Infrastructure neglect: Abiodun cleaning the augean’s stables

The residents of the Alagbole-Ajuwon and Akute axis in Ifo Local Government Area of Ogun State are pained and angry. So also are their counterparts along the Agbara-Lusada-Atan corridor in Ado-Odo/Ota Local Government Area. They are all aggrieved over the reckless abandonment of their roads. The immediate past administration of Senator Ibikunle Abiodun did.

He did it with impunity and a lack of empathy for the suffering of the common people. It is not unusual for a government to leave behind an uncompleted project in the face of dwindling resources. Just like life itself, the unexpected can happen. But there is a reasonable level such projects will reach without causing more hardship than envisaged for the community concerned. Willy-nilly, former Governor Amosun awarded the contract for the construction of these roads and ordered the demolition of houses along the corridor only for the contractor to disappear into thin air midway into the project. Since then, life has remained miserable for the hapless residents as every onset of the rainy season always comes with a nightmare.

Recently, borne out of frustration, some social media freaks took on the matter, directing their rightful indignation at the incumbent Governor, Dapo Abiodun. However, he took the scathing criticism of his administration in good faith and immediately swung into action. Recently, he took time out of his busy schedule to visit the sites for an on-the-spot assessment of the projects. There and then, he promised that relief would soon come their way and the untold hardship would be a thing of the past. It’s a horrific site to behold, indeed. Only the individuals with stone hearts can leave the scene with dry cheeks. It’s better imagined than experienced.

There is nothing impunity cannot do. And it’s the bane of governance in this country. In most cases, leaders capitalize on people’s lack of indignation and capacity to do things haphazardly and get away with them.

As Governor Abiodun is one person who does not believe in the blame game, he has promised to take on the challenge of the infrastructure deficit he inherited from his predecessors for the ultimate realization of his transformation agenda for the good of all and sundry.

On Monday, precisely July 8, 2024, he gave a matching order to the contractor handling the construction of the Denro-Ishashi-Akute Road to ensure the completion of the project within two weeks.

The governor also disclosed that work would soon begin on the Alagbole-Ajuwon and Akute-Ajuwon roads in the Ifo Local Government Area of the state. He noted that the construction of the Denro-Ishashi-Akute Road started almost three years ago, directing the contractor to mobilise to the site immediately and ensure the completion of the project in two weeks.

He further reiterated his promise to ensure equitable provision of infrastructures across the state, adding that this is being followed religiously.

He said his administration had kept faith with his promise to ensure that road construction is evenly spread across the 20 local governments in the state.

Hear him: “My pledge is that I have come here today to see things for myself. There are two roads that are considerably important to our people.

“First of all, the Denro-Ishashi-Akute Road, I have given the contractor a matching order that the road must be completed in the next two weeks, asphalt and the bridge.

“I want to assure you all that it is your time now. It is your right. You voted for us. I am a promise-keeping governor. I will not make empty promises.

“Now, within the next two weeks, a maximum of three weeks, active construction will start on Alagbole-Ajuwon and Akute-Ajuwon roads.

“Today, here, we’ve reconstructed Olusegun Osoba-Toyin Street, Denro-Ishashi-Akute is under construction. We have so many other roads we’ve constructed here. But because there are so many deficits in the infrastructural development in this area, at times, it appears as if we are not reconstructing them as fast as they want us to.

Assuring the community of his administration’s commitment to ensure equitable infrastructure development, Abiodun explained that the deficit he met on the assumption of office had made him wonder what the previous administrations were doing.

He said although the past administration had good intentions for the people of the state, he decried the reckless manner in which the project had been abandoned after structures had been demolished and single carriageways turned into dual carriageways.

“When I assumed office on the 29th of May, 2019, the deficit that we met on assumption of office was such that we began to wonder what the previous administration was doing.

“In some instances, they appear to have good intentions, they go to the roads, they demolish houses, roads that should not be more than a single carriageway, they turn them to dual carriageway By doing so, they remove all the asphalt that was there serving the people and abandon these roads.

“We inherited quite a lot of these roads. Some of those roads are federal roads, and you know our people cannot differentiate between federal and state. They will geo-locate their pains where and when they are feeling it,” Governor Abiodun lamented.

In keeping with his promise to give every section of the State a true sense of belonging, he listed other roads that had been penciled down for construction including Hercules-Giwa (Oke- Aro Rd), some section of Akute- Ijoko road, and the road leading to Yakoyo.

