Abiodun to monarchs: shun unauthorised sale of govt land

Ogun State Governor Dapo Abiodun has called on the Council of Obas to desist from acts of indiscipline, ranging from unauthorized allocation of land for illegal mining, especially in the plantations.

Governor Abiodun spoke at the inauguration of the Olu of Ilaro and Paramount Ruler of Yewaland, Oba Kehinde Olugbenle, as chairman of the Ogun State Council of Obas.

Abiodun, who expressed disappointment with the activities of some of the erring monarchs, noted that illegal mining has caused serious environmental impact in some communities and posed serious threats to critical public infrastructure.

He warned that an Executive Order would be issued from his office to deal with any king or chief who is found wanting.

The governor also warned the traditional rulers against getting involved in partisan politics. According to him, their role is to support the government in its developmental agenda.

He said: “We value your inputs and recommendations on matters that concern your welfare and that of the people. As an administration, we confidently state that the advisory and supportive role offered by our Royal Fathers is largely responsible for the rapid development and transformation currently being witnessed in Ogun State. Your insight, wisdom, and close connection to the grassroots are invaluable assets as we strive to build a prosperous and inclusive society.

Affirming Abiodun’s foresight, frontier exploration begins in Ogun

    • By Kayode Akinmade

Receiving the 2023 Man of the Year Award from the Silverbird Group at the Eko Hotels and Suites, Lagos, in March this year, the Ogun State governor, Prince Dapo Abiodun, gave ample indication of his governing style and strategic vision. Hear him: “Our administration in the last four and a half years has transformed our vision into making the state the investor’s destination of choice. We have also successfully implemented people-oriented policies and carried out reforms to improve efficiency and service delivery, leading to the state being the most improved in Internally Generated Revenue in the country. We have implemented a multi-modal transportation plan and other infrastructure across the state. We have constructed over 500 kilometres of road, built over 3,000 affordable houses, renovated over 1,000 schools, and constructed our Gateway International Airport.”

The people-driven thrust in governance, evidenced by the wide consultations and town halls usually held by his administration before every budget cycle, is at the heart of his ISEYA mantra. It was therefore no surprise that when, six months ago, while presenting the 2024 budget before the state House of Assembly, he indicated that the Gateway State would soon become an oil-producing state, the people took him very seriously.

Apprised of his strategic foresight, the people had witnessed his roll-out of CNG-enabled vehicles long before the removal of subsidy, his establishment of a joint commission on rice that proved pivotal when the cost of the produce shot through the roof, his construction of a world-class airport for the export of agricultural produce and for passenger traffic, and his opening up of the Olokola Free Trade Zone, among other landmarks. And just like the governor that many now refer to him in Niger Delta parlance as talk-and-do said, oil exploration has kicked off in the state. That much was indicated by the Federal Government delegation that visited the state last week, bearing tidings of joy. Ogun is set to join the league of oil-producing states with the Nigerian National Petroleum Corporation Limited’s (NNPCL) kick-off of oil and gas exploration in the state.

Last Friday, Governor Abiodun played host to the delegation comprising the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri; the Managing Director, Shell Petroleum Development Company Ltd, Mr. Osagie Okubor; Chief Executive, Nigeria Upstream Petroleum Regulatory Commission, Engr. Gbenga Komolafe and NNPC Group Chief Executive Officer, Mr Mele Kyari. An elated Lokpobiri, speaking at the Governor’s Office in Abeokuta, said: “We have very high potential of discoveries here. Ogun has always been part of the Dahomey Basin and our presence underscores the seriousness the Federal Government attaches to the exploration activities that we want to carry out in Ogun State.”

