Hit ground running, avoid wasteful spending, Oborevwori tells LG chairmen

Delta Gov. Sheriff Oborevwori has charged newly elected local government chairmen and vice chairmen in the state to hit the ground running and avoid wasteful spending.

The governor gave the charge while swearing in the newly elected LG chairmen and vice chairmen on Monday in Asaba.

The News Agency of Nigeria (NAN) reports that the Peoples Democratic Party (PDP) won all the 25 LG Council Chairmanship seats in the election held in Delta on Saturday.

He said that the election was a true reflection of the efforts put in by the PDP through rigorous campaigns across the state.

The governor said the election was adjudged free, fair, credible, peaceful and devoid of violence, during and after.

He lauded the Delta State Independent Electoral Commission (DSIEC) and the security agencies for ensuring that the process was hitch-free.

He also thanked the people for making the process a success by defying the downpour to  vote candidates of their choice in the election.

Oborevwori said, “It goes without saying that you need money to run a successful administration.

“Please, note that the statutory allocations for the last three months are intact.

“I, therefore, expect you to hit the ground running by embarking on visible infrastructural projects that can be commissioned.

” You must shun wasteful spending and extravagant lifestyle.

“Let your administrations be characterised by modesty, fiscal discipline, prudent management, judicious allocation of resources, and excellent project delivery.”

He also charged the chairmen to stay close to their people and not become itinerant chairmen who operate from the state capital while abandoning the people in the community.

Oborevwori urged them to expand their tax nets to increase their internally generated revenue, but with consideration of the impacts of the economic situation on the people.

While congratulating them on their victories, the  governor advised the officials to have regular meetings with security agencies in their areas of jurisdiction, for the purpose of maintaining law and order.

“To the elected council chairmen, I urge you to reciprocate the huge mandate that has been given to you by giving preference to the needs and aspirations of your people with a view to delivering good governance.

” You must discharge your duties with sincerity of purpose, impartiality, compassion, fairness, and justice.

“I expect you to work assiduously for the actualisation of the MORE Agenda.

“You should address the recurring problems of insecurity, poverty, unemployment, and environmental decay in your local government areas,” he said.

On the LG autonomy, the governor reiterated Delta’s support for the Supreme Court  judgment, adding that the state government had never tampered with council funds.

“Rather, the state government has often had to augment the allocations to the local government councils to enable them meet their financial obligations.

“Aside from statutory allocations, I expect you to improve on your Internally Generated Revenue and ensure it forms a sizeable chunk of your revenue.

“However, I must caution that the need to boost your IGR must be carefully balanced with the needs and expectations of our people.

“You must be careful not to overtax an already burdened populace reeling under the painful effects of the current economic hardship,” Oborevwori said.

Responding on behalf of others, Oshimili North Council Chairman, Chief Innocent Esewezie, thanked the governor for finding them worthy and appreciated the people for reposing their faith in them to serve.

He assured that they would work to justify the reason for the position while pledging their resolve to key into the M.O.R.E. Agenda of the governor to spur development of the state.

M.O.R.E Agenda stands for “Meaningful Development; Opportunity for All; Realistic Reforms and Enhanced Peace and Security”.

    …”You should maintain fiscal discipline”

Delta state governor, Sheriff Oborevwori, has charged newly-elected chairmen and vice chairmen of the 25 local governments to embark on viable infrastructural projects.

He urged them to ensure modesty, fiscal discipline, prudent management, judicious allocation of resources, and excellent service delivery.

Oborevwori also tasked them to avoid profligacy typified by wasteful spending and extravagant lifestyles but to address the recurring problems of insecurity, poverty, unemployment, and environmental decay in the various local government areas.

The governor gave the charge while swearing in the chairmen and vice chairmen in Asaba, the state capital.

He advised the chairmen to stay close to the people by operating from their area headquarters and warned that they must shun the unhealthy practice of running the local governments from offshore, especially Asaba and Warri.

