2015 is year of change –Oshiomhole

Governor Adams Oshiomhole of Edo State says the New Year 2015 will be an important one for Nigerians to vote for change and get the country back to the path of greatness, rather than the present system at the federal level where nothing works.

According to him, “this year presents Nigerians with a unique opportunity to vote out the party which produced bad leaders who buffeted us with different excuses and fed us with empty rhetoric on why Nigeria is yet to achieve her greatness, after being in the saddle for 16 years.

“In 2015, Nigerians must rise in unison to elect credible leaders who will rise above the lethargy of the PDP government to confront the challenges facing the nation.

“It is ironic and saddening that while they preach to the downtrodden masses to tighten their belts and prepare for austere times, they continue to display nauseating indifference to the plight of the people by coming up with a war chest running into several billions of naira to prosecute a project to further impoverish the people.

“However, as progressives, we remain optimistic in the Nigerian project and we urge the people to join us and avail themselves of the opportunity next year to punish these bad leaders with our votes and ensure that the desired change is achieved for the benefit of all.

“We must resist their plots to use ethnicity, religion and other clannish tendencies to divide us. We must never forget that poverty and bad governance are not defined by religion or ethnicity but by inefficient leadership.

“This is why the time for change is now, more than ever before. “In Edo, we promise to redouble our efforts in the New Year, in spite of the lean resources accruing to the state, to complete many of the on-going projects and initiate new ones for the benefit of our people.

“As we have always promised, our dear state will be the cynosure of all eyes in the country as we will leave the state far better than we met it in terms of human and infrastructural development.

“While wishing our people a blissful and bountiful New Year, we urge them to continue to support the state government in its drive and determination to move the state to the next level.”

Oshiomhole laments non-sharing of excess crude account

EDO State Governor Adams Oshiomhole said yesterday that the inability of the Federal Government to share excess crude account in the last 18 months had distorted his administration’s developmental plans.

Oshiomhole, who spoke when the Association of Enigies from Edo South visited him yesterday, said: “Over the past 18 months, we have not shared the excess crude account and yet, the account is empty. Sometimes, we are told they have taken money from it to fund subsidies, including subsidy on kerosene.

“But your royal highnesses, there is nowhere in your domains where kerosene is sold for N50. So, in the name of subsidy, large sums of money are being stolen.

“Things are tough now around the country because the Federal Government mismanaged our national resources, and what is being stolen, nobody agrees it is being stolen. What is arguable is: who is responsible for this stealing?

“The amount that is allegedly stolen is huge, such that whereas we have the capacity to produce about 2.4 million barrels a day, what accrues into the Federal Government account is less than 1.8 million barrel a day.

“From the last time we had a meeting, the handouts they distributed shows that sometime for a period of two weeks, we were losing as much as 700,000 barrels a day, and that has been on for the past 12 years.”

The governor noted that he was unable to understand why, suddenly, Nigeria could not protect its territorial waters since the boundaries and the people had not changed.

Oshiomhole said at the peak of the Niger Delta militancy, Nigeria was still exporting about two million barrels of crude a day.

His words: “Then how can we explain that after we have resolved the issue of militancy in the Niger Delta, we have rehabilitated the ex-militants and even awarded contracts to them, that we are losing as much crude oil as that to oil thieves. To the best of my knowledge, there is no major known person, who has been prosecuted and convicted for oil theft in a way that reflects the magnitude of what is allegedly stolen

“What this means is that our budgets have not performed over the past 3 years, whereas the budgets have been based on an average of between $77 to $78 and $79 a barrel.

“The average price of Nigeria’s sweet crude has been around $108 per barrel. That gives a surplus of over $30. Ideally, we ought to be saving $36 per barrel and 2.3 million barrel a day over the past three years. And if you look at these numbers, you will find that what we have in our excess crude oil account should be over $30 billion. But as we speak, we have barely $3 billon in our excess crude account.

