  • Abiodun: Development for the forgotten ones

    Ogun State Governor Dapo Abiodun has made poverty abolition his priority. In this piece, Donald Oluwafisayo highlights the programmes of the administration to mitigate the suffering of the poor and enhance public welfare.

    A major affliction that has hit the 36 states since the return to civil rule in 1999 is governance without vision.

    While some, admittedly few and far between, have put in valiant efforts, it is a fact that in most cases, a significant portion of the states has rotted under ungoverned governors. The implication: what has been labelled development has been no more than the mere window dressing of the state capitals.

    The rule seems to have been: site visible projects in the state capitals and one or two major cities that travelers will no doubt come in contact with, and then a second term of office is a done deal. But, then, even the development in the state capitals is circumscribed by location, meaning that the state capitals inevitably present two worlds: the new areas enjoying government patronage and the traditional slums still in full communion with degradation, poverty and want. In this connection, the point just cannot be ignored that Ogun, a state most contiguous to the country’s economic capital, Lagos, is happily presenting a new paradigm, one that promises to bring the ‘dividends of democracy’ to the forgotten neighbourhoods, the abandoned populations, hapless citizens who have been for ages no more than statistical incidentals in government agencies. For the first time in a life time, many ancient communities are seeing good roads, hospitals, schools and other facilities springing up before their very eyes, places that politicians only remembered during campaigns—places, let us remember, that have never mattered to government until now.

    Through the direct labour agency, roads are now being cleared that were hitherto a nightmare to motorists, and this is being done simultaneously in all the local government areas of the state. For the first time since 1999, the point is being made, in practical terms, that development cannot be limited to major towns like Ijebu-Ode and Abeokuta; that every part of the state must feel government presence. A technology hub has been set up to rejig ICT across the state and enhance the ease of doing business, and two more to follow shortly. Surely, Governor Dapo Abiodun’s identifification of 236 schools across the state, one per ward for complete rehabilitation, will address the monumental rot in Ogun public schools, and it is ennobling that after this exercise, a new set of schools will enjoy the same treatment. The long and short of this is that there will be no ward without government’s educational presence. And with the approval of the years 2016 and 2017 promotion of 10,000 teachers, resolution of the MAPOLY crisis and its re-accreditation, implementation of the recommendations of the visitation panel on the Tai Solarin College of Education (TASCE) and the establishment of a Government Delivery Unit for Education, education in the state will begin to get back on track.

    As in education, so in health: dilapidated hospitals are being given a facelift and more resident doctors employed to serve in the hitherto forgotten habitations. Primary health centres are being set up per ward so that people can enjoy health services without travelling miles away from home. At the Olabisi Onabanjo University Teaching Hospital, the recruitment process for all categories and cadres of healthcare professionals (doctors, nurses, pharmacists, lab scientists, radiographers, etc) has already commenced, as has the rehabilitation of the State Hospital Ilaro. The government has already organised free medical outreach at Ilishan, Odeda and Ilaro, addressing polio, diabetes, malaria, eyes, malaria, typhoid and other issues. There is the anchor borrowers scheme with several hectares of land acquired and distributed to agropreneurs, a project for which N1.5 billion is being accessed from the Central Bank of Nigeria (CBN). The initial 2000 agro-preneurs  have been allocated 1ha of land each. It must be music to the ears of Ogun citizens that their governor wants to take advantage of land resources to build agriculture and provide food for people through a project that attracts a zero digit interest rate; one which has  a mechanism for tracking efficiency. Again, about 120,000 citizens are already registered on the job portal created by the state government, the essence being to know who to employ when vacancies arise in government. And if there are companies interested in Ogun State, they will place their adverts on the job portal and applications can then be received through it. It certainly not fortuitous that appropriate legislation and executive orders have been put in place to ensure accountability and prudence in the management of government resources, including the implementation of the medium term expenditure framework for budget preparation, establishment of the Fiscal Responsibility Commission for prudent financial management of state resources; efficient allocation of public expenditure, revenue and debt management; long-term economic stability of the state. Nor can the establishment of public Private Partnership (PPP) Office, implementation of staff biometrics and payroll audit and treasury management solution for single view and efficiency in treasury and payment processing and  the establishment of the Bureau of Public Procurement Council be less development-oriented.

    The state is actively pursuing investment initiatives, and has already undertaken an amendment of the Investment Promotion Agency (IPA) / Ogun Invest Bill to actualise this objective. It has held a business roundtable with CEOs and business executives in the private sector and established the Ogun State Business Environment Council to improve and streamline the state’s internal processes towards achieving better scores in the ease of doing business ranking, as well as the Enterprise Development Agency (EDA) for capacity building and facilitation of financing access to support the MSMEs sector. In this regard, the executive order for the Ogun State Economic Transformation Project Implementation Structures, as part of the requirements for the establishment of Project Steering Committee (PSC), Project Implementation Unit (PIU) for the $250m World Bank loan, is a step in the right direction. It has initiated a creative arts and entertainment hub in conjunction with Shared Agent Network Expansion Facility Limited (SANEF) to further deepen development at the grass roots.

