    PDP, LP, APC battle Obiano over council polls

    Tension is mounting in Anambra State, following the indecision of the state government to conduct local government election after the expiration of the tenures of the current chairmen on January 12, 2016.

    The major opposition parties in the state have called on Governor Willie Obiano to liaise with the Anambra State Independent Electoral Commission (ANSIEC) on a date for the election.

    The People’s Democratic Party (PDP), Labour Party (LP) and the All Progressives Congress (APC) say they would not fold their hands and watch the All progressives Grand Alliance (APGA) government stifle the state.

    While Governor Obiano plans to use sole administrators, who would be politicians, without council members in the 21 Local Government Areas in the state, the APGA leadership is lobbying for a transition committee as often obtained, for the party to be relevant.

    But the current elected chairmen who came into power during Obi’s twilight days in government are lobbying Obiano for extension of their tenures.

    Also, the heads of local government administration want Obiano to hand over the council areas to them, to generated revenue for the state the way it was done during former governor, Obi’s era.

    However, the state chairman of PDP, Prince ken Emeakayi, said in order to avoid anarchy and bloodshed in the state, the best option was for the APGA government to conduct council polls. “I wish to state categorically that anarchy and bloodshed which is looming in Anambra State is avoidable, and that Governor Willie Obiano and the APGA should be held responsible for any breach of the peace, breakdown of law and order in the state.”

    Emeakayi cited sections in the constitution that made it imperative for the governor to conduct council polls after the tenure of the current ones on January 12.

    The state chairman of LP, Comrade Luke Ezeanokwasa, and secretary of APC, Mr Chukuwma Agufugo, told The Nation that their parties would not accept anything from the APGA government except to conduct local government elections.

    Following the confusion, The Nation gathered yesterday that Obiano and the APGA leadership would soon meet with ANSIEC to decide the next move.

    In recent times, some people in Anambra State have continued to criticise Governor Willie Obiano, castigating him as a non performing governor. But in this interview with Nwanosike Onu, in Awka, the chairman of Willie Obiano Support Group, Sir Jude Emecheta, debunks the claims and rather describes the governor as the best thing that has happened to Ndi Anambra.  He also reveals that Obiano will run for second term in 2017, among others. Excerpts

    Is it because Governor Willie Obiano is facing opposition from other political parties that you have Obiano Support Group?

    The Willie Obiano Support Group is made up of Anambra people who saw the vision in the governor to make the state an industrialised state. No country or state can do without industries. Industries all over the world do the employment because government cannot employ all the people in the employment market. That is what the Willie Obiano Support Group is telling the people of the state.

    Is it a fact that Obiano will contest for second term in office as governor of Anambra State in 2017?

    He has no choice. He has a strong vision that will develop the state; so he has no choice but to contest. He can’t even say no and if he says no, we will drag him into it. I am sure he must run. The vision we are talking about is not a two or three year vision, but a vision that will begin to yield fruit in years. So, there is need for a policy framework guided by one with the political will to ensure its implementation. If he decides not to contest again, somebody may say I will continue from where he stopped and the person comes in only to change the framework and create hiccups along the way. The best thing for the governor is to accept to run. For 2017, this group is saying that His Excellency, Chief Willie Obiano must have to run for the second term unless natural disaster takes place which we don’t pray for. He must run to complete what he has started like his predecessor, Mr. Peter Obi, did.

     Peter Obi started with his ANIDS programme which helped to develop all sectors in the state. We were able to see the impact in eight years. So, for Obiano to commence the development of the industrial and agricultural sectors of the state, the state is on track for development and should not be distracted until after eight years.

    With the kind of opposition from the APC and the PDP now against the governor, based on many issues, do you think he can return to the government house? So many people believe that the governor has not moved the state forward like his predecessor.

