Gov Bago

    Gov. Umar Bago of Niger, says his administration will likely hit N1 trillion in revenue through the Niger Food Security and Logistics Company,  in the next five years.

    Mr  Abdullberqy Ebbo, Special Adviser on Digital Media and Strategy to the governor, made this known in a statement on Saturday in Abuja.

    According to him, the move will employ over 100,000 farmers who will be farming on over 100,000 hectares across the state.

    He said that an agreement was signed between the Chairman of Niger Foods, Mr Sammy Adigun, and the Executive Director of TGI Group, Sadik Kassim, a Commodity off- takers firm.

    Ebbo said the signing was witnessed by the Chairman, Union Bank, and the EVC, TGI Group, Malam Faruk Gumel.

    According to the agreement, the state and the producer shall be responsible for the cultivation, harvesting, aggregation, and sale of rice paddy, soya beans, maize, and sesame seeds to the off-taker.

    This, he said, includes Tropical General Investments, which would be responsible for the transportation, logistics, and purchase of the farm produce.

    Tropical General Investment was part of the conglomerate which included Union Bank, Wacot Rice, Wasil, and Chi groups.

    He said the transaction involved the production of 600,000 to one million tonne of various farm  produce  per year,  concurrently for five years. (NAN)

    The Lagos State Commissioner for Environment and Water Resources, Tokunbo Wahab, has announced the removal of illegal gates that are permanently closed along the Lekki Phase 1 axis.

    He revealed this in a post on his official X page on Saturday, December 23.

    He wrote partly: “Following several days of traffic snarl, which residents connecting Lekki were experiencing due to the inability to access connecting roads due to the indiscriminate mounting and multiplicity of the gates in many parts of the state, defacing the aesthetics of the environment and causing unnecessary traffic in the major roads.

    “Lagos State Government through the Enforcement team of the Ministry of the Environment and Water Resources has commenced the removal of illegal gates that are permanently closed around Lekki 1 axis.”

    He further added the areas where these removals will take place “These gates include; Sir Rufus Foluso Giwa Road, Theophilus Oji Road, Osaro Isokpan Road, Abike Sulaiman Road, Ben Okagbue MBA Road, Olubunmi Rotimi Road, Olanrewaju Ninalowo Road, Dele Adedeji road, Abayomi Sonuga road, Siji Soetan and Rasheed Alaba Williams roads.”

    NSCDC deploys 25,000 personnel nationwide for Christmas celebrations

    The Nigeria Security and Civil Defence Corps (NSCDC) has deployed 25,000 of its personnel to ensure the protection of lives, properties and critical infrastructure across the nation during the yuletide season.

    The Commandant General of the NSCDC Dr Ahmed Audi  directed all the Assistant Commandant General and the Commandant of the Corps in Charge of the zonal and state commands to comply with the directive. 

    He said it was imperative to ensure strategic and adequate deployment of personnel to ensure a peaceful and hitch-free celebrations during the Christmas and New Year festive period. 

    The CG,  in a statement signed by the Service Public Relations Officer, Babawale Afolabi, called for the implementation of comprehensive operational strategies, and robust and elaborate security arrangements throughout the country. 

    He said attentioned should be on the areas of core mandate of the Corps especially with massive deployment of armed personnel to all the locations of government critical infrastructure and national assets such as oil pipelines, electrical installations, airports, railway stations, and other government buildings.

    He said: “The Safe School Initiative Project will not be left out with the special Rapid Response Squad and the Female Squad will continue with their round-the-clock protection of the schools nationwide,

    “The CG has however charged the senior officers to ensure that personnel deployed are adequately supervised for utmost professionalism in the discharge of their duties. 

    “The officers have also been warned to carry out their assigned duties with the utmost professionalism and adhere strictly to the rule of engagement as any officer found wanting will be properly defaulted.

    “The CG appealed to the officers on duty to Intensify the collaboration with other security agencies to ensure hitch-free celebrations. 

    “Audi however charged the general public to be law abiding and security conscious as well as to support security personnel by reporting any criminal activities and elements promptly.”

    EFCC deletes controversial social media post on ex-minister, Diezani

    An Instagram post that quoted Diezani Allison-Madueke, the former minister of petroleum resources, discussing allegations of money laundering against her has been deleted by the Economic and Financial Crimes Commission (EFCC).

    The social media post claimed that the former minister spoke in an interview with journalists in the United Kingdom.

    It was gathered that the unsigned post had been pulled down from the anti-graft agency’s official Instagram handle.

    Dele Oyewale, an EFCC spokesperson, however, rejected the report and clarified that it was not written by or approved by the anti-graft organization.

    “The report is not from the EFCC. Anything that is not signed by me is not from us (the EFCC),” Oyewale said.