    The foregoing, though, should leave no one with the impression that Abiodun wants to abandon the state capital and the major towns. He has already commenced 50 units of housing development at Hilltop Estate Abeokuta, and there is the 200 low income, mass housing units project at Ibara Abeokuta. In any case, if the etablishment of the Ogun Sports Commission is geared towards youth development, issues of social welfare are encapsulated in the empowerment of 1000 Widows by the wife of the Governor, launching of ‘Okowo Dapo’ loan programme with 2000 initial beneficiaries of N10,000 each. There is of course the overarching issue of security, where the procurement of 100 pick-up patrol vehicles, 200 motor bikes for the state law enforcement agencies, sourcing of Helicopter from the Presidency for aerial surveillance and the amendment of the Security Trust Fund (STF) Law and the inauguration of the STF Board are all expected to enhance governance objectives. Not a few Nigerians would hope that the informal sector enumeration and resident registration, centralisation and automation of the administration and management of key revenue toll points, will drive revenue, along with the commencement of the energy sector reforms. For a government that has in just three months given the Ijebu Ode Stadium a facelift and established the Ogun State Public Works Agency, Ogun State Waste Management Agency and Government Delivery Unit for Infrastructure, the best is certainly yet to come.

     

  • I’ve experienced most turbulent times in office, says Abiodun

    Ogun State Governor Dapo Abiodun on Monday said God has continued to show His divine powers in his life and led him to triumphs in his trying times.

    The governor said he had experienced one of the most turbulent times since he became governor in May.

    He said his victory in the March 9 governorship election had been contested in many courts, adding that the Saturday validation of his victory at the tribunal was a further affirmation that with God, nothing is impossible.

    Abiodun poured out his heart to reporters after the opening ceremony of the second plenary of the Catholic Bishops’ Conference at the Sacred Heart College, Okelewo, Abeokuta, the state capital.

    The conference was attended by some politicians, including Ekiti State Governor Kayode Fayemi; Transportation Minister Rotimi Amaechi; Women Affairs Minister Mrs Pauline Tallen; Osun State Deputy Governor Gboyega Alabi; Plateau State Governor Simon Lalong; popular economist, Prof. Pat Utomi, and former Lagos State Peoples Democratic Party (PDP) governorship candidate Mr Jimi Agbaje – all practising Catholics.

    Abiodun, who was reacting to his victory at the tribunal, stressed that he had experienced one of the most turbulent periods as governor.

    The governor said he went through nine pre-election cases besides going to the tribunal.

    He said: “My first reaction is to give glory to Almighty God and to say that this is a further affirmation that indeed with God, nothing shall be impossible. This victory is for Ogun State people who have entrusted me with this mandate. It has been contested in so many courts.

    “I have gone through probably one of the most turbulent periods any governor could have gone through. I went through several pre-election cases, about eight or nine, and this tribunal.

    “God has continued to remain God. This mandate is a divine mandate and I believe that is obvious to all. This is a decision of the people of Ogun State and that was further ratified by the people yesterday (Saturday).

    “Unfortunately, I was away in Burkina Faso yesterday. But I was being informed about what was going back home and I was told it was a detailed judgment.

    “I am thankful to the Judiciary, the people of Ogun State and my team of lawyers, who are very learned. I am thankful to my party, which has stood by me during this period. They are very disciplined, very resilient, supportive. I could not have opted to be in another party apart from APC.

    “It is not because I am the best in the state, but I am special. God has just given me the assignment to lead Ogun State at this point in time. I have pledged I will do so with all that God has given me.”

    Abiodun urged religious bodies and other organisations in the state to join his administration in its quest to make life meaningful for its people.

    The governor thanked the church for its contribution to the socio-economic economic development of the state, saying the Catholic Church had played an important role in the health delivery and education of the residents.

    He added that his administration was glad that the Catholic Church held its plenary at the early stage of the present administration in the state.

    According to him, the session was an affirmation that God was present and the decision of the election tribunal in his favour showed God’s manifest powers.

     

  • Asiwaju, Kaka congratulate Abiodun on his tribunal victory

    The National leader of the All Progressives Congress (APC) Asiwaju Bola Tinubu, and a chieftain of the party in Ogun State, Senator Gbenga Kaka have  congratulated  Governor Dapo Abiodun on his victory at the Governorship Election Petition Tribunal on Saturday.

    Tinubu and Kaka in separate reactions to the tribunal judgment which affirmed Abiodun’s victory in the March 9 Governorship election in Ogun state, said  the APC candidate truly deserved the victory.

    The former Governor of Lagos State in his congratulatory message issued by Tunde Rahman from Tinubu Media Office, stated that Dapo Abiodun deserved the victory that came despite the intimidation, harassment and violence unleashed on his numerous supporters and other shenanigans perpetrated by known opposition elements within and outside the party, APC

    The tribunal, headed by Justice Yusuf Halilu, threw out the petition filed by Hon. Abdulkadir Adekunle Akinlade and the Allied People’s Movement, saying the petition “not only failed, but also irredeemably failed” to prove their allegations of over-voting and substantial non-compliance with the Electoral Act.

