    Nkata Ndi Inyom Igbo holds 3rd Annual Conference in Enugu

    Nkata Ndi Inyom Igbo (NNII), will hold its 3rd Annual Conference between October 24 and 25, 2023 in Enugu State.  The theme of the conference is, ‘Women: A Unifying Force In Peace Building.’

     A statement by the National Publicity Secretary, Nnedinso Ogaziechi, said  the  conference  is an opportunity for the group which is a non-partisan, non-governmental organization made up of Igbo women by ancestry or marriage to intervene as Nigerian women who are worried over the lack of peace, security and unity not just in the region but in the whole country.

    She said: “Nkata in Igbo language means conversation and it is a veritable tool for conflict resolution and is as old as humanity only that humans often underrate the value of conversations and dialogues.  The motto of the organization is, Partnering for Development.  They understand that there can be no development without security.

    “The group having watched the men try without success to address comprehensively the issues of insecurity in the country decided to intervene through this conference by inviting development specialists and other eminent Nigerians  to point a torch to how women have in history and presently continue to broker peace in families, communities and even globally. Development cannot happen if there is insecurity in any part of the nation. In global terms, women have won the Nobel Peace prize a record 15 times! That is significant!

    ENSG’s N170 billion loan: A demand for fiscal responsibility

    With an alarming internal and external debt profile of approximately N183 billion, it is baffling to see the Enugu State government attempt to borrow an additional N170 billion. In effect, this administration seeks to open its loan portfolio with an 182.79% increase above the N93 billion domestic debt accumulated over the eight years of the Ifeanyi Ugwanyi administration. It is also interesting to note that the loan amount exceeds the 2023 total budget presented in December 2022.

    This will take our state above the stipulated borrowing limit by the Debt Management Office by 226% and will place Enugu State as the 4th most indebted state in the country.

    The Ugwanyi administration closed with a domestic debt of N93,197,207,627.52 and an external debt of $120,667,083.51. The prospect of further increasing our debt profile is not in the best interest of our economy.

    At present, Enugu State’s debt per capita ratio, which represents how much debt the government owes on behalf of each citizen, stands at N23,907. This additional N170 billion will double and triple our debt per capita ratio over the next year. This means that the government will owe an estimated N67,500 on behalf of each citizen, which is a far cry from the zero per cent poverty headcount index promised by this administration. To put this in perspective, the state spent N3,506.84 per capita on education and N1,559.1 per capita on health in 2022. Enugu is currently the 10th poorest state in Nigeria and the second poorest in the Southeast with a poverty rate of 58.13% behind Ebonyi State.

    The stagnant economic situation in the past decade begs the question of what the previous debts incurred were spent on. Roads, hospitals, and schools are in deplorable states. Teachers’ salaries and pensions remained unpaid for several months despite the huge sums quoted through the years.

    While I am not against borrowing for development purposes, it should be consistent with the Open Governance Partnership requirements for transparency and accountability, per the provisions of the Debt Management Office for fiscal responsibility, and with the citizens apprised of the purposes of these facilities.

    This recent development raises several concerns.

    According to the provisions of the Debt Management Office, for Domestic Capital Market borrowing, States and FCT are to ensure that their total amount of loans outstanding at any particular time, including the proposed loan shall not exceed fifty (50) per cent of the actual Total Revenue for the preceding year. (Investment and Security Act, 2007, Part XV, 223 (1b) quoted in the provisions of the DMO).

    With Enugu’s reported actual total revenue for 2022 being N128 billion, the acquisition of a domestic debt of N170 billion which takes our total debt profile up to approximately N354 billion will exceed the stipulated limit by 226%.

    The Act also provides that “The DMO shall conduct a Debt Sustainability Analysis to ascertain that the Monthly Debt Service deduction of the State or FCT, including the servicing of the proposed bank loan being contemplated, does not exceed 40% of the Total Monthly Revenue (FAAC and IGR) of the State or FCT for the preceding 12 months, and make a recommendation to the Minister as appropriate.”

    First, the government is in breach of the law and intentionally jeopardising the economic health of the state and ultimately, the welfare of the people. Concerning the stated percentage allowed for debt servicing, what is the viability of maintaining a monthly debt service deduction below 40% of our revenue when the state’s total liabilities are consolidated? If it technically falls below the threshold, how will this reflect on the economy in real terms? Unfortunately, the figures and terms of our indebtedness are not readily available for public evaluation. The government must shun the practice of opacity in managing the state’s accounts and embrace transparency.

    Secondly, the financial institutions offering these facilities will also be acting in breach of the law and liable to sanctions as provided.