He stated that his administration had to draw up the priority list taking into consideration vehicular traffic and the economic impact of some of the roads it had embarked upon to date, adding that his administration would continue to put the people first.

He went on: “Let me give you an example of the road that goes from Agbara-Atan-Lusada road. When I assumed office, trailers carrying containers were falling off on that road. That is the road that leads to the biggest industrial estate not just in Nigeria but one of the biggest in Africa.

“It is a road that counts for hundreds of thousands of employees and employers. So, it is important for us in Ogun State. I had to prioritize it, and it is a federal road.

“So, we have to draw up a priority list and the priority list amongst others factored in the vehicular traffic, the economic impact.

“Ijebu-Ode-Epe road is a road that evacuates people from the Lekki corridor to the Eastern flank of Nigeria. That road was non-existent. I had to prioritize that road. Sagamu-Abeokuta Road, the road leading to the state capital, was not good. People were dying. I had to prioritize that road, another federal road, and so many other roads.

“Today we can brag and say not only have we constructed 600 kilometers of highways or roads, both inter-state, intra-state, inner-city roads, but, I beat my chest that there is no local government in Ogun State today that does not have at least one or two roads that we have reconstructed in the last five years and that is in line with been equitable and fair,” he said.

The Governor’s inspection tour did not leave out the 20-kilometre Agbara-Lusada-Atan in Ado Odo/Ota Local Government Area which has been in a deplorable condition. On Wednesday, precisely July 10, 2024 while speaking to newsmen on his action plan for the project, he promised that the ongoing construction work on the road would be completed in September. He also stressed the importance not only to the economic well-being of the State but the nation as a whole.

Recalling the meeting he had with industrialists in the area before his assumption of office, he promised to put the road in a better shape soon. According to him, the road was in a terrible condition, leading to trailers and other articulated vehicles falling on their sides. However, concerned with the plight of the residents, he said his administration decided not to wait for the Federal Government before commencing its reconstruction.

Governor Abiodun expressed optimism that the road would revive businesses and the socio-economic development of the area on completion. He said he was on the road to see the level of work done so far and assured that it would be dualised from the Lagos-Badagry road end to the Agbara Industrial Estate gate, while a single lane would be constructed to Atan to aid movement.

Unveiling the glad tiding, he said: “I am here today to have an on-the-spot assessment of how the contractor is doing. I have given them certain timelines, and I want to ensure that they are working in tandem to ensure they meet those timelines.

“I have said to them that they must ensure that from the Lagos-Badagry end, the dual carriageway is completed to the entrance of the industrial estate, the OPIC entrance so that trucks and trailers that coming from the port can enjoy the dual carriageway easily going in and out effortlessly so we can increase productivity and enhance their operations.

“We will now focus on one lane beyond the OPIC entrance all the way to Atan first. Let’s finish that so our people can enjoy the driving pleasure all the way from Lagos-Badagry to Atan on one side.

“One side is 4.75 wide. It will take at least four vehicles. Let’s finish that because this road has cost us so much.

“You can imagine a few months ago, you awarded a contract. Before the ink dries up on that contract, the cost of asphalt has increased three times in one day. So I said, let’s finish this because we are committed to it. We are a promise-keeping administration. We only make promises that we can keep.”

Similarly, the hardship being encountered by motorists plying the Lagos-Abeokuta Express Way will soon be a thing of the past, as Governor Abiodun and his Lagos State counterpart, Mr Jide Sanwo-Olu have received the approval of the Federal Government to commence reconstruction of the ever-busy-road. Recounting the bureaucratic bottled neck experienced in their failed attempts under the previous administration of ex-president Muhammadu Buhari to take over the road, he disclosed that President Bola Ahmed Tinubu had graciously approved the transfer of the road to the state. Despite the transfer, he explains, the state still faces stiff opposition from some federal officials, forcing his government to formally award the contract in May, with or without the necessary transfer papers.

He narrated his awful experience arising from undue obstinacy of the federal officials: “The Lagos-Sango- Abeokuta road is a federal government road and has been in a very bad shape for long. Because of the suffering our people pass through on the road, I and my counterpart in Lagos jointly wrote a letter, using a single letterhead to the Federal Executive Council (FEC), seeking for the transfer of that road for us to reconstruct.

“After waiting for a month without a reply, we wrote a reminder. That road was not handed over to us until the present federal government came on board. The contract for the road has been awarded since May this year.”