    In a congratulatory letter to Governor Abiodun dated September 15, 2019 and personally signed by him, Asiwaju Tinubu said: “Saturday’s judgment of the Ogun State Governorship Election Petition Tribunal affirming your electoral victory has further demonstrated that your election was indeed a true reflection of the wishes of your people.

    “We were all living witnesses to the fact that despite the intimidation, harassment and violence unleashed on your numerous supporters and other shenanigans perpetrated by known opposition elements within and outside our party, APC, you emerged victorious because the people of Ogun stood by you.

    “Undaunted by all of that, you ran a clean, peaceful, issues-based campaign. You were, by far, the most popular and most qualified of the governorship candidates, hence your election. You truly deserved your victory.

    “This is now time to extend your hand of fellowship to the APM candidate and others who contested against you and indeed other stakeholders in the state. You must re-dedicate yourself to re-uniting the people and be the governor for all.

    “Ogun State deserves development, Ogun State deserves industrialization. Having made success in your private multi-sectoral entrepreneurial life, you are best placed to replicate this in Ogun. This you must do within the shortest possible time.

    “Once again, I congratulate you and wish you God’s guidance in the daunting, but not insurmountable tasks, ahead of you,” he stated.

    Also, Senator Gbenga Kaka said with the victory, the path is now clear for focused piloting of the State’s affairs by Abiodun to the much expected higher levels.

    Kaka also congratulated ions to the petitioners for exercising their inalienable rights, but said they ended up wasting the precious Judicial time, holding down the state unnecessarily for upward of four months and heating up the polity by causing distractions

    He equally congratulated the Tribunal members for the thorough job of systemic demolition of what they termed as lazy, frivolous, malicious, pedestrian, spurious and unsubstantialable allegations and claims.

    Kaka said: “The desperation is highly despicable and I hope the all-round demolition of all their claims will make them take the humble pie, by not venturing to approach the Appeal court by putting an end to   any further unpatriotic pursuit capable of holding our State down on growth and development.

    “Finally, I congratulate H.E. Dapo Abiodun, the State and the APC Party membership for the Tribunal  affirmation of the victory of mandate  freely given by the majority of voters in the State.

    “The path is now clear for focused piloting of our States affairs to the much expected higher levels.

    Hearty congratulations to all and sundry.

    “Hands of fellowship are hereby extended to the gallant losers to team up with the young Administration for the overall benefits of all.”

     

     

  • Tribunal labels Akinlade’s petition ‘lazy, hollow’, affirms Abiodun as Ogun gov

    THE Ogun State Governorship Election Petitions Tribunal on Saturday rubbished the petition filed against the election of Prince Dapo Abiodun of Ogun State as lazy, hollow, deficient and pedestrian.

    It threw out the petition filed by Mr. Abdulkabir Adekunle Akinlade of the Allied People’s Movement (APM), and affirmed Abiodun as the winner of the March election.

    The Justice Yusuf Halilu – led tribunal said the petitioners   “not only failed, but also irredeemably failed to prove” their allegations of over voting and substantial noncompliance with the electoral act during the polls.

    An elated Abiodun described the judgement as the triumph of the rule of law; victory for democracy and a further validation of the mandate bestowed on him by the people.

    The Governor said he remained magnanimous in victory and extended, once again, a hand of fellowship to the opposition.

    The tribunal also resolved in favour of Abiodun, allegation by Akinlade that the respondent  tendered  false  academic qualification to the Independent National Electoral Commission (INEC) in his sworn affidavit.

    It held that the Petitioner “woefully failed” to prove the allegation.

    Halilu said: “no reasonable court or Tribunal of competent jurisdiction will entertain such,” adding  that Akinlade’s petition “ is destined to fail, failed and is hereby dismissed.”

    He said that Abiodun was duly elected by virtue of scoring the highest number of valid votes cast by voters and declared winner by INEC.

    Hundreds of supporters of the governor  who had gathered round the roads and building adjoining the court  at Isabo, Abeokuta, launched  into a frenzy as soon as they heard the verdict.

    They drummed, sang, danced and back-slapped one another.

    The jubilation soon spread to other parts of the city.

    Reacting, Governor Abiodun told Akinlade and other opposition politicians to join APC or start preparing for the 2023 general elections.

    He said that rather than dissipating energy and resources on litigation, they should either negotiate their return to the All Progressives Congress (APC) where they were or start preparing for the next elections.

    “Opposition strengthens democracy and I appreciate the fact that he went to the Tribunal in exercise of his constitutional rights.  The Tribunal has validated the mandate freely given to us by the masses at the polls,” he said in a statement by his Chief Press Secretary, Kunle Somorin.

    He added: “The candidate and all members of APM and indeed members of other parties are free to join APC.

    “Those who are still aggrieved should learn that democracy is about majority rule. The people have spoken and the Tribunal has validated their choice of me. Anybody who feels otherwise should start preparing for 2023.”