    The Nation reports that Allison-Madueke, a former minister under ex-president Goodluck Jonathan, fled the nation after the EFCC accused her of money laundering.

    A top federal government source had revealed that in making the extradition request, the office of the AGF cited Section 2 (2) of Nigeria’s Extradition Act, CAP E25, Laws of the Federation of Nigeria, 2004, and the London Scheme of Extradition within the Commonwealth otherwise known as ‘The Scheme,’ a multilateral treaty which governs extradition between the United Kingdom and Nigeria.

    “The EFCC established a prima facie case against Allison-Madueke in a letter to the office of the AGF, after which a magistrate was ordered to issue a warrant of arrest. The Certified True Copy of the warrant of arrest was then attached to the extradition request written to the UK government by the AGF on the orders of the president.”

    The Chairman, Arapapo Olori Odo Aworiland, Hon. Ganiu Akinwande has affirmed that Awori indigenes are in support of the re-election of Alhaji Musiliu Ayinde Akinsanya aka MC Oluomo as National Union of Road Transport Workers (NURTW) state chairman. 

    A statement by Hon. Akinwande titled: “Lagos NURTW: The stand of the Awori people” commended Lagos governor, Babajide Sanwo-Olu for seeing to the successful re-transition of the Lagos State Parks and Garage Management into NURTW.

    He said: “It is important to commend the tranquil reelection of Alhaji Musiliu Ayinde Akinsanya aka MC Oluomo as the state chairman. 

    “It’s worthy of mention that Akinsanya’s reelection is a testament to his admirable leadership capabilities and the confidence the transport workers and the state government, by extension, have in him to continue his meritorious work of selflessly paddling the canoe of the union. 

    “On this note, we congratulate Akinsanya – an illustrious Awori man for his reelection as he continues his effort to reposition road transport activities in Lagos state in line with the smart city agenda of Mr. Governor. 

    Hon. Akinwande noted that as stakeholders in the state, the Awori’s selfless interest lies in the continuous socio-economic development of Lagos.

    He said: “NURTW, under the qualitative leadership of MC Oluomo, has recorded remarkable feats, most of which are unprecedented in the history of Lagos State. 

    “From the smooth running of the union’s day-to-day affairs to ensuring orderliness, peace and esprit de corps among members, and also steadily contributing to the socioeconomic growth of our dear centre of excellence. This is our interest and we will ensure it is protected. 

    “The possibility of MC Oluomo taking up a leadership position at the National body has seemingly brought about a crack in the leadership structure in Lagos NURTW and this is being spearheaded by the incumbent treasurer, Alhaji Mustapha Adekunle aka Sego who has begun putting himself forward for the number one leadership seat in Lagos. 

    “In a situation like this, the constitution of the union is explicitly clear on what needs to be done to fill the chairmanship seat. It’s for the Deputy chairman to step up or the chairman to use his prerogative. 

    “As concerned sons of Awori who have the mandate of other Awori indigenes to comment on this matter, we call on the state government and other powers-that-be to call Alhaji Mustapha Adekunle to order to forestall the likely breakdown of law and order in the state. 

    “We’ve observed with keen interest how Awori was deliberately excluded from the sensitive political positions in the state. Who gets unfairly marginalised in their own state? Of the 57 LGA and LCDA chairmen in Lagos, only a handful are Aworis. Ditto for the commissioners and other appointees holding key positions. This is another reason why we won’t fold our arms to allow our rights to be trampled upon.

    “The chairmanship seat of the NURTW position is the only leadership position given to Awori, and it will be a slap to our face and our ancestors if we allow it to be taken from us with sheer mischief-making and grandstanding by uncouth elements.”

    “As law-abiding indigenes of Lagos and individuals who believe in the administration of Governor Babajide Olusola Sanwo-Olu, we want a peaceful resolution, one that will promote equity and fairness and afford MC Oluomo the support he deserves in the final lap of his term in office as the State Chairman of Lagos NURTW. 

    “Also on the matter of the stance mischievously attributed to the respected Monarch, HRM Oba Saheed Elegushi, a revered Awori monarch whom we all hold in the highest esteem. 

    “Over the years, he has proven his worth as a man of integrity, honour and valor who wouldn’t comment against the wishes of his people. We don’t believe the comment attributed to him on this matter as we believe that we have his backing in, advancing our fair cause.

    “Our stance is clear, we won’t give room for imposition. The sons and daughters of Awori are solidly behind MC Oluomo on this cause and we want an equitable resolution to the matter at hand. 

    Hon. Akinwande urged the government and other stakeholders in the state, monarchs and individuals to wade into the matter and ensure the Aworis are not marginalised.