In his remarks on the occasion, Governor Abiodun said Ogun State is part of the OPLs 302,303, 306 and 307, affirming that the acreages present unique opportunities for the qualification as a Frontier Exploration State as defined in Section 9 of the Petroleum Industry Act (PIA). Hear him: “Ogun State presents some unique opportunities towards the realization of the full intentions of the PIA’s Section 9 on frontier exploration as it will contribute to guarantee additional petroleum production of additional petroleum products for the country and afford more supply to potential refineries in the area. As a low hanging result, this area also presents the opportunity for bitumen extraction, thereby reducing import dependency and bringing with it savings in foreign exchange expenditure on this single line item.”

And speaking during an interview with TVC on Friday evening, he provided further historical context. His words: “It is indeed a great day for the entire people and government of Ogun State. This afternoon the entire leadership of the Ministry of Petroleum led by the Honourable Minister of State fir Petroleum, Senator Heineken Lokpobri, the GCEO NNPCL, the CEO Nigerian Upstream Regulatory Commission were here in Abeokuta to formally declare Ogun State a frontier state for oil exploration in line with the establishment of the Frontier Exploration Fund Administration Regulations as defined under Section 9, subsection 4 of the PIA. What this basically has done or will do is to allow Ogun State to join the comity of states that are oil-producing when this exploration is successful. And we don’t have a doubt that it will be successful because Ogun State is part of the family of states that belong to the Dahomey Basin, a geographical area that starts from just beyond the Delta and goes all the way to the Eastern part of Ghana. And when you look at the fact that there are OPLs that have become very prolific by the Delta and that other oil -producing explorations have been made by Benin Republic and Ghana, it stands to reason that that same Basin that our state belongs to, when that exploration commences, should be very positive. Beyond that, we have studies that have revealed that in 1937, Shell Darcy Nigeria Ltd began exploring for oil in Nigeria and in Dahomey Basin and actually explored oil around Ogun State, around where we now have OPL 303, OPL 306, OPL 307. Unfortunately, as soon as they discovered oil in Oloibiri, they abandoned the exploration in Ogun State.”

That abandonment, evidently, is now history. Himself a big player in the oil industry before he assumed the reins at Oke Mosan, Abiodun, following his inauguration as the Gateway State’s fifth democratically elected governor, devoted his energy and expertise to bear in ensuring that Ogun is counted as an oil-producing state. For Ogun, an industrial hub boasting Nigeria’s fastest growing population and industrialization, being oil-producing is long overdue. Apparently, as oil exploration kicks off, Nigeria’s manufacturing capital will be able to contribute a greater quota to the federation’s revenue profile. With increased revenue for itself, enhanced job creation and the creation of an enabling environment for allied companies in the oil industry, the oil prospecting will be a game changer in the economic life of Ogun State. It will facilitate greater development and help to address infrastructure decay. It will attract investors and have value chain effects down the line. The multiplier effects on the Ogun economy cannot be quantified.

Actually, when the governor’s latest intervention in allied with projects like the dry port at Kajola and the agro cargo airport at Ilishan, the fact becomes clear that Prince Abiodun has written his name in gold. No government in Ogun State recorded his kind of achievements in so short a time. The Gateway International Airport is world class, not an instance of “airport for airport’s sake.” As Ogun turns the sod in Kajola in the next few weeks, taking advantage of the rail line passing through it, the Abiodun project of turning it into a giant construction site becomes even more evident. Almost on a daily basis, people are moving into ogun because of the arable land and food production,  and its status in the next few years is bound to be enviable, a fitting tribute to the genius of the man political naysayers gave no chance. Now the rejected stone has become the head of the corner. The best, clearly, is yet to come…

The property developer spoke in a statement by his Media Consultant, Oluseun Joshua in Abeokuta.

Akintunde said: “There is no denying that Abiodun is an amazing leader. The cordial relationship between the people of Ogun and our governor during his first term gave birth to the achievements which necessitated his re-election for another term of four years.

“This is to consolidate on the past achievements cutting across projects such as dualisation of Ijebu Ode-Epe road, rehabilitation of Abeokuta-Siun-Sagamu Expressway, the almost completed Agro-Cargo International Airport and others”

Abiodun: last five years of governance very challenging

Ogun State Governor Dapo Abiodun has described the last five years of his administration as challenging. He, however, said his faith in God brought the victory he desired.