    Gov Abiodun thanked the people of Ogun State for their support and solidarity, promising that he would not take their mandate for granted as he would continue to work towards enhancing the people’s welfare, peace and prosperity of the State.

    He thanked the judiciary for the painstaking efforts and fair and lucid judgement which has further strengthened the nation’s democracy and enriched the jurisprudence.

    Gov Abiodun eulogised his legal team led by Prof Taiwo Osipitan (SAN) for their demonstration of depth, dedication and brilliance and applauded the support of the APC leadership in Ogun State for the solidarity, love and firm commitment to the course of justice.

    He assured the people of his Administration’s commitment to providing a focused and on qualitative governance anchored on fairness, equity and inclusiveness.

    Abiodun was declared winner of the election by INEC with 241, 670 votes while   Akinlade, who was the preferred candidate of the then Governor Ibikunle Amosun  received  222,153 votes.

    African Democratic Congress (ADC) candidate, Prince Gboyega Nasiru Isiaka came third, scoring over 110,400 votes while the Peoples Democratic Party (PDP) candidate, Senator Buruji Kashamu, polled 70,290 votes.

  • An urgent plea to Ogun State government

    The commuters plying the Oke Aro, Giwa, Agbado Oja Road are groaning under severe pains because of what we experience on the bad portion of the road on a daily basis. Particularly the bad portion of the road between Power line bus stop and Agbado Crossing bus stop is in a terrible state, it has been abandoned for over a decade now.

    We earnestly urge Governor Dapo Abiodun to please find time out of his busy schedules to pay a visit to Agbado Oja Road to see things for himself. The bad portion of the road is now a deep gully and as such commercial vehicles have abandoned the road completely, thus causing serious strain on the commuters plying the road daily, transport fares have skyrocketed. We are sincerely appealing to the Governor to come to our rescue and save us from this agony we go through plying the road.

    He spoke after the Governorship Election Tribunal dismissed Akinlade’s petition against his victory at the March 9 election.

    Also, the allegation that Abiodun submitted false  academic qualification to the Independent National Electoral Commission (INEC) in his sworn affidavit, was also resolved against the Petitioner by the Tribunal.

    In this regard, the Tribunal held that the Petitioner “woefully  failed” to prove that the respondent – Governor Abiodun, submitted false academic qualification in his INEC’s form.

    And the Tribunal chairman, Justice Yusuf Halilu, then  proceeded to hold that Akinlade’s  allegation is “lazy, hollow, deficient and pedestrian,” adding further  that ” no reasonable court or Tribunal of competent jurisdiction will entertain such.”

    Justice Halilu, therefore, held that Akinlade’s petition ” is destined to fail, failed and is hereby dismissed.”

    He added that Abiodun was duly elected by virtue of scoring the highest number of valid votes cast by the voters and declared winner by the Independent National Electoral Commission (INEC), saying the Tribunal concur with it and has no reason whatsoever to tinker with the outcome of  the March 9 governorship election in Ogun State.

    In the said election, Abiodun garnered 241, 670 votes to floor  Abdulkabir Adekunle Akinlade, the then Governor Ibikunle Amosun’s preferred candidate; who scored 222,153 votes.

    African Democratic Congress (ADC) candidate, Prince Gboyega Nasiru Isiaka  came third, scoring over 110,400 votes while the Peoples Democratic Party (PDP) candidate, Senator Buruji Kashamu, polled 70,290 votes.

    The victory verdict at the Tribunal triggered massive  jubilation and dancing at  Isabo court and spread like wild fire to other parts of Abeokuta, the Ogun State capital.

  • 100 days of groundwork for governance reset in Ogun

    THERE is a wide misconception or an overly misinterpretation of the concept of 100 Days in Office that the Governor of Ogun State, His Excellency Prince Dapo Abiodun, has been able to demystify once and for all. In the past, as is the convention in many parts of Nigeria (and, indeed, the world over), political office holders begin to choreograph symbolic tangibles dedicated to celebrating their 100 Days in Office. Simply put, the day is seen as a landmark which should be celebrated with pomp and pageantry; to serve as a showcase of what has been achieved in just 100 days.

    In Ogun, however, Prince Abiodun has been thinking very differently. Nothing stops him from emblematically giving some public buildings and infrastructure momentary facelift, wrap them in red ribbons and colourful balloons and then with a flashy scissors “commission” them in commemorating his 100 Days in Office. But then, the strategic thinking, planning and efficiency in service delivery the governor brings from his sojourn as a private sector executive before becoming a governor wouldn’t allow him to regard his 100 Days in Office as a celebration.

    Not to be mistaken, Prince Abiodun recognises the culture of 100 Days in Office, but not as a celebration. He believes that the period does not afford any administration the opportunity to flaunt its report sheet. Rather, it is a period of assessment of the acceptability of the leadership projections and an opportunity of intense engagement of the people. If the period of electioneering was an avenue to present ideas and concepts to the people, Prince Abiodun believes that his First 100 Days in Office should be a period of testing those ideas and putting his plans on the table for the buy-in of the good people of Ogun State. Prince Abiodun’s First 100 Days in Office has been a period of putting in place the foundation of his vision for the state in the next four years.