Governor Abiodun, therefore, described the sponsored attacks on his administration on social media by some faceless individuals as unwarranted, saying he would not be distracted by propaganda but remain focused on serving the people who entrusted their mandates to him.

“My attention was drawn to various sponsored media attacks on my person and my administration. These media attacks are focusing on roads by attempting to disparage me and accuse me of either neglect or not being responsive or being uncaring.

“The only reason I am here as Governor is to serve the good people of Ogun State and that I am irrevocably committed to it,” he stated.

While seeking the cooperation and understanding of residents, the governor threatened legal action against those critics misrepresenting his administration. He promised not to be deterred by the antics of his detractors.

Head of Service (HoS) Mr. Kehinde Onasanya made this known when the leadership of the Nigeria Labour Congress (NLC), Ogun State Council, led by its Chairman, Comrade Hameed Ademola-Benco, visited him yesterday.

He said the governor, who remains a worker-friendly, focused, responsible and responsive leader, has approved the lateral conversion to corresponding officers’ cadre for information officers, who will now be addressed as information/public relations officers, as well as entry points of graduate nurses and engineers to GL 10, among other resolutions, to further boost the morale of the workers.

Onasanya said the welfare of workers was paramount, as their concerns were being addressed.

He said the state government had paid the workers’ deductions from July 2022 to date and was determined to clear outstanding ones between March 2021 and June 2022, while leave allowances had also been settled from January 2023 to date and arrears were being worked on for clearance.

He said the state made capacity building second to none in its scheme of schedules and had not neglected workers’ health care with the approval of 50 per cent cost to be borne by the government through Ogun State Health Insurance Scheme.

On consequential adjustments raised by the labour leader, Onasanya said the two committees set up on the issue have concluded their reports, which will be looked into.

He urged him to use his position to attract more investors to the place and sustain existing ones.

Oba Ogunbanjo succeeds Oba Temitayo Ogunbowale, who joined his ancestors on May 20, 2022.

Abiodun hailed the people for the Obaship installation, saying the selection process leading to the emergence of Prince Ogunbanjo as the new monarch followed the requisite due process, in line with the declaration of Kobowore of Odo-Jobore Chieftaincy of 1995 and the Obas Chiefs Law of Ogun State, 2021.

Ogun State Governor Dapo Abiodun has said shop owners at Oba Lipede International Market, Kuto, Abeokuta, who lost valuables during last Saturday night’s inferno, will be supported by the state government.

He gave the assurance when he toured the market to ascertain the level of destruction caused by the fire.

The governor said enumeration would be carried out to determine the losses incurred by shop owners at the market, to provide succour for those affected and ensure they can bounce back.

He hailed the state fire service for their intervention, which prevented the fire from spreading to other parts of the market.

Students hail Abiodun for championing reconstruction of roads

Students under the aegis of the National Association of Nigerian Students (NANS) and the National Association of Ogun State Students (NAOSS) have hailed the state governor, Dapo Abiodun, on the efforts at fixing deplorable roads belonging to the Federal Government (FG) in the state.

Chairman of NANS. Ogun State chapter, and the National President of NAOSS, Adeyanju Francis and Kehinde Thomas, respectively, at the weekend, said that the governor’s persistent efforts in ensuring that the Lagos-Sango-Abeokuta Expressway is rehabilitated showed that he is feeling the agonies of commuters on the road.

The associations noted that despite that the expressway belongs to the FG, the Ogun State government, under the leadership of Abiodun, has continued to carry out palliative works on the road to ameliorate the pains of motorists and residents along the expressway.

The associations commended the governor for his recent on-the-spot assessment of the Lagos-Sango- Ota-Abeokuta Expressway, where he attributed bureaucratic bottlenecks to the stalling of the reconstruction of the road.

NANS and NAOSS pointed out that Governor Abiodun cannot be held liable for the deplorable condition of the FG’s road, especially when his efforts in the past to make the FG cede the road to Ogun state for reconstruction failed.

The associations argued that the governor should be lauded for his resilience to trudge on and eventually got the nod from the President Bola Ahmed Tinubu-led administration to embark on the reconstruction of the important road.

On the reconstruction of the 20-kilometre – Agbara-Lusada-Atan road, the associations commended the state government on the level of work done so far on the industrial road.

They added that the governor’s statement that the road would be completed in September further reinforced the confidence of students in his ability to walk his talk, especially on the Infrastructural development of the state.

NANS and NAOSS, however, said that when the road is completed as promised by the governor, it will not only give impetus to the economic well-being of the state but also that of the nation.