Abiodun spoke yesterday during his 64th birthday and fifth year thanksgiving at the Government House Chapel in Oke-Igbein, Abeokuta. He recalled his journey to power despite all odds, attributing his victory to God.

He said: “The process through which I emerged as governor was a very unusual one; one in which my predecessor who was in the same party with me was fighting me and campaigning for another person in another party, and I will sit down and ask myself, ‘Baba God, this is very unusual, why do I have to go through so much to assume this office?’ And then I will answer myself that it is because God wants to take that glory.

“The last five years of governance has been one of the most beautiful experiences of my life. It’s been extremely turbulent, it’s been very challenging. Particularly, it has been rancorous. But the most important thing is that in all of this, God has given us victory.”

Governor Abiodun said his government is taking giant steps to reshape the economy ‘and the steps are yielding results’.

One of such steps, according to him, is the plan to make Ogun an oil producing state, as the Ministry of Petroleum Resources would soon begin oil exploration in the state.

“Only on Friday, the Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, was here with three others and the chairman of Shell announce that they would soon begin to drill oil in Ogun State,” he said.

The governor also reacted to comments by the governorship candidate of the Peoples Democratic Party (PDP) in the last election, Ladi Adebutu, on the Sagamu-Iperu road project.

At the inauguration of phase one and two of the 8km Sagamu-Iperu-Ode-Sapade road, Abiodun said the Siun to Ilisan road would complement the existing ones and make travelling seamless in the axis. He harped on the importance of good road network as key to the development of any society, saying the newly re-constructed road, apart from serving the people of Remoland, will also serve people from other parts of the country as it connects Lagos to Ibadan and to the rest of the country.

The governor said: “This road starts from Ikorodu; it is connected to Lagos and passes through Sagamu to Iperu to Ibadan to the rest of the country.

Abiodun: Double portions from a tripartite covenant

Sometimes, destiny has a way of playing a fast one on mortals or giving them a reason to tie their journeys to certain events, past or future. Whether many subscribe to it or not, there are things we identify with or are identified by that tell some stories about our personality. For instance, some people believe that when it rains during a funeral, the deceased is most likely heading to paradise. Others attach coincidental accomplishments to the “good legs” of a newborn or a newlywed.

I hadn’t given many of those interpretations much thought until recently when I stopped taking the birth date of one great Nigerian for granted. On May 29, 2019, Prince Dapo Abiodun was first sworn in as the chief executive officer of the Gateway State. Coincidentally, May 29 happens to be the governor’s birthday. These days, I can’t help but tell myself that this illustrious man was born on political transition day for a reason!

Though not many will agree that he’s the best governor the 48-year-old state has had, most are in agreement that he’s one governor who has fought more battles than his predecessors in the hands of one of them. Many more will say he did his very best, brought panache, élan, commitment, and focus, and through fortuitous circumstances achieved inclusive governance in the face of daunting challenges and intimidation. So far, he has provided answers to opposition from within his political party, and outside opposition outside his party has been tamed with a carrot-and-stick mentality and genteel assemblage of forward-looking politicians and inveterate technocrats in his cabinet in a manner that has changed the face of governance in the state, permanently.

The Dapo Abiodun administration’s systematic approach to governance, which saw him lay a solid foundation for the implementation of deliberate policies, programmes and projects within the first six months in office, has led to predictable yet unprecedented success in the socio-economic transformation of the state. Within five years, his clear template and deliberate action plan on how to transform the state by implementing the ‘Building Our Future Together’ agenda, has yielded unprecedented results.  His five developmental columns of I-S-E-Y-A: Infrastructure; Social Development and Well-being; Education; Youth Development, and; Agriculture and Food Security are unmatched by any state governor in Nigeria.