    Since May 29, when he was inaugurated as the Governor of Ogun State, it is this mindset of a strategic approach to governance that has formed the basis of every executive decision made by Prince Abiodun. And those familiar with the organised private sector (OPS), from where Abiodun brings lavishly rich experience of planned efficiency into political leadership, understand that groundwork, although a milestone in its own right, does not tell the entire story. To Abiodun, 100 Days in Office is an evaluation of the grand plan; it is the people for whom it is meant who celebrate it as a form of acceptance.

    So what has the governor been up to in the past 100 days? For starters, no plan succeeds regardless of how noble  if its target beneficiaries don’t accept it. In view of this, Governor Abiodun started by embarking on an extensive tour of the state to meet with the citizens of Ogun across all the local governments based on the fact that he didn’t want to provide ‘want’ for a community in ‘need’, vice versa.

    In many circumstances during his tour, he had brought immediate succour to many in need of emergency interventions. While trying to sell his ideas and obtain citizens’ inputs, he found himself offering immediate solutions to perennial problems. As mentioned earlier, this is why the business of “celebrating” 100 Days in Office is the prerogative of the people who already feel served within 100 days.

    The last 100 days have also been of strategic interactive sessions with stakeholders in the seven critical areas of Prince Abiodun’s governance, i.e. security, healthcare, rural development, agriculture, human capital and workers’ welfare, infrastructure and technology. Whether it is meeting farmers, security personnel, civil servants, union leaders, healthcare workers, business leaders or international development partners, Prince Abiodun has unequivocally and constantly affirmed that his ultimate goal was the growth and development of Ogun State and its people.

    At a meeting with Permanent Secretaries in the state’s civil service, Abiodun shared his vision to reposition the Service as an efficient, service delivery organ of government. At his visit to the Olabisi Onabanjo University Teaching Hospital, he was clear about the fact that the facilities at the hospital were in such a deplorable state that they couldn’t be used to produce any world class doctor. He promised a turnaround in the health and education sectors. True to his word, he recently approved the employment of medical practitioners for the teaching hospital as part of recommendations by the committee set up to look into repositioning the health institution.

    At a security meeting with heads of security and intelligence community in the state, Prince Abiodun announced a review of the state’s security strategy as a new measure to tackle kidnappings and general insecurity in the state.

    “We are going to be re-launching our security trust fund. We have an amended bill that is on its way to the House of Assembly now, because, we look at the existing bill; we compared it to other bills in other states where the Security Trust Fund had worked very effectively and efficiently, we’ve identified the gaps in our bill and we have sent an amended version of the bill to the House of Assembly.

    “The new Security Trust Fund will have all the governance that it requires; it will have a Chairman, Executive Secretary, board; it will have a commitment from a few financial institution of note and a few people from the private sector that are committed to serving on the board; we are also committed to funding this fund; we on the part of the state will also commit to our funding as well,” the governor said.

    Again, the governor has inaugurated the committee to oversee the now-amended Ogun State Security Trust Fund, whose law the governor gave accelerated enunciation. “It is a demonstration of our government’s unreserved commitment towards ensuring that the people have a good life and pursue their legitimate business in a secured environment,” Abiodun said.

    Under Prince Abiodun and within 100 days, Ogun State, in collaboration with the Central Bank of Nigeria (CBN) and the African Development Bank (AfDB), is already embarking on an ambitious plan to raise10, 000 young and upwardly mobile farmers by giving them acres of land, clearing the land for them, providing seedlings and creating markets for their products in the fashion the late Obafemi Awolowo created the Marketing Board for cocoa farmers. And since agriculture is one of the core sectors of his administration, Prince Abiodun has laid down a plan to establishment of a dry port in Ewekoro to handle agriculture and agro-allied products.

    Corporate governance has been central to how Prince Abiodun is piloting the affairs of Ogun State. He has opened up the political space for inclusiveness as promised during electioneering.  He has been most concerned about competence as a criterion for appointing people than other considerations. Party affiliation, tribal correctness and other sundry parameters are secondary to the governor and this much is in the full glare of all.

    These have been Governor Dapo Abiodun’s efforts to reset governance in Ogun to what techies would call ‘factory setting’ (what it was designed and ought to be) from the personal deplorable tweaking of the immediate past. Interestingly, he has done so without disrupting or having to ground core functions or ‘default setting’, so much that even if 100 Days in Office is reduced to the kind of symbolism mentioned in the opening of this piece, he has achieved it too; although more as a side attraction than the main plan. They include: the renovation of 236 primary schools and 236 primary healthcare centres in the state, representing one school in each ward. Three roads per local government have also been repaired.

    Now, in the safe hands of the Prince of Excellence, let the real work of returning the Gateway State to its glory days begin!

  • Cash, intrigues delay cabinet formation in Ogun, Abia, Niger, Cross River

    INSUFFICIENT funds and political intrigues are delaying the constitution of the  Ogun, Abia, Niger and Cross River States cabinets almost 100 days since the inauguration of  their governors either for a first or second term, The Nation can reveal today.

