    Fed Govt threatens contempt charges against Obiano, AG over land

    The Federal Government has threatened to press N50 billion contempt charges against the Anambra State Government for the state’s revocation of its land in Awka, the state capital.

    Through its lead counsel, Chief Mike Ozekhome (SAN), the Federal Government threatened to sue Governor Willie Obiano and the state’s Attorney-General and Commissioner for Justice.

    The N50 billion suit against the state government is on its purported revocation of the 148.337 hectares of land at Amansea, Awka, for Federal Government’s Sites and Services Scheme.

    Ozekhome wrote the Anambra State Attorney-General, alleging disobedience to Supreme Court’s directives.

    The letter was copied to the counsel to the state government, Dr. Onyechi Ikpeazu (SAN), and the Chief Registrar of the Supreme Court of Nigeria in Abuja.

    The lawyer warned that his client would not hesitate to institute contempt procedure Obiano, the state’s Attorney-General and others involved in the land revocation, if the apex court’s directives were not immediately adhered to.

    The Federal Government had sued the Anambra State Government at the Supreme Court, asking for N50 billion as exemplary and aggravated damages it suffered, among other claims, following the state’s purported revocation of its (Fedral) land.

    A full panel of the apex court, presided over by Justice Ibrahim Tanko Muhammed on June 9, adjourned the matter till February 13, 2017, for hearing of the motion on notice for interlocutory injunction filed by counsel to the Federal Government.

    He directed the parties to maintain status quo.

    But in the letter by Ozekhome to Anambra State AG, he averred that despite the apex court’s admonition, the state government had carried on further developmental works on the land.

    The letter reads: “Our attention has been draw lately by our clients to the fact that notwithstanding the admonition of the apex court and the undertaking by your counsel, Dr. Onyechi Ikpeazu (SAN), to communicate to you the need to desist from further acts on or concerning the res, the subject matter of dispute, before the apex court, the Anambra State Government has gone ahead with renewed vigour and zeal to carry on further developmental works on the res. Your clients had moved to the site after it was served court processes on this matter and after you had responded to same.

    “We would want to believe, in the circumstances, that the admonition of the apex court had not been communicated to you by your counsel at the time of our writing you this letter. Assuming, without conceding, that this is the position, we hereby bring to your notice the admonition of the apex court, per Honourable Justice Ibrahim Tanko Muhammed, JSC, presiding, which is to the effect that further acts of development on the land be stopped forthwith so as not to foist a situation of fait accompli on the apex court. The doctrine of lis pendens now prevails.

    “If, however, the reverse is the case, that this admonition has been communicated to you by Dr. Ikpeazu (SAN), but you still choose to ignore same, we hereby bring to your notice that such flagrant disobedience of the apex court’s directives can be visited with dire legal consequences. Even if there was no order – whether direct or otherwise – was made that you maintain the status quo, we expect you to do so as a matter of judicial pertinence. See the case of Governor of Lagos State vs Ojukwu (1986) 1 NWLR (Part 18) Pg. 61 at Pg. 626 Paras 26.

    “Sir, we hope we will not be pushed to press this matter further as we firmly believe that you will call the Anambra State Government to order, to desist from taking further steps which are inimical to the apex court’s directives.

    “We shall not hesitate to do the needful and take all necessary legal steps to ensure compliance with the apex court’s directives in the event that our modest request to desist from further development of the res is not heeded.

    “We shall immediately issue Forms 48 and 49 against the governor, yourself and any other person involved in this blatant desecration of our citadel of justice. A stitch in time saves nine. To say more, will be otiose.”

    Anambra community petitions Obiano, police, DSS

    Anambra State Governor Chief Willie Obiano and Police Commissioner Hosea Karma have been petitioned by Umunze community in Orumba South Local Government Area, following the court ruling restoring the town’s union leadership.

    Also, petitioned was the Department of State Service (DSS), the traditional ruler of Umunze, Igwe Promise Eze, the chairman of Orumba South Council Area among others.

    The petition was signed by the elected president of Umunze Progressive Union (UPU), Chris Amah and the secretary general of the union, Dom O. N. Uka and made available to reporters in Awka.

    It was entitled, “request to remove the caretaker committee administering the affairs of the union.