Oborevwori said: “To the elected Local Government Council Chairmen, I urge you to reciprocate the huge mandate that has been given to you by giving preference to the needs and aspirations of your people with a view to delivering good governance.

“You must discharge your duties with sincerity of purpose, impartiality, compassion, fairness, and justice and I expect you to work assiduously for the actualization of the MORE Agenda.

“As the third tier of government closest to the people, you need to improve the environmental sanitation in your communities. Our urban centres are riddled with filth as a result of improper waste disposal and poor sanitation habits of our people.

“I will like to see you step up in this regard by devising proper waste disposal measures while embarking on an aggressive public enlightenment campaign to educate our people on good sanitation habits.”

Oborevwori, who reiterated that the state government does not tamper with local government funds, said he welcomed the Supreme Court’s ruling on Local Government autonomy, emphasising that statutory allocations to the local governments in the state for the last three months remained intact.

He said as the then Speaker of the State House of Assembly, they voted for autonomy for the Councils during the 5th Constitution alteration session.

“I, therefore, expect you to hit the ground running by embarking on visible infrastructural projects that can be commissioned.  You must shun wasteful spending and extravagant lifestyle.

“Let your administrations be characterized by modesty, fiscal discipline, prudent management, judicious allocation of resources, and excellent project delivery.

“As Speaker of the Delta State House of Assembly, we advocated for financial autonomy for the legislature and judiciary.  The House also voted YES to Local Government autonomy during the Fifth Alteration of the Constitution of the Federal Republic of Nigeria.

“Therefore, the Supreme Court judgment on financial autonomy for local government councils is a welcome development. Actually, Delta State Government has never tampered with local government funds. Rather, the state government has often had to augment the allocations to the local government councils to enable them to meet their financial obligations”, he said.

While charging the Chairmen to improve on their internally generated Revenue, Governor Oborevwori cautioned against overtaxing an already burdened populace reeling under the painful effects of the current economic hardship.

He said: “Your success on this job will also depend on your ability to work seamlessly with your Vice Chairmen, the legislative arm, and other critical stakeholders in the Local Government Area. Please, avoid running a one-man show.

“You must demonstrate the political sagacity to manage the local politics, and the administrative acumen to be all-inclusive to ensure peace, stability, and cohesion in your domains.”

He expressed appreciation to the Delta State Independent Electoral Commission, DSIEC, for conducting free, fair, and credible elections and to the security agencies for ensuring peace and security throughout the exercise across the state.

The chairmen are Emmanuel Bazim Chinye, Aniocha North; Jude Chukwunkwike, Aniocha South; Dagidi Andaye, Bomadi; Julius Takeme, Burutu; Augustine Ogedegbe, Ethiope East; Christian Onogba, Ethiope West; Monday Odigwe, lka North East, Jerry Ehiwarior, lka South; Godwin Ogorugba, Isoko North; Warri Ovoke Friday, Isoko South; Vincent Osilonya, Ndokwa East; Obi Nzete, Ndokwa West; and Isaiah Esiovwa, Okpe.

While congratulating the new chairmen and the Peoples Democratic Party (PDP) on the resounding victory at the polls on Saturday, Governor Oborevwori said it was a product of weeks of grassroots campaign in which they did not take for granted and thanked the good people of Delta State who, despite the heavy downpour, came out and voted for the leaders of their choice.

The Chairman of Oshimili North Local Government Council, Innocent Esewezie, who spoke on behalf of his colleagues expressed appreciation to the governor and leaders of the PDP in the state for the opportunity given to them to serve at the grassroots level of governance.

He commended the electorate in the various local government areas for endorsing their candidature through the electoral mandate given to them at the polls and assured them that they had adopted the MORE Agenda of the governor and would not betray the confidence reposed in them.

Council autonomy: Delta not perturbed by Supreme Court’s judgement, says Oborevwori

Delta state governor, Sheriff Oborevwori on Saturday, July 13, said the state government has no issue with Supreme Court’s judgement on local government autonomy.