    Governor Gboyega Oyetola of Osun State who was sworn in on November 27, 2018 is also yet to constitute his cabinet.

    Investigation by The Nation correspondents in the affected states showed that pressure are still mounting on the governors to assemble their team.

    Governor Dapo Abiodun of Ogun State, according to sources, is weighing his options carefully in view of the combination of the highly influential political forces that helped him into office against all odds by his immediate predecessor, Senator Ibikunle Amosun.

    He is said to be seeking an amicable formula to satisfy at least the majority of the interest groups that worked for his victory.

    Abiodun’s situation is not helped by alleged booby traps laid for him by the last administration in the state such as the many decisions that were taken a few days to the exit of the former governor.

    It was gathered that the  is bidding his time  and striving first to remove all the landmines and deactivate all booby traps before appointing his  Commissioners.

    Again, assembling a cabinet team early in his administration means huge running cost in order to maintain the commissioners at a time the Governor cried out that he inherited almost an empty treasury beside the debt burden left behind by Amosun.

    The Governor had to run to the bank – friends for a N7b loan facility to pay this first salary of workers on his assumption of office in May.

    Women in the state have been particularly visible in mounting pressure on the governor to give them a fair representation in his cabinet.

    Last month, a coalition of women organisations in the State seized the entrance gate to Governor Abiodun’s office, demanding 50% women representation in his yet – to –  be – constituted cabinet.

    The women drawn from Women Advocates Research and Documentation Centre (WARDC), Justice Development and Peace Centre(JDPC) among others, stormed the Governor’s Office  to  make their position known early enough before he summits his list of  nominees to the State House of Assembly (OGHA).

    The women led by Dr. Biola Akiode (WARDC) and  former Commissioner of Information in the state, Mrs Doyin Ogunbiyi, said: “We are here to make some request, we have sent formal letters across ahead of time, we have done what we call an open letter which we have circulated in the media. We know that we are in the season where governors from different state sending their nomination to the state Assemblies across the country.

    “As at today by record, there were just seven women among the 43 ministerial nominees the president sent to the National Assembly.

    “We don’t want to react rather to be proactive to make our request clear and by empirical evidence of this state that we know.

    “About eight years ago, there are about 42 per cent woman representation in the state governance and it was also sustained in 2015. We believe that this present government would consider that to have the people’s representation in this coming cabinet.”

    But Governor Abiodun said the reason he was yet to assemble his team has nothing to do with paucity or absence of funds.

    Speaking through his Chief Press Secretary (CPS), Kunle Somorin, the Governor said he is carefully scouting for his team and would announce their names upon conclusion of the search.

    He explained that it is not going to be “job for the boys” thing, saying “competence, character and commitment” would determine who makes the Cabinet team.

    “That’s not exactly so. The Governor is carefully selecting his team and will announce his cabinet once he concludes his search

    “His major criteria are competence, character and commitment.  The search is on. He has promised an inclusive, participatory and focused governance.

    “(Is it) job for the boys? No. You must merit the appointment and that’s why the cabinet may not be peopled by job seekers and political jobbers,” he stated.

    Anxiety in Abia over Ikpeazu’s cabinet

    Residents of the states are worried by the inability of Governor Okezie Ikpeazu to constitute his cabinet fully since his inauguration for a second term in May.

    One of them Nduka Ogbonna said: “Since we are running a democratic government, everybody has something to contribute to making government work.

    “Commissioners should be there to do the needful to impact on the people or to deliver what they call the dividend of democracy. To me, not constituting his full executive is affecting the governor as well because he cannot be everywhere at the same time.

    “Those commissioners are supposed to be his eye in those different sectors. I know that we have permanent secretaries, but permanent secretaries are not politicians. They are like the engine of the state; what they do is administrative work. It is the politicians that know the policies of the state government. The permanent secretaries may not know because they don’t attend the Executive Council meetings. They don’t know the party policies as well. It is only when they know what the policy of the government is through the commissioners that they can now act and work towards helping the government achieve the same purpose.

    “So, the governor should do well to constitute his cabinet and quicken governance. He may be thinking that he has time, there is no time and if the governor is choosing his commissioners, he should choose those that understand where the government is headed and not those that will be recommended by his godfathers.”

    The chairman Aba Unit of Civil Liberties Organization, Dr. Charles Chinekezi said: “The governor doesn’t have any option but to constitute his cabinet. There is no reason why the commissioners and other top government functionaries shouldn’t have been completely constituted by now.

    “I know that there are adequate people and qualified people who can fill in the positions but you know that political infighting and intrigues will always come to play in such appointments. But whatever that is the case, he should know that he is the man that is in charge.

    “Not having his complete cabinet sends a wrong signal telling the public out there, that there is a problem within the circles of government.”

    However, in a response to why the state government is yet to constitute her cabinet, the State Commissioner of Information, Chief John Okiyi-Kalu stated that the names were already compiled.

    Okiyi-Kalu stated that the governor would have had his cabinet members’ complete if not for the ongoing recess by members of the State House of Assembly.

    According to him, the names would be formally presented to the legislature as soon as they are back from recess later this month.