    The community said that it was sequel to the order of the High court, Awka made on the May 5, 2016, striking out the suit No. A/225/2007, Simeon Onunkwo and 10 others versus Governor of Anambra State and six others.

    According to the petition dated June 1, 2016: “It has become necessary to make this clarification because of the protracted case that led to the appointment of a caretaker committee in Umunze by the government of Anambra State.”

    “We now request that the caretaker committee administering the affairs of Umunze town should cease from functioning.”

    “Since the suit, together with the order of injunction has been struck out by the court, there is nothing preventing the validly elected executives of (UPU) from continuing carrying out their functions and duties,” the community said.

    Obiano mourns

    Anambra State governor, Chief Willie Obiano, has expressed his deepest condolences to the Governor of Edo State, Comrade Adams Oshiomhole, on the passage of the Oba of Benin, the Omo n’Oba n’Edo Uku Akpolokpolo, Oba Erediauwa.

    In a statement by his Senior Special Assistant on Media, James Eze, Obiano described Oba Erediauwa’s passage as a huge lossto Nigeria.

    The governor, who described the late monarch as “the last of the titans”, said that while he lived, Oba Erediauwa stood out as a bridge builder whose influence spread across the country and beyond.

    “Oba Erediauwa was always fully aware of his great place in history and never failed to rise to the occasion.

    “He carried the weight of his office well and lent depth to the much desecrated traditional institution.

    “He was oracular in his ways and commanded respect from afar. Oba Erediauwa will be sorely missed for his urbanity, scholarship and cultural rootedness,” Obiano stated.

    Anambra State Governor Willie Obiano has pledged to strengthen the judiciary.

    He spoke during the Fifth Annual Anambra Chief Judges’ Dinner and Awards Night in Awka, the state capital.

    Obiano endowed some categories of the awards designed to improve the judiciary.

    The governor, who was also honoured with an award, praised the Chief Judge, Justice Peter Umeadi for his effort to reposition the judiciary and make justice accessible.

    Other awardees include G.R.I. Egonu (SAN), Senator N. N. Anah (SAN), Anambra State Commissioner for Police, H. H. Karma, Iduu J.B.C. Mmegwa and nine exemplary judiciary staff.

    Obiano also pledged N2million yearly to support the dinner and awards night.

    He praised his predecessor Peter Obi for managing the state’s resources prudently, which he said laid a solid economic base for his administration.

    At the dinner were members of the state executive and the legislature.

    “I repeat our happiness that the opportunity of such a dinner affords the spirit of healthy, harmonious, free, festive and productive interaction between the three arms of Government in Anambra State as envisaged by the National Judicial Policy recently adopted and published by the National Judicial Council,” he said.

    He said the wheel of development, which he said are broken into pillars, will be incomplete without the rule of law.

    “The enablers for this new Pillar would be the erection of infrastructure for the dispensation of justice coupled with the systematic funding of the judiciary to enable training and retraining of the requisite manpower.  The outcome would include, unenforced inflow of foreign investments, protection of intellectual property, enhanced standard of living and the tendency to explore the realms of science and technology,” he said.

    Justice Umeadi told The Nation that he thanked Obiano for his support, saying the funds he pledged would be used to boost the moral of judiciary workers through reward and recognition.

    “We pledge that the annual endowment would be put to the use of encouraging the learned Magistrates and Hon. Presidents of Customary Courts and in future Revenue Court Magistrates who do well in the quarterly assessment of their return of cases from the Judicial Service Commission,” he said.

    In a keynote address with the theme: Separation of powers; a key to the grundnorm, Mrs. Mia Essien (SAN) said the judiciary is critical to the maintenance of good governance and a just society.

    “It ensures that the grundnorm is not desecrated, providing necessary checks and balances with regards to the actions of the executive and legislative arms of government,” she said.

    A highlight of the dinner was singing and dancing competition by judicial divisions. Onitsha division came first, Awka division came second; and Idemmili Division third.

    At the event were Anambra House of Assembly Speaker Rita Mmaduagwu; Chief of the Federal High Court, Justice Ibrahim Auta, Chief Judge of Ebony State, Justice Aloy Nwankwor, Chief Judge of Kogi State, Justice Nasir Ajana, Chief Judge of Yobe State, Justice G.M.     Obiano hails IGR, low cost of governance

    Anambra State Governor Willie Obiano has said that low cost of governance and improved Internally Generated Revenue (IGR) have helped in running the state. The state is one of the few where workers are paid promptly despite the economic crunch. Also, three flyovers being built in Awka, the state capital, will be completed in May.