From the dismal public infrastructure he inherited roads: rural and urban, water, electricity, and housing, the song changed the deleterious landscape on the Ijebu-Ode-Mojoda expressway to Epe in Lagos State, the Sagamu Interchange to Abeokuta will make most governors in other states green with envy. Even the intra-city roads from Ilaro to Ilara, Ajebo to Ajenbadele, Odeda to Odogbolu, Iwopin to Iwoye, Iperu to Ipokia, Sango- Ota to Sagamu, Ijebu-Ode to Ijoko, Igbesa to Igbogila, the story has been that of transformation.

By prioritizing the construction and rehabilitation of roads from the day he was sworn in – his birthday, the governor made a solemn vow to the people of Ogun that infrastructure, especially good road networks, was crucial to his administration’s investment drive. That is why roads across the state are being aggressively constructed and rehabilitated. This also led him to establish the Ogun State Public Works Agency (OGPWA). Within the past five years, the governor has either completed or is working on roads in all of its 20 local government areas, spanning almost a thousand kilometres and mainly Federal Government (Trunk A) roads.

An accomplished businessman, Prince Abiodun was always keen on exploring the opportunities presented by Ogun’s geo-location. To him, the state’s proximity to Lagos and its gateway status to the West African market through the Benin Republic should propel the state into economic prosperity. He established investment agencies, such as the Ogun State Enterprise Development Agency (OGSEDA), to provide entrepreneurial literacy services, capacity development, and access to start-up capital to support Micro Small and Medium Enterprises (MSMEs).

These, most times, in in line with his late dad’s directive before he came into office and in consonance with the “tripartite covenant between me and God, on one part, to serve Him and reciprocate His faithfulness through the journey so far by being a tool to bring the greatest good to the greatest number of Ogun State people, regardless of creed, gender and political affiliation. On the other part, it is also a covenant with the good people of Ogun State.”

Five years may not amount to much, yet DA’s Midas touches are everywhere. The governor who has tripled internally generated funds from N50bn to N150bn is making good on his promises, distributing social infrastructures evenly in all parts of the state, whether assessed via senatorial districts, or the well-known ethno-geographical classifications, namely Remo, Ijebu, Yewa and Egba, which we know as “RIYE”.  In housing, for instance, close to 4000 units of flats have been constructed in Kemta-Idi Aba, Kobape in Abeokuta, Ilaro, and Sagamu, beside the avant-garde, urban regeneration buildings across our Government Reserved Areas and the Muhammadu Buhari Estate in the State capital. Also, the administration is changing the landscape with urban renewal and blazing the trail in public transportation with compressed natural gas (CNG) buses. Of course, the agro-cargo airport is the icing on the cake.

Recently, when many states were experiencing protests as a result of the high cost of living crisis, Prince Abiodun was unfazed by any risk of a spillover into his state. While there were protests elsewhere, the people of Ogun State were receiving a very unique kind of Valentine’s Day present, as the governor rolled out palliatives worth over ₦5 billion to reduce hardship during the current cost of living crisis and to better the lives of people. Prince Abiodun’s government was not oblivious nor insensitive to the challenges being faced by the citizens and would leave no stone unturned to ensure that succour came to the people. He also appreciated the perseverance, patience and understanding of all residents in the state, assuring them that the present economic situation is just a transient phase that will soon pass.

Having traversed the 36 states and the Federal Capital Territory, I know the long way social interventions go in the lives of people. When I served as his official spokesperson, I was surprised by the foresight, diligence and effectiveness with which the governor goes about impacting the lives of Ogun people. The provision of a minimum of five exercise books for all 850,000 students in public primary and secondary schools, as well as a one-off N10,000 education support grant for at least 100,000 pupils and students in public primary and secondary schools in the state, is already extraordinary. Then he announced the provision of N50,000 each to all 27,600 of its indigent students in tertiary institutions nationwide as an education grant! He didn’t stop there, food palliatives, such as rice, vegetable oil and other items are being provided for 300,000 households across the state. Part of the initiatives is the commitment of N500 million towards the offsetting of the backlog of deductions from civil servants’ entitlements and additional N1bn quarterly gratuities to retirees inherited from the previous administration. There is a reason why Ogun State is peaceful!