    Yes, it took his predecessor eight years to impress the people of the state. The day Peter Obi got the biggest ovation in his administration was the day he handed over to Obiano. Okwute (Obi) became a phenomenon, when the people reflected on his administration after eight years. In Peter Obi’s first four years, there was opposition too. I know what transpired then but he came out stronger. One can certainly not write off opposition in the state. The PDP is strong. They can pretend to be quarreling among themselves or pretend to have factions, but the bottom line is that 24 hours before the election, they will come together, go to the field and give you a fight. Now APC is in government and we have Sen. Chris Ngige as a minister. He is also popular in the state and you can’t take it away from him. So, you can’t write off any opposition in the state. Some people are saying he has not done anything but they are not seeing the many things he has done because most of those talking are speaking from opposition. Obiano had told the people his vision for the state and he is keeping to them. You can only judge the political party from that. So, the support group plans to coordinate the 21 local government coordinators and ward chairmen to gather information on how the people feel about Obiano’s administration. We will also educate them on his visions and achievements in spite of the recession all over the world, so that they can relay it to the people at the grassroots. The amount that comes to the state as monthly allocation has reduced from about N4billion to N2.2 billion. So, like I said, we will persuade him to run for a second term in 2017 and we will encourage other political parties to continue to put up opposition. That is what democracy is all about.  People have different views about different things. We accept that. That is what opposition is all about.

    So many people, including his friends, call him names. Is he the type of person that you want to rule Anambra?

    These people you say are his friends that call him a drunk are not his friends. Why I say so is because immediately after his inauguration as governor, a lot of people flocked to his Aguleri home, governor’s lodge and of course, someone who won an election will be happy. A lot of people were coming. Some of them pretended to come and give ideas on how to run the state, and of course, if you come to a man’s house, he will offer you a drink. It could be water or anything. When someone you call a friend visits you and you offer him a drink, you are likely to offer him a glass and you will have a glass to yourself. And when they could not get political favour from him during discussion, they tag him a drunk. Let me ask you a question, every person who drinks, you get to know the person from his school days. A man, who worked as an auditor with Texaco for ten years, worked at Fidelity and rose to become an Executive Director can’t be a drunk. Those who call him a drunk are those who take joy in calling him negative names. I have been to his office and he was busy till 3:30am. And by 5am, to the gym and other activities in the day. If his friends in secondary school, university days; his colleagues at Texaco and Fidelity, do not know, why call him now that he has become a governor at 50 years of age. It is not possible.

    What is the relationship between Obiano, his mentor, Mr. Peter Obi, and the immediate past national chairman of the All Progressives Grand Alliance (APGA), Chief Victor Umeh?

    As human beings we must know that life is dynamic. I can tell you that Governor Obiano comes to stakeholders meeting and praises Peter Obi, asking the people to stand and clap for him, shows deep respect for Obi.  Obiano has not forgotten their friendship, which started perhaps before they met at Fidelity Bank. Obiano has repeatedly said Obi’s vote as a director helped also to make him a Deputy Director at Fidelity. I have never heard his Excellency speak ill of Obi. People stay around and insinuate anything. They are men.  If they ever had anything between them, they will sort it out. They could have differences in the area of policy direction, it doesn’t mean they quarreling.  I still believe they are friends because Obiano after his eight years will still meet Obi out there and remain friends. I believe they have talking relationship.  Neither Obi nor Obiano has spoken any ill against the other, except what their aides have said. I know that his Excellency has cautioned his personal aides to desist from making statements against Obi.

    Wife of Anambra State Governor and founder of Caring Family Enhancement Initiative (CAFÉ), Mrs. Ebelechukwu Obiano has begun distribution of items to widows, orphans and some less-privileged persons.

    The distribution of rice and money for soup condiments to beneficiaries across the 177 communities in the state according to her was part of her community tours which kicked off at Ayamelum and Anambra East, Oyi and Dunukofia council areas.

    She addressed the crowd which comprised beneficiaries from the various communities and members of the All Progressives Grand Alliance (APGA) in the respective council areas at St Joseph’s Field, Anaku, Ayamelum and Otuocha, Anambra East.

    She said she came to ensure that indigent women, widows and orphans in the communities do not have a bleak Christmas.

    Other items donated to the beneficiaries to enable to celebrate the Christmas included bags of fertiliser, cassava stocks, hundreds of bags of rice plus N3, 000 each to 20 women and widows, school bags and writing materials, among others.

    Mrs. Obiano thanked the women and members of the community for turning out en masse to welcome her, assuring that she would continue to train and empower the people in order to be self-reliant.