    The governor said this while inspecting some projects, including the flyovers and the longest bridge in the Southeast under construction at Otuocha in Anambra East council.

    He maintained that the flyovers would be built according to design, complete with flowerbeds, suspenders and other enhancements.

    The site manger of the construction firm (ADC), Mr. Joseph Yusuf, commended the Governor for showing great commitment to the projects.

    While assuring that the bridges would be completed on scheduled, adding that the Kwata flyover would be the biggest of the three.

    Yusuf also, assured that the company would do everything within its powers to ensure that it did not over shoot the deadline.

    At Aguleri-Otu where the longest bridge is being constructed, Obiano said that the 47km Odene-Eziagulu-Aguleri-Otu-Orient Petroleum Road project that hosts the bridge would take two years to complete.

    This according to him was because of the treacherous nature of the terrain, adding that on completion, the road would transform the fortunes of the community and its neighbours.

    Governor Willie Obiano of Anambra State is alleged to have quietly cashed in on some of the dollar components of the tenured savings left by his predecessor, Governor Peter Obi.

    According to sources, the transaction consummated on December 16, 2015  through Anambra State Investment Promotion Agency (ANSIPA) saw the disposal of 8.25 % of First Bank of Nigeria Plc Bonds from which about $10.2 million was realized. This amounted to about N3 billion going by the exchange rate of the day.

    The bond, which was to mature in August 2020 had an annual coupon yield of 8.25% and was purchased by Access Bank at a much discounted rate on December 18, 2015.

    The sale was carried out ‘over the counter’ to keep it away from public glare, it was alleged.

    This sale is coming after the Obiano government is said to have reaped over N8.7 billion in total interest yields from the savings and investment portfolio left by his predecessor, Obi. Obiano is also alleged to have borrowed heavily in less than two years of his administration.

    A few months ago, there had been a furore over the actual sum of savings left by Obi. The Secretary of the State Government, Prof. Solo Chukwulobelu had said there was no plan to dispose of the saving which he described as “near cash” and which he insisted was only about N9 billion only.

    However, Obi’s former aides  had insisted  that of $156 million (N26.5 billion) saved by the Obi administration, which was valued at $176 million (N35 billion) as at November 2015.

    When the Accountant General of the state, Mrs Ngozi Okonkwo was contacted on the sale, she declined to comment on the matter, saying it has to do with the finances of the state. She, however, warned that Obiano and his predecessor Obi are good friends and the press should not create a divide between them.

    “You cannot ask me to comment on the state finances, it is not done. How many Accountant Generals have you asked for their state finances? Is that how you people do? “Can I come to ask you how much was the cost of the soup your wife cooked? So please don’t ask me that question because I don’t know you. The two governors are friends, you should not do anything against them,” she said.

    Special Adviser to Governor Obiano Mr. Mark Okoye said he was at a meeting. The correspondent sent a text message. However, when contacted, on the request he did  not respond to text messages  sent him.

    But another Obiano’s aide, who desired anonymity, described the transaction as timely. He said the former governor was “wicked” for tying state’s funds to long maturity dates. He praised Obiano for breaking what he described as “bondage”.

    “Have you not been to Awka recently? At least work is going on the three flyovers, which means that the money Obiano borrowed and the one he realised from the sale of the bonds are being put into good use”, the aide said. He  urged Obiano to sell the entire savings and use the proceeds to complete many projects he is executing, including those he said  ”Obi hanged on his neck as yoke”,  as well as make the people of the state happy.

    The media aide to Obi, Mr. Valentine Obienyem said both he and his boss would rather not be drawn into the matter.  ”All I can tell you is that Mr. Peter Obi saved the money under Anambra’s Future Growth Funds; he had a vision of a sustainable state”, Obienyem said.

    The issue of savings Obi left for Obiano has remained a subject of controversy. A few weeks ago both camps engaged in war of words following Obiano’s insistence that Obi left N9 Billion for him in the treasury. However, Obi’s camp, which insisted that Obi left over N50billion cash in local currency before leaving office, insisted that Obiano was merely seeking justification to squander the funds Obi left and also to justify his plan to borrow massively, raise bonds and sell Anambra savings, including Euro bonds and shares in INTAFACT Breweries Ltd.