He affirmed faith in the transparency of the local government polls in the state, saying that it reflected his personal faith in democracy and due process.

Oborevwori said that the state government had over the years supported financial autonomy for legislature and the judiciary.

Speaking with reporters, shortly after voting at Unit 33, Osubi Ward 6 in Okpe Local Government Area, Oborevwori said the state believed in autonomy for the Local Government, hence he did not constitute Caretaker Committees for them at the end of the tenure of their immediate past chairmen.

He said: “When I came in, I did not constitute transition committees here in Delta State because I am not in support of transition committees and the Heads of Personnel Management (HPMs) were in charge for three months to enable us conduct elections and, today, by the grace of God, we are having our elections and early next week, those who won would be sworn in.

“The Supreme Court judgment has no effect here in Delta State because we don’t tamper with local government funds.

“As a former Speaker, we were in the forefront of the issue of autonomy for the legislature and the judiciary. So, that judgment does not affect us here in Delta State.

“In the past, the State Government cleared monies owed by Local Governments in the state. JAAC (the Joint Accounts Allocation Committee) is just a monitoring process to ensure transparency,” Oborevwori added.

The governor expressed joy in the transparent process, adding that the elections remained free and fair.

Oborevwori said: “When we did the grand finale of our rally in Asaba, I said that we want free and fair elections and that is what we are doing now.

“I came through that same process of free and fair elections and with all the opposition, I won by a very wide margin.

“I have been up since monitoring the process and now I am here to cast my vote and having cast my vote, I am sure that the PDP will be victorious by the grace of God.

The governor urged the incoming local government chairmen to be focused and not be distracted, adding that they are the closest government to the people at the grassroots.

Gov Oborevwori pledges gender parity in the appointment of permanent secretaries

Delta Governor, Sheriff Oborevwori, announced yesterday that the state has achieved gender balance in the appointment of Permanent Secretaries, with 23 men and 17 women holding the positions.

He made this statement in Asaba, the Delta capital, during a courtesy visit by the Forum of Female Permanent Secretaries led by Dr. Mininie Oseji, the Permanent Secretary of the Ministry of Environment.

Governor Oborevwori expressed satisfaction with the performance of the Permanent Secretaries and urged them to continue their efforts in supporting his MORE agenda.

He assured that the state would continue to create a conducive work environment for civil servants and provide opportunities for their training and retraining to ensure maximum productivity.

He said: “We are trying our best to ensure that our civil servants live a very good life even after retirement. On the issue of mass transit in Asaba and Warri, we actually need it now that people are clamouring that there should be no Okada in Asaba.

“Since the ban on Okada in Asaba and its environs, the crime rate has reduced. Initially, I was reluctant, but, today, we thank God for the decision because it is paying off.

“We will think of the best solution to provide mass transportation for Deltans, especially the civil servants, to go to work.”

A group, Neo Black Movement Of Africa (NBM), has commended Delta Governor Sheriff Oborevwori for what it described as his renewed commitments to the overall development of the State.

The body’s national President Olorogun Ese Kakor made the commendation while speaking to news men immediately after the commissioning of Emevor-Orogun road phase 1, in Isoko North by Governor Oborevwori, as parts of the activities to mark his one year in office.

While noting that the Governor had decided to complete strategic projects specifically designed to impact positively on the lives of the people in a particular area across the state in his first year in office, Olorogun Kakor described the Governor as a true leader who genuinely have the wellbeing of Deltans at heart.

Kakor, a prominent member of the Independent Petroleum Marketers Association Of Nigeria (IPMAN) in the State, also commended the Governor’s initiative for approving the phase 2 of the project, stressing that it goes to show he is ready to ensure diligent work rather than half hazard projects.