    She challenged those who wanted to be empowered to identify and register with her NGO in order to benefit from the empowerment and training programmes organised from time to time.

    She noted that the gesture was made possible through the support and donations of philanthropists and well-meaning persons to her pet project, CAFÉ.

    She stressed that her efforts were targeted at supporting the good governance of her husband, Chief Willie Obiano.

    Describing her husband as an action governor, Mrs. Obiano informed the people that old people in the state were being paid stipends monthly despite the lean resources of the state government.

    In his remarks, former chairman of local government area and State Secretary APGA, Mr. Tony Ifeanya thanked Mrs. Obiano for empowering the people of his area, even as he commended Governor Obiano for attracting Coached Farms to Anaku.

    Obiano to World Bank: declare emergency on erosion

    Anambra State Governor Willie Obiano has urged the World Bank to declare a state of emergency on gully erosion in the state.

    He made the call when members of a World Bank-Food and Agricultural Organisation-Federal Government Supervision Mission paid him a courtesy visit at the Governor’s Lodge in Amawbia.

    Obiano informed the visitors led by Dr. Amos Abu that the state had a land mass of 2,855sq km out of which almost a quarter is terribly affected by gully erosion.

    He said there were about 950 active and rampaging sites, lamenting that it would be a disaster in the next five years in the state if nothing was urgently done to support the state in checking the menace.

    He called for a special United Nations’ intervention that would effectively bail the state out of the present predicament, which he described as another emerging disaster.

    But he commended the World Bank for its current level of intervention in the state through the Nigeria Erosion and Water Management Project (NEWMAP).

    He further appealed to the Bank to consider Anambra State as a special case by increasing the number of sites in its intervention priority list.

    Obiano promised that the state would continue to fulfil its counterpart funding obligations, despite the current economic situation.

    The World Bank Task Team Leader for the NEWMAP project, Dr. Amos Abu had informed the governor that the team was in the state to evaluate the progress of work at the gully erosion sites in the State.

    He expressed satisfaction with the progress observed in the Omagba, Abagana, Amachalla and St. Thomas Aquinas/Nero’s plaza erosion sites in the State.

    He assured Obiano of the Bank’s readiness to partner with the state in a swift and resounding way as it concerned erosion menace in the state.

  • Obiano Vs. Obi: Of incumbent and incubus

    It seems like an obsession now. Hardball would never been able to fathom why the sitting governor of Anambra State, Governor Willie Obiano, would resort to what is coming out as a life-long contest with his predecessor (and some say his benefactor). One had always thought that winners made jokes while losers were left to lick their wounds. But in this Obiano versus Peter Obi instance, the reverse seems perplexingly the case.

    There seems to have been no love lost between the incumbent, Obiano and his predecessor, Mr. Peter Obi and the animus may have begun right from the handover day as keen-eyed people noticed the eerie mirthlessness of the new ‘kid’ on that momentous day. It seemed not to matter that Gov. Obiano was being handed the biggest prize in the land almost on a platter; he was not amused. And a feud festered between the twain for 19 months.

    Last week, Gov. Obiano seemed to have moved to enact a final onslaught against the large, overhanging shadow of his predecessor. Oh yes, it must be this cloud that may have become an incubus over the incumbent. Obi left office in a blaze of glory so to speak showcasing a glittering performance and leaving a feat rare in this clime: not a dime of debt.

    This of course is a tough act to follow not to talk of surpassing in an age of official brigandage and impunity. Hardball envies not the incumbent: it is alike contesting against a deity; an annoyingly unfair contest. What’s to be done? Pull down the totem, trample it, make it ordinary, vitiate his essence and mortalise him!

    This was exactly what happened last week when Gov. Obiano moved to demystify the Obi mystique and legacy. The N75 billion claimed to have been reserved in the treasury of Anambra State for his successor and posterity must finally be debunked and Obi unmasked. It is a phantom sum, they say.

    It is mere N9 billion and not N75b says Prof. Solomon Chukwulobelu, SSG, (well, shall we thank goodness for small mercy).