    The art of giving and sharing of goodwill, captured in the Igbo saying that “nma nma n’ezu ora”- which literally means goodwill traverses the community – may have found good expression in the way the wife of the governor of Anambra State, Mrs Ebelechukwu Obiano, carries out charitable courses.

    When she was asked to choose a pet project through which she can support the work of her husband, Chief Willie Obiano, the governor of Anambra State, Osodieme, as she is fondly referred to in her traditional title, had no hesitation. She merely activated her passion for supporting and empowering women, especially widows, youths and the indigent members of the society.

    In August 2014 she set up the Caring Family Enhancement Initiative (CAFÉ), a non-governmental, nonpartisan organisation as a beacon of hope and sustainable empowerment for women and the less privileged, thereby keeping her promise to be the voice of women beside her husband by providing succor to the needy as well as indigent widows and rural women across the177 communities of Anambra state.

    It is worth mentioning that the art of giving had been second nature to Mrs. Obiano long before her husband became governor. In fact, her undiluted love for charity is a passion she shares with her husband, Willie. The couple is well known for their numerous philanthropic interventions, and they have been honoured for selfless services and commitment to charity wherever they sojourned.

    It is therefore no surprise that Mrs. Obiano’s choice NGO CAFÉ, aligns with the Blessed Mother Theresa’s credo of “Give, but give until it hurts.” Simply put, since CAFÉ came on stream what was once a quiet way of life for Osodieme has captured the imagination of many in Anambra State and redefined public perception of the strategic role of state governors’ wives.

    As the fulcrum of Mrs. Obiano’s  many acts of charity in almost two years, CAFE makes strategic interventions in the lives of vulnerable members of the society like indigent widows, women, youth, children, as well as the mentally and the physically challenged. So far, Mrs. Obiano has set very high standards with CAFÉ projects in parts of Anambra State. Some of the projects undertaken so far include;

    The flagship intervention, CAFÉ Housing for Indigent Widows borne out of the need to help the helpless by putting a roof over their heads. The project is ongoing in many communities across three Senatorial zones of Anambra State. Already completed houses were recently commissioned in Agulu, Nri, Alor, Umunya and many others are still under construction.

    There is also the CAFÉ Market Toilets project with facility for both female and male and borehole water supply being executed in select rural markets in communities across the three Senatorial Districts of Anambra State to promote hygiene and preserve the dignity of the rural women. The toilets at Eke Igwe Nteje, Afor Mbaukwu have been completed and others are ongoing.

    Chief (Mrs.) Obiano’s commitment to uplifting the fortunes of women at all levels is very well known across the state. She has devoted the CAFÉ platform to providing distressed women with immediate relief from hunger. A total of 600 indigent women have undergone skills acquisition training in tailoring and fashion design, Bakery and confectionary, Soap making, Hair dressing and Beauty Therapy, as well as community health services to promote safe health practices in remote communities. The graduands are empowered with equipment in their chosen field and given seed money to take-off and make a living.

    Equally, CAFÉ has positively improved the mobility of over 700 physically challenged persons who were given free artificial limbs with the Sponsorship of free Prosthetic Limb fittings for the physically-challenged and other mobility aides like wheelchairs.

    Day Ndigbo in Lagos stood up for Obiano

    For the Igbo resident in Lagos, Friday, February 19, 2016 will remain memorable for quite some time; not so much for what it was but for the hope it represents. As they trickled into the Shell Hall of the MUSON Centre to share an evening with Chief Willie Obiano, the Governor of Anambra State, it is doubtful whether most of the members of the Aka Ikenga, League of Anambra Professionals (LAP), Ndigbo Lagos and other Igbo groups who came colourfully dressed knew what to expect. It was a special evening, made more so by Obiano’s two-year account of stewardship, which he came to share.

    But Obiano did not waste time in setting the agenda. With his eyes firmly set on the crescendo, he began by pointing out that the event was a home-coming of sorts to him. “I bagged both my first and second degrees from the University of Lagos and for over 25 years, I lived among you here; pursuing my career from the oil and gas sector to banking. Over the years, I made friends here; evolved into a man here, got married and ended my career on a glorious note here. And when I answered the call to serve our beloved state as governor, I got the highest support, encouragement and prayers from you people here.”