“You will also agree with me that the Court buildings would go a long way in creating an enabling working environment for the judiciary workers in the state and enhance their performance on the job, in order to accelerate the dispensation of justice,,” he stated.

He further praised Oborevwori for his effort in seeing to the completion of various projects embarked upon by his predecessors even in a record time, adding that this is the beauty of having a visionary leader at the saddle.

  • Oborevwori as a Promise Keeper

    Oborevwori as a Promise Keeper

    • By Fred Akporuno

“Don’t be afraid to celebrate a promise when kept. In doing so, you are embracing the potential for a better world.” – Unknown

Keeping promises is one of the hallmarks of a true leader; it indicates a strong sense of responsibility, and portrays him or her as a person that can be trusted and depended upon. Essentially, to be a promise keeper is doing what you say you will do. The leader who makes a habit of keeping his or her promises forges a stellar reputation for dependability, reliability, and trustworthiness. God is the perfect example in this regard. He says what He means, and means what He says. When the twelve spies returned from spying the land of Canaan, they reported to the congregation of Israel that the land “truly flows with milk and honey” just as the Lord had told Moses.

Leaders at all levels are required to follow God’s example and be persons of honour and integrity. In fact, that is what He expects from them because the scripture eloquently proclaims that “there is no authority except from God, and the authorities that exist are appointed by God.” Hence, parents are expected to keep their promises to their children, employers are expected to keep their promises to their employees, and political leaders are required to fulfill their promises to the electorate.

However, if we must be sincere to ourselves, governments all over the world often fail the integrity test when it comes to keeping their promises. This is particularly worse in developing countries where the struggle for power is driven by selfish ambition, crass opportunism, and mindless greed. The end justifies the means for these desperate power mongers who will readily promise heaven and earth to hoodwink the electorate into voting for them but only to renege on their promises once they get into power. Some of us still remember with disgust how the former President of Nigeria disowned the party manifesto upon which he rode to power.

The spectre of broken promises and unfulfilled dreams, exacerbated by the profligate lifestyle of some of those in leadership positions are the major reasons why there is a such a huge trust deficit between the government and the governed in Nigeria. There is such deep scepticism and cynicism among the populace that even when a sincere leader comes around, he is viewed with the same suspicion and disdain.

It is in this light that I find Governor Sheriff Oborewori’s first year in office quite compelling. I listened intently to his speeches at the Annual Praise Day and the commissioning of the ultra-modern High Court Complex in Asaba, and was fascinated that he kept emphasising the point that he is keeping his promises to the people and residents of Delta State. The Governor is correct in demanding that he be assessed based on the promises he made while campaigning for office. Just like you cannot claim a promise that God has not promised you in the Bible or through prophecy, you also cannot judge a political leader outside of what he promised to do if elected into office.

In this wise, I dare say that Oborevwori has acquitted himself creditably. Aside from completing all inherited projects as promised, he has also performed well on all indices of development. The strides the Governor has made in the public service are very encouraging. Some may not fully appreciate the impact of liquidating the outstanding promotion arrears to serving and retired civil servants, or helping the local governments to settle the thorny issue of pension liabilities, or fulfilling his promise to the judges to give them new vehicles. However, those directly involved know the importance of the Governor keeping his promises to them.

Those who try to belittle the governor’s achievements by pooh-poohing the completion of inherited projects are either irredeemably moronic or have allowed petty partisan considerations to becloud their sense of reasoning. As we can see at the federal level, President Tinubu is commissioning projects, which he completed but were started by previous administrations. There is just so much an administration can do in one year. In my book, Governor Oborevwori would become the hero of Delta State if he completes the Trans Warri-Ode Itsekiri Road (with nineteen bridges) and the Ughelli-Asaba road dualization, which were started sixteen and twenty years ago respectively.