    And let’s take this quote straight from the Obiano camp, dear reader, so that you might judge by yourself: “Obviously worried about the final verdict of history on his administration, Obi made frantic efforts in the final months of his tenure and invested the sum of $155 million or N26.6 billion in Eurobonds and other foreign denominated securities held with Access Bank, Fidelity Bank and Diamond Bank…” With the naira vastly depreciated now, see the wisdom in this investment today!

    What more is to be said than to admonish the incumbent to worry more about the final verdict of history on his own administration.  A governor who has no record of borrowing one kobo over eight years, yet has some surplus in the banks deserves respect and commendation and awards in today’s Nigeria, and not vilification. Hardball feels strongly about this singular principle and commends it to other governors.

    That N26.6 b in Eurobonds could have been N26.6 b in bank loans and salary arrears and unpaid pension and gratuities. This is indeed the story in most other states. Obiano must quit this mortal combat with his predecessor’s shadow and set about creating his own legacy. Time is short!

    •Sure I did, ex-gov insists

    The brewing animosity between Governor Willie Obiano of Anambra State and his benefactor, Peter Obi, blew into the open yesterday after the government publicly dismissed repeated claims by Obi that he left N75 billion in government account as untrue.

    It said that contrary to the impression created by Obi that he bequeathed a tidy purse, the Obiano administration inherited only “N9 billion cash and N26 billion near cash” as well as contract liabilities to the tune of N185.1 billion.

    But Obi, in a swift reaction yesterday, said the government action was a deliberate attempt to misrepresent facts.

    Addressing reporters yesterday at the Government House, Awka, the Secretary to the State Government, Professor Solo Chukwulobelu, said the clarification had become pertinent in view of the ground the rumour of the N75 billion was gaining in the social and traditional media in the country.

    “The N75 billion was not there; it was not handed over to anybody. At best it can be half truth,” he said.

    He added: “In the real sense, what the Obiano administration inherited from Obi was N9 billion cash and N26 billion near cash.

    “Based on the figures detailed above which are taken from the handover notes from the previous administration to the current administration, it is evident that the actual and voluntary cash investments made by the previous administration amounts to approximately N35.5 billion consisting of mobilisation paid on contracts for shopping malls and hotels, cost of two business parks in Onitsha, investments in Eurobonds, amongst a few others”

    “Items such as counterpart funds held jointly with domestic development finance institutions, land contributions, FGN refunds differences in bank balances and investments made directly by the federal government on behalf of the three tiers of government totaling approximately N39.5bliilon have been reclassified as “illiquid investments””FGN receivables” and “involuntary investments”

    “However, to provide a true and fair picture of the state’s net position on March 17, 2014, the investments handover notes ought to have captured current liabilities and contingent liabilities also borne by the previous administration as at the time of handover.

    “To put this context, the total portfolio of inherited projects valued at approximately N185 billion was however not captured in the breakdown of the handover notes.”

    Governor Obiano himself declared yesterday that he is going for a second term in office “and nobody can stop me.”

    The governor, on an inspection of the Nkpor section of the Onitsha/Enugu Expressway said: “I am going to stay eight years in office and nobody can stop me.”

    He asked for the refund of the N25b which he said the state government spent to rehabilitate federal roads in the state.

    N10billion was spent by the Obi administration and the remaining N15billion by his administration, Obiano stated.

    Meanwhile, Obi’s spokesman, Mr. Valentine Obienyem, said the State government was off the course in denying that the last administration left behind N75billion.

    Obienyem wondered why it took government two years to come up with its position.

    He gave a breakdown of the funds purportedly left by Obi as follows: N27billion in local currency investment; N26.5 billion in foreign currency investment; N28.1 billion in Certified State/ MDS balances.

    He said: “Even in the final handover document, Obi deducted N10 billion approved federal government refund as well as the salary, pension, gratuity, money on certificates raised on contracts for the month of March, which all amounted to N5 billion before arriving at the balance of over N75 billion he bequeathed his successor.

    “As a financial expert, Obi went to his end of tenure event with Gov. Willie Obiano and said all this in the presence of all the Bank MDS in whose banks the monies were.

    “In fact, as at March 17th when he handed over, he got all the certified statements of Anambra’s accounts from the banks these monies were and handed them over to his successor.