Prince Abiodun has hacked the cheat code of good governance at the sub-national level and has demystified quality leadership in such a way that makes his shoes already heavy for his predecessor. What’s more, he has been able to do so just five years out of the eight years of two terms the constitution permits him to spend as a governor. Only God knows how unmatched his legacy will be by the time he bows out on May 29, 2027… Again, on his birthday!

Born on 29 May 1960 to the late Dr. Emmanuel Abiodun and Mrs. Victoria Abiodun in Iperu Remo, Ogun State, Prince Abiodun comes from the royal family of Iperu. He attended the prestigious Christ’s School Ado Ekiti and later St. Joseph’s College, Ondo before earning a 1986 BBA in Accounting from Kennesaw State University in Atlanta, Georgia. He has also been a serial entrepreneur and Chairman of the board of the Corporate Affairs Commission (CAC) before winning against all odds the governorship election of Ogun State in March, 2019.

His vision to give Ogun State focused and qualitative governance and to create the enabling environment for a public-private sector partnership, which is fundamental to the creation of an enduring economic development and individual prosperity of the people of Ogun has transformed the state within three years. His ‘Building Our Future Together’ agenda has been diligently and dutifully pursued so much that even old adversaries have closed ranks and keyed into his vision.

His giant strides have also made several prestigious awards knocking at his door, including the SUN newspaper Governor of the Year award presented to him in February and the Independent Newspapers Governor of the Year (Tech Innovation) award for the year 2023 presented to him in March.

In 2023, Prince Abiodun won the Forbes Best of Africa award in the industrial revolution in 2023.

He won the LEADERSHIP Governor of the Year Award 2022 and the Vanguard’s Governor of the Year Award 2021. He has also won the Governor of the Year Award at the Nigerian Agricultural Awards 2020 for producing 40,000 new, youthful agriprenuers under the Anchor Borrowers’ Scheme.

On this occasion of his 64th birthday, I warmly congratulate Prince Dapo Abiodun and wish him more success in the task of creating a better future for the people of Ogun State. For one reason, I docket the democracy dividends Ogun people are enjoying in his tenure to his “good legs” of being born on the day of Nigeria’s political transition and his vow on that day five years ago. Indeed, it is double portions of honour for the man with a tripartite covenant with God and his employers – the people of Ogun State!

Abiodun makes case for Court of Appeal

Ogun State Governor Dapo Abiodun has solicited the establishment of a Court of Appeal in Ogun State to aid quick dispensation of justice.

Governor Abiodun made the request yesterday when he received President of the Court of Appeal, Justice Monica Dongban-Mensem, in his office at Oke-Mosan, Abeokuta. According to him, setting up the Ogun Division of the Appeal Court would ease the work load of judges in the Ibadan Division.

He said: “My plea is that perhaps we can have this initiative that you have resuscitated repeated periodically. This will also be a precursor to the request that we made sometimes in 2020, when I wrote to the then President asking that he consider setting up the Ogun State Division of the Court of Appeal. I think that request is strengthened by your trip here because you also alluded to the fact that when you were in Ibadan Division, most cases were from Ogun State.”

Abiodun also said his administration has carried out several reforms aimed at repositioning the justice system, including implementation of the Multi-Court House Scheme, as well as the appointment of 22 judges.

Justice Dongban-Mensem said her visit to the Ibadan Division was to decongest appeal cases that had been dragging due to lack of time, occasioned by election and commercial appeals.

She hinted that the Division has one of the highest workloads, made worse by the depletion of judges as a result of posting, promotion, retirement or death.

The Appeal Court President regretted that the Ibadan Division of the court, which had two divisions in the past, was reduced to one, promised that something would be done to address the imbalance.

She also praised the Abiodun-led administration for transforming the state and for carrying the state judiciary along in the scheme of things.