I am excited that the Governor is fulfilling his promise of rebuilding Warri after what seemed to be years of neglect. I can only hope that the current momentum is sustained and that the contractor keeps to his own side of the bargain. I am eagerly looking forward to a new Warri when those three flyovers, Cloverleaf Interchange, and several inner-city roads are completed. It would certainly mark a new dawn for Warri, and some of us cannot wait to see the oil city regain its pride of place in the federation. Politics and sentiments aside, I think Governor Oborevwori is on the right track and, if he sustains the current trajectory, will possibly end up being the most successful Governor of the state despite the mountain of criticisms that seem to trail his every move.

The Majority Leader, Mr Emeka Nwaobi (PDP-Aniocha North) who is the Chairman of the Committee in his report, noted that the committee after thorough investigation recommends that Omonade be sounded a note of warning against future occurrence.

He also recommended that the suspended lawmakers should carefully study the rules of the House, knowing that laws were universal and could be domesticated in any state or country without anyone being accused of plagiarism.

Nwaobi also recommended that the suspension of Omonade be lifted, having apologised.

In their various submissions, Mr Oboro Preyor (PDP-Bomadi) and Mr Austine Uroye (PDP-Warri South I) supported the recommendations of the committee.

The committees’ recommendations which were unanimously adopted by members, when put to a voice vote by the Speaker, Mr Dennis Guwor, was seconded by Mr Edafe Emakpor, the Minority Leader.

Oborevwori in his letter explained that the upward review of the electricity tariff from N31.74 per kilo to N75  per Kilo watts became necessary due to the current economic realities to enable the company sustain its services to the State.

Oborevwori however noted that the State government through the ministry of Energy recommended a reviewed amount of N63 per kilo watts inclusive of VAT, hence the approval of the house was being sought for.

The Majority Leader, Mr Emeka Nwaobi (PDP- Aniocha North), moved a motion for the Assembly to receive the governor’s letter for consideration.

JUST IN: Delta govt bans Okada, scavengers in Asaba

Delta state government has banned the use of commercial motorcycles, otherwise known as “Okada” as a means of transportation within the state capital territory.

The state government also banned scrap metal scavenging, otherwise known as ‘iron condemn’, in the state capital, Asaba.

The Secretary to the State Government (SSG), Kingsley Emu, who spoke to reporters in Asaba, said the ban became necessary due high crime rate committed with Okada and reported cases of vandalism of public facilities by the scavengers.

He said the ban would take effect May 25 but strict enforcement would commence June 1, 2024.

The SSG clarified that the ban implied that no ‘iron condemn’ cart pusher would operate in any part of the State Capital Territory after May 31, 2024, adding that commercial motorcycle operations had also been prohibited in some parts of the Capital Territory not covered by the earlier ban.

He said an adequate sensitization campaign would be embarked upon before enforcement, adding that the ban was not targeted at any particular tribe, but in the interest of peace and security.

He said: “The biggest news on traffic regulations is the ban or prohibition of commercial motorcycles, popularly known as Okada, effective tomorrow. All Okada riders in Delta State capital territory area, all the streets, are banned forthwith.

“If you are caught, we will confiscate and destroy the okada as well as other massive sanctions in terms of fines and a possible jail term.

“This decision has become imperative arising from the huge security challenges that we have. Our people are openly violated, families are raped and the people who commit these crimes easily run away on Okada.

“In Delta Capital Territory Development area, it’s total and outright ban in all the areas. It is important that we do this to protect the lives and property of people.

“We understand that there are some few innocent people but the preponderance of crime being perpetrated with Okada has necessitated this decision. It has been a major issue at the Security Council meeting severally and, thereafter, Exco concluded today.

“There are also other designated streets in Ethiope East, Ika North East, Oshimili North, and South, Sapele, Uwvie, and Warri South Local Government Areas affected. These regulations have been enforced since 2012, 2013, and 2014, with improvements on them.

“But it has never been operational. All these regulations came at the peak of security challenges. When it was a little bit under control, it was relaxed and there were no strong sanctions to deter people. It has now become imperative that it must be enforced.