“Now oil price has dropped to $60 and because we have not saved, the naira is undergoing devaluation. Already as low as N180 per dollar and I believe by February when the elections are over, nobody is going to want to hold the naira.

“Wherever the election goes, I expect that the naira will hit over N200 per dollar. The inflationary consequence of that is prices of everything will go up and part of the vicious cycle of the devalued naira in the manner that is being done is that the price of petroleum products imported in dollars will go up in naira and government will be asking people who are already poor to pay more money for petroleum products.

“I see this vicious cycle setting in and people are likely to get poorer and that will lead to more tension and we already have our fair share of insecurity.”

He urged the royal fathers to pray for Nigeria, saying: “The year that is coming is going to be a very tough one. Pray for Nigeria, 2015 will be tough”.

On state projects, the governor said the Central Hospital complex would be completed and ready for use by August next year, while contractors would be mobilised to site on the 2nd East Circular road in the new year.

Also, the governor said 16 roads had been identified in the GRA for rehabilitation and contractors have already bid for the projects, saying the roads would be completely fixed in the first half of next year.

He said: “It’s not that government is unwilling to work on roads in GRA, but because of the lean financial resources.”

Responding, the Ogiegbaen of Egbaen hailed the governor for the achievements recorded by his administration.

He pledged that the Enigies would continue to support his government with prayers and advice to enable him succeed.

  • Why PDP must go in 2015, by Oshiomhole

Why PDP must go in 2015, by Oshiomhole

Edo State Governor Adams Oshiomhole has urged Nigerians to reject the Peoples Democratic Party (PDP) at all levels in the 2015 general elections.

The governor noted that as long as the party remained in power, Nigerians would remain in darkness.

Oshiomhole spoke yesterday when he received over 2,000 defectors from Oredo and Egor local government areas, led by Mr. Festus Osaretin Oviawe and Igbe Kingsley.

The governor said the choice before the people in the next elections is to choose between darkness and change.

He said: “In 16 years, Edo State has gained nothing from the PDP besides the resurfacing of the Ofosu-Benin road and the attempt at the dualisation of the Okene-Benin road, with all its imperfections. They were forced to embark on it after we cried out that how could they dualise the road from Abuja and stop abruptly in Okene without extending it to Edo?

“In 16 years, after spending over $25 billion, we still have no light. Now, they have shared the electricity company to their friends and associates. “As long as they remain in power, Nigerians will remain in darkness. Our companies will remain shut and the economy will be subjected to the vagaries of instability of the international oil market.”

Accusing President Goodluck Jonathan of abandoning Edo, Oshiomhole said: “He (Jonathan) got 95 per cent votes from Edo. What has he done in Edo? What has he done in Benin City? The Queen Edo erosion was caused by the Federal Government. I have written several letters to them to come and fix the mess. Yet, they ignored us and gave money to Delta and Kogi states.

“See the newly refurbished airport in Benin. I was there and the roof was leaking during the rain. Is that the kind of government we still want in Nigeria?  No way!

“For too long across Nigeria, the PDP has buffeted us with untruth, lies, deceit, empty promises, at the political level and the economic front. They have run short of lies and they have run short of excuses.

“It is not possible for a he-goat to live long to become a sheep; it can’t also become a ram. A he-goat will always be a he-goat. The PDP can never change. I think you all will also agree that they are aware that they need to change. But the more they try to change, the more they remain the same.

“You know before my election in 2012, I remember they were shouting: ‘This is new PDP!’ I was saying what is new? The head is the same old PDP and it has become even older now, almost approaching a hundred. So, the head has not changed and so the body couldn’t have changed. But they know they have nothing to change. We will sweep the PDP away from Abuja.”

  • Community hails Oshiomhole,Tinubu

The Ewohimi community in Esan South East Local Government area of Edo State has expressed gratitude to Governor Adams Oshiomhole for providing it with a General Hospital.

The facility named after the governor’s late wife, Clara, was inaugurated at the weekend by the national leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu.

The town’s traditional ruler, Lord Peter Ojeifo, hailed Asiwaju Tinubu for being part of the historic occasion.