    The Nigerian Meteorological Agency (NiMet) has forecast haziness and sunshine from Saturday to Monday across the country.

    NiMet`s weather outlook released on Friday in Abuja predicted moderate dust haze on Saturday with horizontal visibility of 2km and 5km over the northern region during the forecast period.

    According to the agency, a sunny sky in hazy atmosphere is expected over the North central cities and the inland cities of the South.

    It anticipated partly cloudy skies in hazy atmosphere over the coastal belt of the country.

    It expected some prospects of localised thunderstorms over parts of Bayelsa, Rivers, Akwa Ibom and Cross River states later in the day.

    “For Sunday, moderate dust haze with horizontal visibility of 2km to 5km is anticipated over the North and the North central regions during the forecast period.

    “Sunny skies in hazy atmosphere is expected over the inland cities of the South during the forecast period. Patches of clouds in hazy atmosphere is expected over the coastal cities throughout the forecast period.

    “Also for Monday, moderate dust haze with horizontal visibility of 2km to 5km is anticipated over the North, North central and the inland cities of the South during the forecast period,“ the agency said.

    The agency urged the public to take necessary precautions as dust particles are in suspension.

    It urged people with Asthma and other respiratory issues to be cautious of the present weather situations.

    “Airline operators are advised to get updated weather reports from NiMet for effective planning in their operations,” it added.

    BREAKING: Emefiele regains freedom from Kuje prison

    Godwin Emefiele, former governor of the Central Bank of Nigeria, has been released from the Kuje Correctional Center after fulfilling his bond requirements.

    The development was confirmed the development on Saturday, December 23, by Adamu Duza, the spokesperson for the Kuje Correctional Centre, Federal Capital Territory.

    He said: “I can confirm to you that he (Emefiele) has met his bail conditions, hence he has no reason to remain in our facility.

    “He met his bail condition and was released past 2pm yesterday (Friday).”

    Emefiele, who is being tried for alleged procurement fraud, was granted N300 million in bail by the Federal Capital Territory High Court in Abuja.

    Justice Hamza Muazu granted the bail with two sureties in like sum.

    According to the judge, the sureties had to possess titles and certificates of occupancy for homes located in Abuja’s Maitama District.

    In addition, he mandated that Emefiele stay inside the Abuja Municipal Area Council and that he turn in all of his travel documents to the court registrar.

    The judge, however, ordered that Emefiele should remain in Kuje Correctional Centre till he meets the bail conditions.

    The Economic and Financial Crimes Commission objected to Emefiele’s bail application, but Justice Muazu rejected their argument that the ex-CBN governor was a flight risk who might breach bail, endanger the nation’s security, or jeopardize an investigation if released on bond.

    After granting the bail application, Justice Muazu adjourned till November 28 for the commencement of  trial.

    Emefiele stood trial on six counts bordering on procurement fraud to the tune of N1.2bn.

    Christmas: Motorists jubilate over opening of Enugu-Onitsha expressway

    Motorists are thrilled about the partial opening of the previously challenging Ugwuonyeama section at the 9th Mile end of the Enugu-Onitsha Expressway after years of harrowing experiences.

    The road was re-opened on Thursday by the contractors to allow free flow of movement by travellers returning home for Christmas and New Year celebrations.

    The motorists’ enthusiasm stems from the unpleasant encounters on the deteriorated road lane during the reconstruction initiated by MTN last year. 

    This led to a situation where all vehicles had to navigate through a single lane while work progressed on the other side.

    The MTN Nigeria took over the N202.8 billion road project last year under the road infrastructure tax credit (RITC) scheme of the federal government.

    Expressing their past experience on the road, enthusiastic commuters remarked that the years when the road was in disrepair were horrific, with frequent incidents of articulated vehicles falling on the road, resulting in numerous casualties.

    One of the tanker drivers, identified as Donald Okafor, said plying on the Ugwuonyeama-9th Mile was the worst for him as a fuel tanker driver.

    “Severally, my colleagues have been burnt to death on this road because of its bad mature. You don’t talk about the loss of the vehicle and products to fire on this particular road. 

    “I want to personally thank the federal government for allowing MTN to fund this project. Just within one year, we are already getting positive results.

    “I believe this will stop the avoidable accidents and loss of lives manhour”, he said.

    However, speaking at a joint press conference in Enugu on the temporary opening of the road to ease traffic for travellers during this yuletide, the MTN Coordinator Community Liaison Initiative, Dr Reginald Facah, expressed the company’s determination to ensure the completion of the dual carriageway in record time.

    He expressed happiness that vehicular traffic would return to the road after years of dilapidation.