The Associations, while calling on the FG to give maximum cooperation to the state government on the reconstruction of the Lagos-Sango Ota-Abeokuta Expressway, equally charged Governor Abiodun not to be distracted by “armchair critics” especially on the social media, but be focused on making the best in the country.

Abiodun: bureaucracy stalling rehabilitation of Lagos-Sango-Abeokuta Expressway

Ogun State Governor Dapo Abiodun has said the rehabilitation of Lagos-Sango-Abeokuta Expressway is stalled because of bureaucratic bottleneck.

Recalling the efforts by Ogun and Lagos state governments to take over and reconstruct Lagos-Sango Abeokuta Expressway, Abiodun said he and his Lagos State counterpart were frustrated by delays from the Federal Government, right from the administration of former President Muhammadu Buhari.

He, however, said with President Bola Ahmed Tinubu in power, the Federal Government was approached once again for the transfer of the road to the state, and the request, he added, was eventually granted.

The governor spoke in an interview after inspecting the 20-kilometre Agbara -Lusada-Atan Road in Ado Odo/Ota Local Government yesterday.

Abiodun stressed the importance of the roads not only to the economic well-being of the state, but also that of the country.

He, however, said the state still faces stiff opposition from some federal officials on the transfer, which forced the state government to formally award the contract in May, with or without the necessary transfer papers.

He said: “Lagos-Sango-Abeokuta Road is a Federal Government road and has been in a very bad shape for long. Because of the suffering our people experience on the road, my counterpart in Lagos and I jointly wrote a letter, using a letterhead to the Federal Executive Council, seeking the transfer of that road for us to reconstruct.

“After waiting for a month without reply, we wrote a reminder. That road was not handed over to us until the present Federal Government came on board. The contract for the road has been awarded since May this year.”

On the deplorable condition of Atan-Lusada-Agbara Road, Governor Abiodun said before his assumption of office, he met industrialists in the area and promised to put the road in good shape.

He said the road was in a terrible condition, leading to trailers and other articulated vehicles falling on their sides.

He said his administration decided not to wait for the Federal Government before starting its reconstruction.

The road, with a width of 10 metres, Abiodun added, is being built to standard.

He said on completion, it would revive businesses and socio-economic development of the area.

Abiodun said he was on the road to see the level of work done so far, adding that it would be dualised from the Lagos-Badagry Road end to the Agbara Estate gate, while a lane would be constructed to Atan to aid movement.

  • Ogun: Abiodun’s burden of inherited infrastructural deficit

Ogun: Abiodun’s burden of inherited infrastructural deficit

    • By Seye Abodunrin

One of the greatest challenges facing Nigeria since independence is infrastructural development, especially the issue of deplorable road network. Many of those roads and bridges that were built by the colonial administration and military regime are still in use in some communities around Nigeria.

Expectedly, those roads had seriously deteriorated and became death traps around the country even with several palliatives carried out on them by successive civilian administrations; they remain impassable and terrible, making road users to go through hell on daily basis.

Unfortunately, the military did not do much to develop road infrastructure in Nigeria, mostly in the sub nationals, where military administrators ruled with utmost impunity and enmeshed in large scale corruption and maladministration.

Ogun State is one of those states that have suffered such infrastructural menace since its creation in 1976, as successive military administrations in the state were indifferent to road construction and rehabilitation. Meanwhile, considering the proximity of the state to Lagos State, the commercial capital of Nigeria, Ogun became the safe haven for millions of people who work in Lagos, particularly the majority who could not afford the outrageous rent in Lagos.

As a result of this, there was influx of hitherto Lagos residents into Ogun, as they settled at the border areas without government’s approval and against extant building regulation and laws, thereby overstretching available infrastructural facilities in those areas.

Regrettably, successive administrations in the state for almost two decades, between 1999 and 2019 did not pay any tangible attention to road construction and rehabilitation in any part of the state, not to talk of border communities. The outright neglect of these areas for good 20 years worsened the conditions of the areas beyond imagination

While the Olusegun Osoba administration that lasted for just a term of four years could put up an alibi of insufficient time to  make provision for those areas in its infrastructural development plan, Gbenga Daniel and Ibikunle Amosun completely neglected those areas with high level of insensitivity for 16 years altogether.

In the case of Daniel, the act of deception that characterised his administration did not create room for any consideration for the border communities; he was notorious for empty promises without action.