The community said Oshiomhole’s commitment to the development of the town is unparalleled, pointing out that but for the commitment of the Comrade Governor, Ewohimi would have remained confined to the backwaters of underdevelopment.

“Today, we are hardly able to contain our joy over what Oshiomhole has done for us as a people. Today, we can talk about good roads in Ewohimi and here we are celebrating the commissioning of a hospital that has raised the status of our town in no small measure,” Lord Peter said.

He added that the people of Ewohimi were equally grateful to Asiwaju  Tinubu for finding time to be in Ewohimi.

“You know how rare it is to have people like Asiwaju Bola Tinubu to be outside of Lagos if the issue is not national. But today, he came to Ewohimi to be part of this historic event. It is a rare privilege for me and my people. We want him to know that we are honoured by his presence.”

  • Benin residents hail Oshiomhole over road projects

Benin residents hail Oshiomhole over road projects

Thousands of residents of Evbuogida, Oronmiyan and Useh down to Egor market in Egor Local Government Area trooped out yesterday in Benin City to welcome Comrade Adams Oshiomhole as he commenced inspection of various projects in the area.

Governor Adams Oshiomhole who expressed joy with the high level turn out of the people advised them to be peaceful and to imbibe the philosophy of good work which he says “is the only weapon to fight the power of darkness”.

Oshiomhole said, “now that the rain is beginning to subside, though we still have some  rainfall, but no longer every minute as it used to be and as you can observe along the road, Hi-Tech Construction Company is back to site.

“So, I decided to come myself to see the state of the roads and other on-going projects. As you can see, the contractors are already back and we are hopeful that as the dry season fully sets in, contractors will remain at project site to continue their work.”

Continuing he stated: “The Siluko Road project like I always tell you will continue from Upper Siluko Road to Siluko and it is a dual carriage road. When completed, it will go with street lights,” he maintained.

Governor Oshiomhole however advised residents of Egor community and indeed the entire Egor Local Government against the urge to sell their houses adding that the value of houses in the hitherto abandoned areas will soon go up and the landlords will benefit and thanked the people for their continuous support and prayers.

He said: “Whatever the other people in opposition are doing, be rest assured that the devil is always a liar. The only way to punish the devil is to do good, once you do good to people, devil minded individuals will be in trouble. When you hear them misusing their television to tell lies, they are wasting their time.

“They have been in government before now, they created the mess that we are addressing. They will not stop us, we must address and complete everything we have started because the way to punish darkness is to keep your light on.

“Once your light is on, darkness must disappear,” Oshiomhole asserted.

He reassured the people that his government would keep faith with its electioneering promises adding that the essence of governance is to impact on the citizens. Speaking with journalists at Oronmiyan quarters shortly after the inspection of the on-going projects, a frontline woman politician and the erstwhile woman leader of the defunct Social Democratic Party (S.D.P.) in the third Republic, Mrs. Grace Obaseki described Governor Oshiomhole as a messiah sent to rescue the people from the “valley of Bacca” orchestrated by the 8 years’ rule of the People’s Democratic Party (P.D.P) in the state.

Mrs. Obaseki said that, Governor Oshiomhole can’t be compared with any other past governors in the state. “Even the opposition party know this and that is why they are using all means to deceive the people and paint the present government in bad faith,” she stressed.

Some of the projects site inspected include the on-going storm water projects at Siluko by Textile Mill junction and that of the Teachers’ House. Others were walk-ways and drainage system at Egor and Oronmiyan areas among others.

  • Oshiomhole congratulates Osinbajo

    Oshiomhole congratulates Osinbajo

EDO State Governor Adams Oshiomhole has congratulated Prof. Yemi Osinbajo, SAN, on his selection as the vice presidential candidate of the All Progressives Congress (APC).

Oshiomhole, who spoke in Benin yesterday, described Prof. Osinbajo as a man of deep intellect with a heart for social justice.