    “If they were confused on where the monies were, why would they not call Obi who kept them to explain the whereabouts to them as much as he knew?”

    On the liabilities allegedly left by Obi, Obienyem described it as another misrepresentation of fact.

    He said it was not that only the figures they gave were incorrect Obi paid contractors owed by his predecessors and did not owe a single contractor before leaving office.

    “Are they saying he should pay for contracts awarded but not yet executed before he left office?

    “Did his successor not run his campaign on the premise of continuity before the people voted him?”, Obienyem asked.

    Obiano, Umeh and the future of APGA

    Anambra State Governor, Willie Obiano, appears to be fully in charge of the All Progressives Grand Alliance (APGA) amid silent grumblings from some party leaders, reports Remi Adelowo

    Since his inauguration as Anambra State Governor about two years ago, Chief Willie Obiano has left no one in doubt that he would brook no dissent to his leadership of the All Progressives Grand Alliance (APGA).

    Early signs that the governor was not willing to play second fiddle to his predecessor, Peter Obi in the running of the state and the party emerged minutes after he took the oath of office at the Alex Ekwueme Square in Awka, the state capital, say sources within and outside the state.

    Following the formal handover by Obi, some party leaders had requested the new governor to see him off to the airport as a mark of respect and courtesy, but it was a blunt Obiano, who allegedly declined without offering any further explanation or reason for his action.

    Stunned beyond words, the party leaders however took the governor’s action in their strides. But that was not all. In subsequent days, weeks and months, the governor reportedly ordered top government officials to severe their ties with Obi, while warning of dire consequences for disobedience.

     

    A crisis foretold?

    For keen watchers of Anambra politics and the events leading to the election of Obiano as governor in 2014, it came as a shock the fall-out between the two men whose relationship dated back many decades.  Apart from being childhood friends in Onitsha where they grew up, two men were also school mates at the prestigious Catholic Secondary School, Onitsha and Christ the King College (CKC).

    And until he ventured into politics, Obiano was an Executive Director at Fidelity Bank, a financial institution Obi is believed to have substantial interest. It was strongly believed then that Obi allegedly preferred the Aguleri-born chartered accountant and banker above other aspirants to succeed him, as he regarded him as the only person loyal enough to “watch his back” when he leaves office.

    Though there are conflicting reports on why the two men went their separate ways, one side of the argument has it that Obi felt betrayed that his bosom friend had from the outset of his administration, made several efforts to obliterate his legacies as governor.

    Obiano’s administration had hardly taken-off before Obi left APGA for the Peoples Democratic Party (PDP) ostensibly to campaign for a second term for ex-President Goodluck Jonathan.

    However, some of his loyalists in the state were of the view that Obi left APGA out of frustration, since he was allegedly shut out of the mainstream of the party and the new government of the state.

    Obi himself attested to this when he stated through his spokesman, Val. Obienyem that for several months following his nomination as the Chairman, Board of Trustees (BOT) of APGA, the National Working Committee (NWC) of the party refused to confirm him.

    But Obiano’s grouse, according to sources, is Obi’s decision to leave APGA, a move he sees as a deliberate ploy to undermine his governorship. At some point, Obiano’s supporters had accused Obi of blocking Obiano from having access to the Presidency.

    It was further alleged that Obi was instrumental to the mass exodus of members of the House of Representatives from the state to PDP with the intention of crippling the party in the state.

    But speaking at the ceremony to mark his one year in office, Obiano denied any rift with Obi, saying, “On a personal note, we don’t have any problem. He was three years my junior in school. He was my chairman at the bank. Honestly, his vote made me an executive director at Fidelity Bank. He led the team that invited me to join his campaign. We are not fighting for anything. He chose to go to PDP and I am in APGA. That is an ideological difference; that is the main problem. I can’t see him come here and say APGA people should vote for PDP.”

    He said further, “I want to assure you that on personal ground, we don’t have any problem, but we have ideological problem because he believes that he has finished with APGA and APGA is gone. Then I assured him that under my watch, APGA will be better and bigger than he left it. That is the motivation for me to do many things for APGA to prove a point that you cannot rock the boat that made you. You want to sink it as you leave, so they can say you were in this party and when you left, it died.”