    All banks and financial institutions shall request and obtain proof of compliance with the provisions of this Part before lending to any Government in the Federation. Lending by banks and financial institutions in contravention of this Part shall be unlawful. (Fiscal Responsibility Act, 2007, Section 45).

    Thirdly, how does the ENSG propose to circumvent the provisions of the FRA and the DMO to get approval for these loans?

    Moreover, the speed of approval by the Enugu House of Assembly is noteworthy. A loan request of this magnitude should be rigorously vetted and analysed before a decision is made. The legislative arm must provide a buffer to avoid executive excesses.

    I must also question the proposed use of a portion of the loan for salary payments. Beyond the breach of the provision in the FRA that the government at all tiers shall only borrow for capital expenditure and human development, it is a sad reality that we have joined the league of states which borrow to service recurrent expenditure.

    With regards to the proposed “infrastructural developments”, they must be clearly outlined and published along with the cost-benefit analysis detailing the economic and social benefits (FRA, 2007, 44). What specific projects will be executed and in what ways will these attract investments as promised by the government?

    Another key area of concern is the repayment plan as stated in the letter of request signed by the Secretary to the State Government, Professor Chidiebere Onyia. The government stated that “The loan will be repaid via Irrevocable Standing Payment Order (ISPO) on consolidated Enugu State IGR accounts, which would be domiciled in Fidelity Bank and domiciliation of JAAC/FAAC/Infrastructure Support.”

    This is a blatant encroachment on the fiscal autonomy of the Local Government which was one of the major challenges to development under the previous administration. It is undemocratic and will not be prudent of this present administration to adopt the behaviour of its predecessors.

    Additionally, the sustainability of these debts and the proposed repayment plans are questionable considering our current revenue and liabilities. What is the plan to astronomically grow the IGR without placing a heavier tax burden on the already depleted pockets of citizens?

    Finally, and most importantly, is the question of transparency and accountability. We need to see a detailed plan for expenditure, and stringent measures for monitoring and evaluation of the proposed projects.

    On September 4, I noted that no further discussion had been raised concerning the 2023 budget after the previous administration’s presentation in December 2022. Neither had the federal allocations to the state been made public, even though an estimated N21 billion had been disbursed to the state’s coffers from the Federal Allocations Accounts Committee (FAAC) at the time.

    This situation remains the same today and we also do not know our Internally Generated Revenue since the new government was sworn-in in May. While the House of Assembly reportedly approved a N58 billion supplementary budget, the document is not available for the public to review, nor has any clear plan been communicated for which these humongous borrowings are being effected.

    We must elevate the place of accountability in our governance. Every sitting government in Enugu State must commit to providing information and ensuring transparency in managing the state’s account. Appropriate mechanisms must also be emplaced in place to track the deployment of these resources.

     Enugu State faces the heightened risk of economic meltdown if fiscal responsibility, transparency, and accountability are not prioritised.

    Missing ex-seminarian, allegedly killed by flood in Enugu community

    A former seminarian who was reportedly missing in Imilike community, in Udenu Local Government Area of Enugu State, has been found dead.

    According to village sources, the deceased, identified as Paschal Ike, was last seen on Wednesday, October 11, 2023.

    However, three days after Paschal got missing, his dead body was on Saturday discovered at Alor Uno, Nsukka Local Government Area of the state.

    It was gathered that those who found his body claimed that he was killed by flooding.

    A family source said: “Paschal left home about three days ago and did not return. He was unofficially declared missing until his dead body was washed up by flooding in Alor Uno community.

    “Already, his remains which have been evacuated, were deposited at the Bishop Shanahan Hospital at Nsukka Local Government Area of the state.

    “The matter has already been reported to the police and we are expecting the police to conclude investigations on the circumstances surrounding his death”.

    The relation equally revealed that he was healthy when he was last seen three days before his death, adding that he was frustrated out of seminary school some years ago.

    The source added that life has not been rosy for him since he left seminary school.

    It was equally gathered that there was heavy downpour at the university town of Nsukka on Thursday just two days before his body was found.

    Enugu approves 1,250km roads for construction, rehabilitation

    The Enugu State Executive Council has approved funds for road repairs in the state, saying a total of 1,250 kilometres of roads had been slated for rehabilitation, reconstruction, and expansion in the next year.

     Briefing newsmen shortly after the State Executive Council meeting held at the Government House, Enugu, Friday evening, the Commissioner for Information and Communication, Aka Eze Aka, said the road repairs were delayed by the rains, stressing that roads asphalted during the rainy season do not last more than a few years, whereas the state government was planning to build roads with up to 30 years lifespan.