    After establishing his rootedness in the Lagos community, Obiano made a bold admission of his own humanity with an appeal for forgiveness by so many friends and well-wishers who “felt neglected or disrespected by their inability to reach me since I took on the full weight of my office.” Quoting Archbishop Desmond Tutu that “forgiveness says you are given a chance to make a new beginning,” the governor expressed his sincerest regrets and pleaded for a chance to make things right with anyone who felt done in by the bureaucracy of his office. It was a classic mea culpa that is rare among Nigerian leaders. But it proved very effective for its purpose, soothing frayed nerves and setting the stage for a very lively evening.

    Before he plunged into the full range of his two-year account of stewardship, Obiano showed enough presence of mind to recall a cardinal vow from his inaugural address. Modulating his voice to meet the occasion, he quoted the passage that “the time has come to prove to ourselves that the entrepreneurial spirit for which our people are known all over the world can take firm roots at home; that together as one, we can be masters of our own house!”  He also recalled that he had assured the people that “under my administration, we have no choice than to decide whether we are truly the sons and daughters of our fathers and true heirs to their long history of pioneering excellence!” He therefore submitted that his achievements in the past 23 months had sufficiently “answered the question of whose children we are.”

    From this premise, the governor launched out a detailed account of his achievements that covered his economic blueprint known as the Four Pillars of Development with its 13 Enablers. He deliberately spiced up his account with verbal queues that were carefully laced with Igbo language to elicit reactions from the audience and sustain interest in his narration. His effort drew intermittent applause that bloomed to a crescendo when in conclusion he appealed to Ndi Anambra from across the world to lend a hand in building the state. Pointing out that Anambra had become the safest state in Nigeria, Obiano declared that “the future is looking brighter and brighter but with your assistance and belief in the government of Anambra State, we can take possession of our tomorrow from today.” The applause that followed reverberated in the huge hall and set the stage for the documentary that offered a graphic account of his stewardship, aptly titled, “Two Years of Excellence.” The documentary is the Obiano story, told from multi-perspectives, including his commissioners, key industrialists, farmers, helicopter pilots, down to ordinary citizens who bore witness to the change that the governor had wrought in the state in two years. It was the documentary that tellingly drove home the fact of Obiano’s high achievements and erased all doubts about his administrative competence.

    Consequently, when the documentary ended, what was originally designed as a question and answer session to enable the governor get a first-hand feedback from the people became a one-sided flow of praises and encomiums for him. The feedback was understandably much but the most remarkable came from the former Secretary General of the Commonwealth, Chief Emeka Anyaoku. For someone who is not known to make easy comments on Nigerian leaders, Anyaoku’s comment on the night was possibly the greatest endorsement Governor Obiano has received from Anambra’s numerous distinguished citizens. Said he: “Whenever I visit home, I see evidence of Governor Willie Obiano’s activities. Driving from Enugu to Onitsha and Obosi, the evidence stares me in the face.  In my last trip, I was passing through Awka and there was His Excellency, Chief Willie Obiano, commissioning one of the bridges. And this evening, what we have all seen struck me deep because what we have all seen in the documentary confirms my view that in Obiano we have a governor with a vision for the state and much more important than that; with a strategy. There are many leaders who have visions. But there are very few leaders, the world over, and when I say the world over, I’m sure you know that I have had interaction with many countries around the world. There are very few leaders who have strategic capacity. And there we have in Anambra State, a leader who has strategic capacity. I am always pained that Anambra State, endowed as it is with human resources, people who have attained great heights not just in Nigeria but all over the world, but if I may talk about Nigeria, it was very striking that when Nigeria celebrated its 50th Independent Anniversary and the federal government decided to recognise 50 people who were deemed to have made outstanding contributions to the development of the country that Anambra State had five of the 50. And yet Anambra State, until very recently, didn’t have much to write home about. Until very recently, Anambrarians had 80 percent of their assets invested outside Anambra State. For me, that’s a very embarrassing situation. But you couldn’t blame them because in Anambra State, they didn’t have the grounds for bringing back their investments.  But that is changing and changing very fast under governor Willie Obiano.  He is creating the basis for investment in Anambra State. He is creating the basis for attracting Anambrarians to come home and play some role and they are feeling very safe. That is something we should broadcast to our people all over the world. And for that I must say that he encapsulated in the documentary that we saw the different aspects of the development plans. Really, not just plans but activities, because Nigeria is sometimes very good at drawing plans but not very good at implementing them. But here we have a situation where the plans are clear and the implementation is getting on actively as we pray it does. And as was said earlier, I would say jidekwa k ‘iji! I suspect that when you say to somebody that he should hold on to what he or she is doing, it means that he or she is doing very well. So I say jidekwak’iji. And finally, on behalf of the aging group that I represent here, I want to thank you, Your Excellency for the excellent work you are doing in our state and indeed when I go to other states you have given me the reason not only to be proud but also to boast.”