     

    Reconciliation that failed

    Shortly before and after the last general elections, Obi of Onitsha, Igwe Alfred Achebe, had during a visit of former President Jonathan requested him to reconcile Obiano and Obi.

    Surprised by the monarch’s demand, Jonathan immediately asked the two prominent citizens of the state to act in response to the traditional ruler’s appeal.

    Initially, both Obi and Obiano were reluctant to shake each other, but following the insistence of Igwe Achebe, they hugged and patted each other’s back. But as it later turned out, that “reconciliation” was just for the camera and not deep seated.

     

    Obiano eases out Umeh

    With Obi out of the way, Obiano unarguably became the APGA leader. With the support of the then National Chairman of the party, Chief Victor Umeh, the governor was seemingly unstoppable.

    It was soon Umeh’s turn to lose out in the power game. His ambition to contest the Anambra Central senatorial seat in the last general elections, sources say, was his undoing.

    Curiously however, Umeh wanted to retain his chairmanship seat while still running for the senatorial election. But the governor would have none of this. He reportedly asked Umeh to choose either the chairmanship seat or running for the Senate. Umeh opted for the latter. Step in Victor Ike Oye as the new National Chairman of APGA.

     

    Umeh plots comeback

    But as soon as Umeh lost the senatorial election to Uche Ekwunife of the PDP, sources disclosed that he made spirited attempts to stage a comeback as the National Chairman, a move that was resisted by the governor and his supporters.

    Expectedly, Umeh is seething. Sources close to him disclosed that he is angry with the governor for allegedly “using him to get Obi out of APGA only to dump him afterwards.”

     

    What does future hold for APGA?

    Can APGA presently in control of one state, Anambra, hold its own before and after the 2019 general elections? This is the big question on the lips of watchers of party politics in the country, some of whom fear that the party, as presently constituted, may be consumed by ruling APC or PDP within the next few years.

    A few months ago, rumours were rife that Governor Obiano had allegedly concluded negotiations with the national leadership of the APC to defect to the party, a report he later denied.

    Shortly before President Muhammadu Buhari was inaugurated into office on May 29, Obiano had visited him in his private residence in Abuja, a development which further fuelled the rumour mill that the governor was on his way to APC.

    But speaking to journalists later, the governor dismissed the rumour, saying, “It (defection) is not correct. I will remain with APGA and work very closely with Mr. President.”

    Whether Obiano will stick to his words or ditch the platform that brought him to limelight however remains to be seen.

    Obiano signs N95.2b housing MoU

    Anambra State Governor Willie Obiano has signed a Memorandum of Understanding (MoU) with Affordable Building Concepts International Limited to build 10,000 housing units for workers.

    The project, according to Obiano, will cost an estimated $476.1m (N95.2b) and will occupy 200 hectares of land.

    The governor hoped that the project would bring relief to Ndi Anambra, especially civil servants who lived far away.

    “This is the third MoU we are signing on housing. We hope that these will go a long way in ameliorating our housing challenges.

    Chairman of Anambra State Investment Promotion and Protection Agency (ANSIPPA), Igwe Cyril Enweze said the project would promote urban development and modernisation, even as it provided affordable housing for the people.

    “The project will generate 1,500 direct jobs during the construction phase, as well as about 6,500 indirect employment of which 75 per cent will be dedicated to Ndi Anambra.”

    Obiano to pay bills of accident victims

    Anambra State Governor Willie Obiano has commiserated with the people and monarch of Umuchu, Igwe Goddy Ezechukwu, on the death of their kinsmen in an accident on Sunday. He promised to offset the medical bills of injured victims.

    Obiano made the promise yesterday when he visited the scene of the accident.

    Twenty-five persons were killed when a lorry conveying firewood rammed into a crowd as they closed the New Yam festival.

    Obiano assured the people that palliative work would begin on Umuchu-Umunze road to forestall a recurrence. He directed officers of the Federal Road Safety Commission (FRSC) to ensure that motorists did not exceed the speed limit.

    He instructed them to confiscate vehicles that were not road worthy.