“We are going to give up till 31st of May for people to adjust and comply. Effective June 1st, all the security agencies will be engaged to enforce compliance. We will crush all the seized Okadas in the public place.

“Oshimili North and South have also, in their respective By-laws, banned ‘iron condemn’ or scrap metal scavenging. Effective tomorrow, we expect them to wind down their activities and as of the 1st of June, enforcement will start.

“We do know the type of havoc these people have brought to the system, how our transformer cables have been vandalised, and even assets in our private homes.

“We cannot fold our hands as a state. Laws are always made in the interest of the larger population. We will give enough notice to them. We will publicise all the streets involved.”

Oborevwori decries under development of South-South

Gov. Sheriff Oborevwori of Delta on Tuesday,  decried the receding coastlines, declining aquaculture and extreme weather conditions as measure hindering the sustainable development of the South-South region of Nigeria.

The governor stated this at the 13th Extraordinary General Assembly of the Forum of traditional rulers in the South-South region  in Asaba.

The  theme of the meeting is “Strengthening Stakeholder Collaboration for the Development of the South-South Region: The Role of the Traditional Institutions.”

He said that environmental decay impacts negatively on the ecosystem.

Oborevwori charged the traditional rulers to remain pillars of integrity and fairness, mediating conflicts and upholding justice in their various domains without partiality.

“There is no doubt that you occupy a unique and very critical place in governance.

“Today, we gather to recognise the pivotal role our traditional rulers play in the fabric of our community.

“You are the custodians of our rich heritage and the guardians of our cultural values.

“As we face the challenges of the modern world, you are uniquely positioned to bridge the gap between the communities and the government.

“As our traditional rulers you are to foster unity in diversity.

“As you meet for this auspicious occasion, I urge you to encourage your people  to embrace education and innovation, while preserving our invaluable traditions,” he said.

Oborevwori charged the traditional rulers to help to promote inclusiveness, ensuring that every voice was heard and every individual is valued.

“Work closely with the government and private organisations to bring developmental projects to your regions, especially in infrastructure, healthcare and education.

“One of the major challenges of development we face in the South-South region of this country is that of environmental decay.

“It impacts negatively on our ecosystem. This is evident in our receding coastlines, declining aquaculture and extreme weather conditions,” he said.

He, however, lauded the traditional institution for the vital roles played in developmental strategies and policies through mobilisation.

“I am aware that these days, you have perfected the utilisation of Alternative Dispute Resolution (ADR) methods to avoid the longer process of litigation.

“Given the essential roles you play, I advocate that the traditional institution deserve specific mention and functions in our Constitution. You deserve it,”he said.

The President of the Senate, Sen. Godswill Akpabio, represented by Sen. Joel Onowakpo-Thomas, described the meeting as timely.

He  called on government at all levels, politicians and other stakeholders from the region, to synergise with traditional rulers in finding effective solutions to the challenges bedevilling the area.

In his remarks, the Minister of State for Petroleum, Sen. Heineken Lokpobiri, said there was an urgent need to involve traditional rulers in peace building.

He said that there was need to fight against oil theft, illegal bunkering and unrest in the region.

The minister said that increased oil production would bring more resources into the region for its development.

The  Chairman, South South traditional  forum, King  Edmund Daukoru, Ningi XII, Amanyanabo of Nembe Kingdom, said  that Nigeria’s development gaps was  due primarily to lack of cooperation and synergy between stakeholders.

He said there was lack of consultation with traditional institutions by almost all tiers of government.

Daukoru said  that the traditional institution had been increasingly marginalised with each constitutional amendment.

“To the point where we are now entirely becoming out of the purview of the Constitution of the land we once undisputably led,”he said.

Earlier,  Chairman,   Delta  Traditional Rulers Council, retired Maj.-Gen. Felix Mujakperuo,  said the vision of the forum was to synergise and  address the challenges of insecurity and under-development,  as well as promote peaceful co-existence.