Oshiomhole said: “I wish to congratulate my brother and friend, Prof. Yemi Osinbajo, on his emergence as the running-mate to our flag-bearer, General Muhammadu Buhari, in the forthcoming presidential election.

“Personally, I have followed Osinbajo’s remarkable legal career, particularly his stint as two-term Lagos Commissioner for Justice and Attorney-General. He impressed me even further as a member of the legal team that argued my case at the court after PDP stole my mandate in the 2007 governorship elections in Edo.

“In the 18-month titanic legal battle, I came to appreciate his prodigious intellect with the insight and illuminations he often brought to our conversations. During his outing in Lagos as Commissioner for Justice, he acquitted himself creditably as a committed legal luminary who deployed law as a veritable tool for social engineering in a way that benefitted the common man.

“I, therefore, have no doubt that he would continue in that illustrious tradition by working together with General Buhari to actualise the dream that our great party, All Progressives Congress (APC), represents, for the benefit of our dear country held down by PDP’s misrule of the last 16 years.”

  • Edo pensioners hail Oshiomhole

    Edo pensioners hail Oshiomhole

The Edo State Council of the Nigeria Union of Pensioners (NUP) has hailed Governor Adams Oshiomhole for releasing funds to the State Pension Board and Local Government Staff Pension Board to pay their gratuities and pension arrears.

The council called for an upward review of the funds.

It noted that what was being released was “grossly inadequate compared to the number of pensioners on queue”.

EDO State NUP Chairman Ikponmwosa Omoragbon spoke at the 12th National Pensioners Day celebration.

The union leader urged the government to harmonise pension payment.

Omoragbon listed the problems of local government pensioners as non-payment of entitlements, neglect of primary school teachers and non-placement of primary school teachers on pension payroll.

NUP President Dr. Andrew Afolayan called for the establishment of a Federal Ministry of Pension Affairs and the Aged to enhance pension administration and management.

He said the establishment of such a ministry was necessary following the failure of previous government measures on pension administration.

Afolayan said the annual pensioners’ verification used some methods that had created fake names into the list from the Office of the Head of Service, causing the early death of more pensioners.

The NUP president said the contributory pension scheme was unworkable because there were difficulties in compliance by the private sector and some state governments.

He noted that many of those who embraced the contributory pension scheme but failed to remit funds to pension fund administrators (PFAs) could not be sanctioned.

Afolayan called for the probe of cases of alleged pension rackets, which led to the stealing of billions of naira of pension funds.

He said this had ridiculed Nigeria in the comity of nations.

  • Niger Delta Report causes changes at Benin Musuem

Niger Delta Report causes changes at Benin Musuem

Niger Delta Report cover story on the state of the Benin Musuem has brought about changes in the monument. Governor Adams Oshiomhole visited the edifice after reading the report.

Permanent Secretary of the Edo State Ministry of Environment and Public Utilities, Major Lawrence Loye, who faulted the report was chided by the governor.

He was fixated and speechless during the visit of Oshiomhole to the Benin Museum after the Niger Delta Report published a report about the unkempt surroundings of the Benin Museum ground. Fun seekers had in the report lambasted the state government for spending a fortune to beautify the Museum ground only to leave it to rot away.

The verdict of Oshiomhole to Major Loye was “You have abandoned your duty.”

Millions of naira was spent to erect a musical water fountain and provide an artificial garden at the Museum which is a located at the heart of Benin City. It was renamed Oba Ovoramen Square.

The Museum surrounding became an eyesore as the artificial garden was overgrown with weed. Parts of the perimeter fence had fallen due to vehicles crashing into them.

Oshiomhole did not hide his displeasure as he lampooned Major Loye for allowing infrastructure at the place to rot away.

The governor was taken aback when Loye informed him that officials of the Oredo Local Government promised to erect the broken fence.

An angry Oshiomhole said: “Perm Sec, you guys have decided to abandon your work. Is this now a local government territory?”

Loye replied: “We had problem with the museum people. They are on strike and they said we want to take over their property. We are still in court.”