     Eze who was in the company of the Commissioners for Finance and Economic Development, Dr. Nathaniel Uramah; Works and Infrastructure, Engr Gerald Otiji; and the Attorney General and Commissioner for Justice, Dr. Kingsley Udeh, apologized to the people of the state for the pains they were going through due to the poor condition of the roads, urging them to be a little more patient as repair and reconstruction works were about to commence.

     Giving more details on the decisions of the council, the commissioner for Works and Infrastructure, Engr Gerald Otiji reiterated that a total of 71 urban roads and 10 rural roads would be rehabilitated under the first phase, assuring that work would commence in the next few days and weeks.

     “The Executive Council today approved the release of funds for us to commence work. We apologize to Ndi Enugu for the plights they are going through as a result of the potholes on our roads. You will bear me witness that by the time we pronounced the 81 roads for repairs and reconstruction, the rains continued unabatedly.

     “You all should know that the worst enemy of asphalt is water. We have been watching the situation using metrological instruments to know how soon to commence work.

    Minister of Works, Senator Dave Umahi has said that the Federal Government will reconstruct the collapsed overhead bridge in Gariki on Enugu/Port-Harcourt Expressway, Enugu State which collapsed during the week.

    Umahi stated this when he inspected the bridge with Enugu State Governor, Peter Mbah.

    A section of the bridge collapsed a few days ago causing a blockage of the road.

    Umahi, who received the information on the bridge, visited the scene 48 hours after it collapsed on Thursday.

    He was accompanied by Senator Onyekachi Nwebonyi of Ebonyi Central Zone, Directors of the Federal Ministry of Works, contractors, and other officials of the ministry.

    Umahi first visited Mbah immediately after he arrived in the state. The governor followed the minister to inspect the bridge.

    The minister said an integrity test would be conducted on the axis of the bridge that didn’t collapse to know if it could serve as an alternative route on the expressway following the collapse of the bridge.

    He assured that President Bola Tinubu would intervene on the bridge as soon as possible

    Mbah, while speaking with journalists after inspection of the bridge said, “I want to thank the Minister of Works for his prompt response. This for me underscores the President’s commitment.

    “When he took an oath of office, he committed to lead with compassion, he also committed to run an all-inclusive government and this is what we are seeing today.

    “We have reached out to the federal government immediately. This is a major gateway road. So, I cried to the federal government and said look, we need to do something expeditiously.

    “And here we are today. Within 48 hours, the Minister of Works is right here with us to carry out an inspection and we are here proffering solutions as to how we can at least get one section of the bridge to continue to accommodate our people.

    “So, there is going to be an integrity test as the minister has said on the section of the bridge that has not broken and once that integrity test shows that we should be using that section of the bridge, we will be using that section.

    “But they will spare no time in starting work on the aspect that collapsed. The minister is here, he has contractors with him. They want to swing into action immediately. So, we are truly pleased with the action taken so far by the Minister and indeed the President.”

    The collapsed bridge situated Naira Triangle and Goshen Flyover, at New Artisan Market, in Enugu State capital collapsed around noon, according to residents.

    It was gathered that there was no casualty due to the fact that there was no heavy traffic due to the Monday’s sit-at-home in the state.

    Our correspondent, who visited the scene of the incident, observed that a small lorry conveying goods, which was on the bridge when the incident occurred, was affected.

    The collapse of the bridge, it was further observed, led to to security agencies closing the remaining lane of the Enugu – Port Harcourt dual-carriage way.

    The development has led to unusual traffic jam within the city as motorists have been forced to detour to Nza through New Haven, or Ogui Road to their various destinations

    One of the residents, who mentioned his name as Gimba Abdul, told our correspondent that the collapse resulted from neglect.

    According to him, “It was around 12 noon. I was here preparing my suya. Suddenly, we heard a loud bang and it happened that the bridge has collapsed.

    “We noticed this defect for over a year now and our leaders have been reaching out to the government for repair.

    “But, they would come and just take pictures of the defective bridge. They have come here more than 10 times but no action was taken to avert the danger. Thank God that no life was affected”.

    Security operatives, officials of the Federal and Enugu State Ministries of Works, Federal Road Maintenance Agency, Federal Road Safety Commission (FRSC) were sighted within the area to access the situation as well as to assist the road users plying the alternative routes.

    Fielding questions from newsmen at the scene of the disaster, Mbah who thanked God that no life was lost despite the magnitude of the incident, urged the federal government to consider a concession of all the federal roads in each state to the state governments for proper maintenance in conjunction with the private sector.