    Sani Bello still searching in Niger

    Governor Abubakar Sani Bello of Niger State is still searching for members of his next cabinet according to sources in Minna.

    It was gathered that the governor is not particularly happy with the general performance of his  commissioners in the last dispensation and now wants   fresh  hands.

    The Governor’s Chief Press Secretary, Mary Berje told The Nation that setting up a cabinet involves a process and the Governor would constitute his cabinet at the end of the process.

    The State House of Assembly is currently not in session as the complex is undergoing rehabilitation.

    Speaker Abdullahi Bawa Wuse hopes the rehabilitation is completed soon enough to enable the Legislators return to their legislative duties.

    Lack of funds, likely cause of cabinet formation delay in Cross River

    Governor Ben Ayade of Cross River State dissolved his first cabinet last May.

    He also let go about 8, 000 appointees in his first term as governor.

    Ayade had gone ahead to drop a hint about those that would be appointed into his next administration, promising that some members of the dissolved cabinet would be reappointed into government.

    But since then, the new executive council is yet to be set up and there seems to be no indication that it would be in the near future.

    The governor had operated a food-on-the table policy in his first term, where he believed distributing government funds directly to as much people as possible would do much to circulate cash in the system and solve the pervading problem of poverty, which explained the thousands of appointments he made.

    With the cabinet dissolved and the governor yet to announce a new one knows at the moment exactly what plans the governor has in mind.

    Though he is yet to constitute his cabinet, the governor had so made a few appointments since he won his re-election. He retained his Chief of Staff, Martins Orim as well as appointed Mr. Godwin Nyiam as the acting Director General of the Department of Public Transportation (DOPT) and Engr Oxford Egbe as the acting Director General of the Cross River State Development Control Agency. He had also retained Mr Christian Ita as his Chief Press Secretary as well as appointed a few Special Assistants on Media.

    At the moment ex-cabinet members keep turning up for state functions despite the fact they presently hold no portfolios in government. This is because most of the invitations sent from Government House for state events are also extended ex-cabinet members, though it is not clear what this about.

    The governor at a public event had said those to be considered for appointments in his current  administration would be those who delivered in their polling units in the last general elections. The purpose again for this is not exactly clear as his party the Peoples Democratic Party (PDP) generally did well across the state in the elections.

    The most likely reason it seems the governor is yet to constitute his cabinet is lack of funds. It appears the directive by the Nigeria Financial Intelligence Unit (NFIU) about local government funds has put the state in a financial quagmire at the moment. For a government that regularly pays salaries promptly, workers for the first time started experiencing delays in payment of their salaries.

    An indication that the governor may not have any intention of constitution his cabinet is his setting up of various task forces, mostly most of which are made up of former cabinet members from his first term.

    The governor’s decision to set up task forces had drawn the ire of some people, who wonder how the governor would achieve his goals without a proper cabinet.

    For instance, a chieftain of the All Progressives Congress (APC) in the state, Mr Goddie Akpama, who described the development as degrading, said there can be no financial approvals of state resources; hence he questioned how the governor would implement the projects.

    “Why does the governor have to set up task forces instead of appointing commissioners? For us as a state this is very degrading. We have heard he intends to wait until around November. That means there shall be no financial approvals of state resources, as they cannot approve money without an exco. How would governor implement those gigantic protects? How would the state function? Is he taking us forward or back. To me he is not taking us anywhere,” Akpama, a former governorship candidate, said.

    Akpama also lambasted the governor’s former commissioners for accepting to work as members of the various task forces, describing them as desperate and cheap.

    Osun may soon inaugurate cabinet

    Governor Gboyega Oyetola of Osun State may soon constitute his cabinet. Since the governor and his deputy, Mr. Benedict Gboyega Alabi, were sworn in last November 27, the people of the state have been looking forward for formation of the government cabinet and there had been no end to the waiting game.

    It was gathered that the delay in the formation of the cabinet to drive the policies and programmes of his administration could be linked to the governor’s adoption of a new process of nomination which includes direct involvement of   politicians, particularly at the grassroots.

    However, an informed source said the governor being a technocrat may assemble ae mixture of experts and politicians.

    The Supervisor for Information, Mr. Lani Baderinwa, said the governor lately had been preoccupied by providing a strong foundation for his administration and will soon constitute a formidable team to work with him to deliver his campaign promises to the people of the state.

    He said what was paramount to the governor is  good government, adding that his administration as the continuation of the immediate past administration of the Rauf Aregbesola is well positioned to meet the yearnings of the people.

    He said Governor Oyetola had shown concern for the state House of Assembly and the National Assembly elections, which he said will largely determine the performance of his administration.

    He said: “In the past few months, the governor concentrated more on the state House of Assembly and the National Assembly elections because of the importance and constitutional roles of their members to the executive arm of government. And to the glory of God, the ruling party in the state, the All Progressives Congress, has the majority figure of 23 out of the 26-member assembly.