“Did the judge tell you not to maintain it and you gave this part to the museum for maintenance?” Oshiomhole quipped.

“We are in court sir,” Loye said.

The governor queried again, “But is there any injunction preventing you from cutting the grass?”

“Those in charge of beautification are supposed to clear it and they have started,” Loye said.

“Look at this place, the heart of Benin City. You have no policy to deal with those who destroy the fence.”

Loye explained: “We don’t know where the vehicles are. Nobody has been able to tell us where the vehicles are.”

Oshiomhole was peeved when he walked inside the museum and saw a bush bar and restaurant erected at a place where some structures were pulled down.

Oshiomhole said: “Have we not removed illegal structure here? Who gave out the permission? We remove something and you bring them back. Who gave you authority to allow illegal structure here? Why did you return them back? Is this place meant to be a mama put? Remove this thing within 24 hours.

“This is forest. You are making conflicting statements. You have the powers to give out that place but you don’t have the powers to clean this place. Does that make sense to you. Don’t make excuses. You guys have abandoned this place.”

Loye replied that the bar was meant for relaxation.

Some officials of the National Commission for Museums and Monuments, who were overjoyed by the governor’s visit, blamed the state intervention in the affairs of the museum ground as responsible for the unkempt premises.

The officials, who pleaded anonymity, said Oshiomhole kicked against closing the museum gate at 5pm.

According to the official, “We used to do green tourism and control when people come in here. Governor Oshiomhole came and asked me to leave the museum gate open. The government would give the place out and we will be cleaning the mess.”

A visit to the place showed that much of the overgrown weeds have been cleared, and the bush bar removed.

Before the Oshiomhole administration, the museum mainly attracted tourists, who came to sight the huge collection of archaeological, historical and ethnographical artifacts on display. Much of the place was also used for recreational activities during festive periods and public holidays.

However, as part of  Oshiomhole’s urban renewal project, the museum was given a facelift – but not without a battle on who owns the land. Oshiomhole demolished some supposed illegal structures erected on the Benin Museum ground to make way for the beautiful garden planted along and built a water fountain, which changed the landscape of not only the museum ground, but the scene around the famous Ring Road. The cost of the resuscitation and fountain is believed to be over N200m. The water fountain was erected at a place where a disused, smelly pond once laid.

The now beautiful museum ground attracts thousands of visitors weekly. It was reception venue of choice for newly wedded couples, who not only go there for the social activities of after-wedding reception, but to have the scenic beauty of the surrounding engraved in their wedding albums. Families and visitors to the city and residents choose the museum and its expansive ground place for their picnic outings. The sights of gaily dressed children running and playing around, beautiful couple and old holding hands and swaying to the silent music of their company, became a common sight.

But things fell apart after some time. Hard times fell upon the museum ground once again. The sordid sights around the once beautiful ground were reminiscent of the pre-Oshiomhole. Although the beauty remains, the museum ground was like a pretty woman aging ungracefully. Our check revealed a place badly in need of repair and maintenance. Large part of the lawn where visitors used to sit for relaxation was overgrown with weed. The artificial rocky garden constructed around the water fountain was also badly in need. The  sparklingly blue water spurting from tiny needles  became algae-ridden pool.

The report on this sad state of the facilities around the musuem in this pullout was what led Oshiomhole to visit and caused changes there.

  • 29,000 persons employed by Edo state govt –Oshiomhole

29,000 persons employed by Edo state govt –Oshiomhole

Edo State Governor, Comrade Adams Oshiomhole yesterday revealed that over 29,000 persons cutting across the 18 local government areas, have been employed by his administration .

He said 25, 000 were from the rural areas and were  employed for the maintenance of markets and roads across the state.

Oshiomhole said about five thousand were also employed into the state neighborhood watch.

The governor who disclosed this while receiving the former minister of state, works, Engineer Chris Ogiemwonyi into the All Progressive Congress said the neighbourhood watch will work with all the security agencies in state, serving in community policing.