     “I think the question should be whether the current model of federal road maintenance is working or not; and I think that is the bigger question that we must ask.

    “Today, we are here witnessing a tragedy that has just occurred. We are fortunate enough that no life was lost, but this could have been prevented entirely. So, the people can no longer ply this route because of this tragedy. This shows clearly that we do not have a sound federal road maintenance model. 

    “The bridge collapse didn’t just happen. These threats could have been identified if we had routine or regular maintenance.

    “Perhaps the way to go is to find a way to concession these roads to the states. The states need to take charge of the roads within their domains and there has to be a conversation around the funding models”.

    Meanwhile, in a statement signed by the Enugu State Commissioner for Works and Infrastructure, Engr. Gerald Otiji, government has advised commuters to use Nza Street through New Haven or ply Ogui Road and Abakaliki Road to their various destinations, while the authorities come up with measures for immediate repair on the failed section of the bridge.

    Troops rescue kidnap victim in Enugu

    Troops of the 103 Battalion (Rear) of the 82 Division, Nigerian Army, Enugu engaged in Operation UDO KA II, have rescued Mr. Maxwell Ayim from captivity.

    The rescue operation took place between the Four-Corner-Agbogwe Junction in Udi Local Government Area of Enugu State.

    Confirming the development in an official statement in Enugu on Saturday, the acting Deputy Director of Army Public Relations for the 82 Division, Nigerian Army, Lt.-Col. Jonah Unuakhalu, said  Ayim was rescued on Thursday and remained unharmed throughout his ordeal.

    The operation came when troops stationed at the Udi checkpoint received a desperate distress call from local vigilante operatives concerning the kidnapping. 

    The troops were said to have responded to the call, by engaging the kidnappers in a shout-out.

    Faced with the overwhelming firepower of the military, the criminals fled in disarray, leaving behind traces of their escape in the form of gunshot wounds.

    Following the gang’s hasty retreat, the troops continued their pursuit into the nearby bushes, where they discovered Mr. Ayim abandoned by the fleeing kidnappers. 

    With the victim now safe, he underwent preliminary medical checks and has since been reunited with his family.

    In the wake of the successful rescue mission, the Joint Task Force Operation UDO KA II appealed to the law-abiding and compassionate citizens of Enugu and the broader Southeast region not to waver in their commitment to providing timely, credible, and reliable information.

    Such collaborative efforts are crucial in dismantling the scourge of kidnapping and other criminal activities that have plagued the region.

    “Joint Task Force Operation UDO KA II therefore, calls on the law abiding and good citizens of Enugu state and the South-East region in general not to relent in providing timely, credible and reliable information which will help in putting an end to the spiral of kidnapping activities and sundry criminality within the region . 

    “Operation UDO KA II will continue combating crime and criminality in accordance with the extant rules and regulations guiding its operations,” the statement added.

    Enugu tribunal judgement, an affirmation of people’s will, says Ex-Reps leader

    Former Deputy Minority Leader of the House of Representatives, Toby Okechukwu has said the judgement of the Enugu State Governorship Election Petition Tribunal upholding the election of Gov. Peter Mbah is a total reflection of the general will of the people of the state.

    Okechukwu, who is currently the Chief of Staff to the Deputy Speaker of the House of Representatives congratulated the governor on his victory at the election tribunal.

    The Enugu Governorship Election Petition Tribunal, sitting in Enugu, on Thursday, gave its judgement in favour of Governor Peter Mbah, who was the candidate of the People’s Democratic Party (PDP) in the last governorship election.

    In a statement in Abuja, the former federal lawmaker commended the civility of the governor’s opponents in approaching the tribunal, saying that such a move would strengthen democracy and cultivate civility amongst political actors.

    He said the outcome of the tribunal had further affirmed the results from the various polling units, wards, and local government areas of Enugu State.

    He said: “This is a total reflection of the general will of the people and I’m happy the whole process has ended in peace. I commend the diligence of the panel in arriving at the judgement, which should be embraced by all.

    “I sincerely congratulate His Excellency, Dr. Peter Mbah, on this great victory and commend him for extending a hand of fellowship to others, whom he has rightly described as brethren and partners in building the Enugu of our dream.

    “I admire the courage of the governor’s opponents in seeking help from the election tribunal. That is the beauty of democracy and it helps to strengthen democratic principles and institutions and solidify peace and harmony amongst the people.”

    Okechukwu also urged the petitioners to close ranks with Governor Mbah, place the interest of the people of Enugu State above theirs, and contribute their quota to move the state forward.