    “Also, in the last few months, Governor Oyetola has been trying to integrate the state into the federal government programmes. For instance, his frequent visits to Abuja to draw the attention of the Federal Government to Osun, is already yielding good results in solid minerals. And now that he has achieved giving his administration a strong footing to make him forge ahead and deliver on his campaign promise the next in line is the formation of the cabinet to work with him to deliver the dividend of democracy to the people of the state.”

    Advising the people to exercise patience with the governor, Baderinwa assured that they will not be disappointed with the caliber of people to be in the cabinet because “Oyetola as an experienced public officer and a distinguished technocrat is well positioned to lead the state.”

    There is no mistaking about it what is imminent in the state is the formation of the cabinet. But what is not clear, however, is if the ruling All Progressive Congress in the state will want to share power with other political parties as members of some of these parties are angling for inclusion.

     

     

     

     

  • Ogun to demolish houses harbouring kidnappers

    Ogun State governor Dapo Abiodun, again warned that houses harbouring kidnappers or being used by kidnappers to perpetrate acts of kidnapping would be pulled down and their certificates of occupancy revoked.

    Abiodun who issued the warning at the inauguration of reinvigorated Ogun State Security Trust Fund, assured that with the launch of the fund, the full security architecture for internal safety of lives and property has been fully emplaced.

    The Governor added that he has fulfilled yet another promise to provide good governance to the people

    He disclosed that the amended Ogun State Security Trust Fund law is a private sector-driven programme that would support the state government in addressing various security challenges facing the state.

    “It is a demonstration of our government’s unreserved commitment towards ensuring that the people have a good life and pursue their legitimate business in a secured environment.

    “The aim of these security trust fund is to have the private sector support the government in addressing various security challenges facing our dear state, these new and reinvigorated trust fund will be responsible for sourcing and efficiently deploying the resources towards achieving a safe and secured environment,” the Governor said.

    “It is our sincere belief that with this Trust Fund, our security will be further strengthened to provide a more secured environment where our people will live a more prosperous life,” he said.

    He noted that the new security trust fund would be responsible for sourcing and efficiently deploying the resources towards achieving a safe and secured environment,  adding that it would be uncharitable to believe that the state could single handedly provide all the funds that would be needed to ensure the security of lives and property.

    According to him, the inauguration of the security trust fund was another approach towards giving the people, individuals and corporate organizations a window of opportunity to contribute towards the overall development of the state.

    He urged people to have it at the back of their mind that resources given towards actualizing a sound security network would be prudently used by the team set up to manage the states security trust fund.

    The committee has Mr. Bolaji Balogun as Chairman, (Rtd AIG) Olushola Subair,  Kamar, Chief Financial Officer, Access Bank,Seyi Kumapayi, Group Executive, Commercial Banking, First Bank, Seyi Oyefeso, Executive Director, Wema Bank, Wole Akinleye, while Mr. Opeyemi Agbaje would serve as the Executive Secretary.

    The governor tasked the committee to provide money for the acquisition and deployment of security equipments and such human material and financial resources that shall be necessary to prevent crime and preserve public security in the state, promote the efficiency of all the security agencies in the state, to hold for the benefit of all residents of the state, gift, property and money for the purpose of crime prevention and public security in the state.

    He also  tasked them to mobilize funding and resources in cash or kind from the public private, corporate, institutional or all other sources and to manage those resources in a transparent and accountable manner for the purpose of public security in the state, reserve part of the fund for the training and retraining of security personnel in the state and to do all other things and perform all other functions for the purpose of public security as and contained in the Ogun State Security Trust Fund Law of 2011, as amended by the Ogun State Security Trust Fund amendment law of 2019.

    In his response, the chairman of the Ogun State Security Trust Fund, Mr. Bolaji Balogun acknowledged the effort of the state governor, to have a secured state, describing him as a man of history, who came in as governor at the right moment.

    Balogun assurred that the Committee would work hard and not disappoint the state, saying the activities of the states security trust fund would be transparently done.

    Governor Dapo Abiodun has felicitated with the Muslims in Ogun State and Nigeria as they joined the rest of their brothers and sisters all over the world to celebrate this year’s Eid-el-Kabir.

    Abiodun while wishing the Muslim faithful a happy celebration and many more of Eid-el-Kabir in good health and prosperity enjoined them to emulate Prophet Ibrahim’s patience, perseverance, steadfastness, obedience and commitment to good things.

    The Governor who made this known in his goodwill message on Sallah day, said such attributes are also vital ingredients required for the successful implementation of the “Building our Future Together” agenda of his administration.

    He stated: “On behalf of your Government, I wish all our Muslims faithfuls a happy Eid-el-Kabir celebration. I pray that we will celebrate many more of Eid-el-Kabir in good health and prosperity.

    “There are numerous lessons to be learnt from the story that led to Eid- el-Kabir. After very many years wait by Prophet Ibrahim and his wife, Sarat, to have a child, he also heeded God’s directive to sacrifice the only son to God.

    “It was at this point that God replaced the intended sacrificial son with a ram. That was a strong demonstration of patience, perseverance, steadfastness, obedience and commitment. This clear test of faith was what led to the festival we are celebrating today.