Amosun on his part held the state at its jugular and remained strictly sectional and lopsided in his development plan. He concentrated majority of his projects in his senatorial district of Ogun Central, coupled with many unnecessary construction he embarked upon, like those bridges he constructed with billions of naira without necessity.

At the inception of the Dapo Abiodun-led administration in 2019, one of those areas he identified as top priority is road infrastructure as he embarked on massive road construction and rehabilitation across the state, unlike his predecessors. Amidst limited resources, Abiodun rationalised the available resources to solve the enormous road infrastructural deficit confronting the state and consistently moved to address it holistically.

To the chagrin of many, Governor Abiodun has built over 600km of roads across the three senatorial districts, making it far beyond all what his predecessors had built altogether, including many around the corridor of the border communities.

However, because the inherited deficit is much, which according to stakeholders in the Built Sector would gulp up hundreds of billions of naira to get fixed completely, the only option left is to be patient.

Also, of particular interest is the frantic efforts made by the governor to take over some federal roads of profound necessity and urgency and the level of disappointment he had suffered in the course of soliciting for federal government’s nod.

Governor Abiodun has tried to improve road infrastructure in the Gateway State even in the face of multifaceted constraints; he needs to be appreciated and supported.

It is incontrovertible correct to say that many of those criticising the governor neither live in the state nor work there. As a matter of fact, majority of them don’t even have any knowledge about the history of the state but because they have access to data, they became emergency activists.

I don’t envy Governor Abiodun at all, because, despite his impressive and massive investments in road construction, our people, especially the youths looked the other way without recourse to conscience.

I want to say categorically that Governor Abiodun is now taking bullets for the insensitivity and ineptitude of his predecessors,  but because the governor is a perfect gentleman with necessary political  maturity and tolerance, he has come out to promise residents of the state more construction and rehabilitation across the state.

Kudos to the governor for this exemplary trait of stewardship and humility, despite carrying the burden of inherited infrastructural deficit.

The convener, Dapo Abiodun Continuity Agenda (DACA), Mr. Armstrong Akintunde has said the choice of Ogun State governor, Prince Dapo Abiodun, as the chairman of the Southern Governors’ Forum (SGF), was a right choice that will foster massive development within the region.
The politician, who hailed the decision of the governors in the region to entrust the responsibility of leadership on Abiodun, said the Ogun State governor has capacity to lead the forum in the right direction.
Gov. Abiodun, on Monday last week, was elected by other 16 governors from the three geo-political zones of South-West, South-East and South-South as the new Chairman of the Southern Governors’ Forum while Prof Charles Soludo, the governor of Anambra State was elected as the Vice Chairman.
The election took place during the meeting of the forum held at the Presidential Lodge, Ibara Housing Estate, Abeokuta.
Abiodun succeeded the former governor of Ondo State, Ogbeni Rotimi Akeredolu (SAN) who died last year in December.
In a statement issued by his Consultant on Media, Oluseun Joshua, on Monday, Akintunde said that Gov Abiodun has left nobody in doubt of his capacity to profitably manage people of diverse backgrounds and harness their potentials towards achieving a prosperous and great Nigeria.

Ogun housing scheme genuine, not fraudulent, says Abiodun

Ogun State Governor Dapo Abiodun yesterday said his administration’s housing scheme was genuine, contrary to speculations.

He ordered immediate allocation of housing units to 110 out of 200 aggrieved subscribers.

The directive came on the heels of the widespread allegations trailing the state government’s housing scheme tagged: “Prince Court Estate”, for which over 200 applicants applied, but were not allotted even two years after completing the required payment.

Addressing reporters, Commissioner for Housing, Jagunmolu Jamiu Omoniyi, said allocation would be based on “individual’s circumstances and the basis of first come, first served.”

Omoniyi, who explained that allocation to the affected subscribers will begin next Monday, said the documents of 54 applicants were still undergoing scrutiny while 36 others have their applications totally cancelled for defaulting in respect of rules guiding applications.

Giving an overview of the Ogun State Housing sector within the past five years, Omoniyi declared that the sector under Prince Abiodun led administration was a non-for-profit scheme of which the state government highly subsidised and as such, was meant to ease the challenges of befitting accommodation, which residents of the state had been living with previously.

Emphasising that the present administration accepted responsibilities for all its actions and would not shy away from any, the commissioner said that decisions taken for allocations of the housing units came with “some parameters” which his ministry would not compromise irrespective of the status of any of the applicants.