    As would be expected, Anyaoku’s vote of confidence drew a very loud applause. But Anyaoku was not alone. Mr. Ifeanyi Ubah, the Chairman of Capital Oil and Proprietor of Premiership Club, Ifeanyi Ubah FC, who also ran against Obiano in the last gubernatorial race, was full of praises for him. Thanking the governor for an excellent performance, Ubah declared; “Tonight, we have all seen from the documentary that we watched why governor Obiano is The Sun Governor of the Year. I contested the gubernatorial seat with him and it was a keen contest. But what we want is the progress of Anambra State. I am not a sycophant. I have seen that Governor Obiano is not a greedy governor. He is a contented man. Contentment is the key word. Let’s move the state forward. We have so many great men in Anambra State. The time has come for all these great people to rally round the governor so that we can build our state. It is time that we all remember that Anambra is our own and a journey of a million miles starts with a step and a step in the right direction is supporting the government to move the state forward. So, Akpokue, I congratulate you for the award. Don’t be afraid. God is with you.  I will support your second term bid.”

    Following the same line of appraisal, famous Nollywood actor, Pete Edochie wondered whether there would still be some work left for Obiano’s successor to do after he had served two terms in office if he maintained the same work rate throughout his years. In specific terms, Edochie told Obiano – “Many people have ruled Anambra State but it was only you that made Awka look like a state capital. We are immensely proud of you.  In the history of Anambra State, no governor has ever called on the people and they responded in full as they did tonight. You are the only one who has achieved this degree of respect among our people. I watched the documentary that we were shown this evening with awe when I realised that you had only spent two years in office.  In two years, you have covered almost every part of Anambra State. When you have done eight years in office, would there still be some challenges left for your predecessor to handle? We are standing firmly behind you,” he declared in a guttural voice.

    MANAGEMENT of Federal College of Education (Technical) in Umunze, Anambra State, has urged Governor Willie Obiano to save the college from hoodlums which have been terrorising it.

    The Provost, Prof Josephat Ogbuagu, said despite the governor’s successes  in ridding the state of criminal, some hoodlums have not given the college rest of mind. He called on the government to rescue the inhabitants from the criminals in the school community.

    Ogbuagu appealed to Obiano to reinforce security around the college, saying workers were living in fear of the criminals.

    He said the insecurity in Umunze climaxed with the killing of the school’s Public Relations Officer (PRO), Sunday Ike, who was robbed of his car and shot in his family house in Umunze.

    The school’s Chief Security Officer (CSO), Mr Okoli Onyekachukwu, was also robbed at the entrance of the college by hoodlums, who accosted him with a motorcycle and dispossessed him of his valuables, including N330,000 cash.

    Ogbuagu said: “The incessant armed robbery in Umunze has triggered fear among residents and students. Many have been telling stories of attacks and we urge the governor to help in addressing the issue.”

    An employee of the college, Nwafor Chinedu, said life had become unbearable for residents, adding: “Residents now either sleep with one eye closed or remain awake all night, out of fear that men of the underworld who have laid siege to the college community, may come again as they have done several times recently.”

    CAMPUSLIFE gathered that Mr. Emeka Umendu, a lecturer at the Department of Computer Education, was robbed of his Nissan Sport Utility Vehicle (SUV) and other valuables. Another female member of the staff was said to have received threat message from a gang of hoodlums, asking her to send N2 million or they would kill her.