    He said the people of Enugu and Anambra States would “be able to travel in a long while on top of the Amawbia flyover to territories beyond without going under the bridge and doing an illegal one-way that the authorities were forced to legalize a long time ago.

    “By this singular act of taking up one of the most dilapidated roads in Nigeria, the Enugu – Onitsha dual carriageway in the novel RITC scheme pioneered by former President Muhammadu Buhari, MTN Communications Nigeria PLC has shown that it is an organization that has the common good of the Nigerian masses at heart. 

    “Indeed, taking up this project from the state we met it and running with it till the present state and beyond has not been an all rosy experience; but we are determined to see it till the end”. 

    While noting that December and the Christmas season have seen unimaginable suffering on the parts of commuters and drivers on the same road, Facah lamented that many Southeasterners did not bother to do the end of year homecoming ritual because the deplorable state of the roads in the southeast has further exacerbated the security situation.

    “However, with the present state of the Enugu – Onitsha Road after the MTN intervention, many people will gladly make the trip home this year; with vehicular and human traffic from the Onitsha Bridge down to the Abakpa 82 division end of the road expected to be heavy and traffic control very hectic.

    “However, the opening of some partially completed sections of the dual carriageway to ameliorate the anticipated traffic logjam on the road is expected to make the drive through a whole lot easier and better”.

    The Southeast zonal commander FRSC, Ochinga I. Ameh, an Assistant Corps Marshall, commended MTN for taking up the project, saying its imminent completion would not only ease the traffic jam usually experienced, but would prevent accidents and save lives.

    Ameh however appealed to the people of Enugu and Anambra States and indeed all road users that may be traversing the route during and after the Yuletide period to always exercise patience and caution to avoid avoidable accidents.

    MDAs battle deadline as OAGF mandates closure of 2023 accounts

    The Office of the Accountant General of the Federation (OAGF) has issued a stern notice to all Ministries, Departments, and Agencies (MDAs) regarding the closure of 2023 accounts and the commencement of 2024 budget access. 

    The notice came in the annual Federal Treasury Circular with reference number: TRYA7&B7/2023/OAGF/CAD/026/Vol.V/823 dated 19th December, 2023 and signed by the Accountant General of the Federation (AGF) Dr. Oluwatoyin Madein. 

    As the implementation of the 2023 Appropriation Act draws to a close, both recurrent and capital expenditure for the current year will be shut down on December 31st, 2023. 

    This signifies a crucial timeline for MDAs to wrap up their financial activities and comply with the OAGF’s directives.

    For MDAs utilizing the Government Integrated Financial Management Information System (GIFMIS) and the Treasury Single Account (TSA), the process will be swift and automatic. 

    Madein said: “Both ledger periods and access to funds will be closed online, real-time by midnight of December 31st, 2023”. Similarly, TSA-Sub Accounts of MDAs holding regular budgetary funds with a recurrent component will face the same automatic closure at midnight. The OAGF warned against any attempts to circumvent the closure process. 

    “Transferring funds to hidden accounts or engaging in practices like creating surrogate accounts to manipulate unspent balances the AGF said “will be detected and met with consequences. MDAs and officers involved in such maneuvers will face appropriate sanctions.”

    To ensure transparency and proper accounting, MDAs using GIFMIS are required to upload all 2023 transactions from their Sub-TSA Accounts into the system using the Journal Entry Functionality. This exercise the AGF insisted must be completed by February 13th, 2024. 

    In addition, access to funds for 2024 transactions will only be granted to MDAs after the Treasury confirms accurate posting of all Sub-TSA transactions into GIFMIS.

    Furthermore, the OAGF has developed a specific framework for upload, available within the GIFMIS journal entry functionality sub-module. Adherence to this framework the AGF warned is mandatory for all MDAs.

    In keeping with International Public Sector Accounting Standards (IPSAS) and Financial Regulations, all MDAs have been ordered to submit their Audited Trial Balance and Audited Financial Statements for the year ended December 31st, 2023 to the OAGF on or before February 28th, 2024. 

    The timely submission of audited financial reports the AGF said “is crucial for the OAGF to proceed with opening accounts and releasing budgetary allocations for the 2024 fiscal year”.

    Failure to comply with these requirements will have significant consequences. With regards to the Presidential Directives and Financial Regulations, any MDA that fails to submit their audited financial statements will face immediate suspension of fund allocation. Additionally, a query will be issued to the Director or Head of Finance and Accounts of the non-compliant MDA.

    The OAGF’s directive underscores the importance of accountability and transparent financial management within MDAs. 

    The deadline for completing 2023 financial activities and preparing for 2024 is approaching rapidly, and all MDAs are urged to comply with the established procedures and reporting requirements to avoid disruptions and sanctions.