Oshiomhole who said the APC do not need violence to win election in Edo State, added that: “We will use our voters card to bury PDP which is already dead in Edo

    State.”

  • Oshiomhole: Six years after

On November 12, 2008, Adams Eric Aliyu Oshiomhole, was sworn as governor, Edo State. It was a special moment for the state and its people for several reasons. Remarkably, it was the culmination of the resilience of the people, who voted and stood by him when anti democratic forces tried to rob him of the mandate they gave willingly to him, and the judiciary that resisted machinations of the powers-that-be to give a verdict in favour of a popular choice.

The nation became better for it as the judiciary stood resolute on the side of the people. In addition, it was a turning point for the entire state as it marked the beginning of what is now popularly referred to as the ‘new narrative’.

While making the solemn pledge to turn the state around like never before, he underscored his desire to be a people’s governor by seeking their consent to be referred to as “Comrade Governor.”

Uniquely, his pledge was an unambiguous desire to give the state a fresh breath in terms of people-oriented, physically verifiable development projects that will stand the test of time. The pledge became necessary because the supposedly democratic administrations before him ruined and wrecked the state economy without any attempt to upgrade basic public infrastructure on the pretext that the state had no money.

A few years into his administration, Oshiomhole eroded the no-money myth by proving to be a man of his words. Decades after the historic performance left by Dr Samuel Osaigbovo Ogbemudia, who, as military administrator of old Bendel, left a telling record of infrastructural development, Oshiomhole recreated that long gone era as structures, after hope-rising structures began to fill available spaces in all the nooks and crannies of the state. It was not a surprise that the people decided to give a unanimous second term endorsement in all 18 local government areas despite subterranean subterfuge by those put to shame by his performance.

Importantly, Oshiomhole was not given an unassailable second term approval by the people on flimsy grounds. Between his inauguration and the end of his first term, they witnessed an unprecedented, self evident and widespread development projects spread across every sector, including economy, education, works, health, environment/public utilities, etc, in every senatorial zone, every local government area and every town. With him, the people became convinced that the state had truly become a very positive new narrative.

Before the coming of his administration, Edo State economy was in ruins. Though oil revenue was high, the greater part of whatever accrued from it found its way into the pockets of those elected by the people. It didn’t matter to them that the people they represented suffered. For instance, roads and public schools became so wrecked that an urgent surgical revival was needed to avert total collapse. Midway into the administration, roads in the city centre, including Akpakpava, Five Junction, Mission, Airport, Sapele roads, etc, became self-evident proofs that the administration meant business. Further from the capital, there are too many to be mentioned here. In addition, the administration embarked on a deliberate renovation and reconstruction of public schools, public health institutions and streets, designed and completed with covered drains, walkways, street lights, etc, also in all the 18 local government areas. The health sector witnessed the same level of turn around.

Remarkably, the administration kept the momentum despite dwindling returns from federation allocations and internally generated revenue.

With the accruing monthly allocations from the federation on the decline, from N3.8 billion to N2.8 billion, the administration took to the internally generated revenue option which moved up from its less-than-N300-million revenue before the advent of the administration to its present status of between N1.4 to N1.5 billion. Yet, Benin City, the state capital is about the cleanest compared to some of its neighbours with over N10 billion monthly federation account allocation.

In the education sector, the new narrative is known as the red roof revolution. Public schools in the state only compared with poultry farms before the advent of the Oshiomhole administration. At best, most of them had no roofs, making teaching and learning near impossible tasks during rainy seasons.

All that has changed as the administration went on a deliberate education rebirth policy that resulted in the rehabilitation of old and construction of new school buildings, complete with red roofs and every other facility conducive for learning. The new structures are found in all the 192 wards of the state. Education is not only free for both primary and secondary schools, the administration also made transportation free for all uniformed children both in private or public schools riding on the comrade buses.

Edo State ranks as one of the state with the best network of roads. However, they were hardly motorable until the current administration took effect. Since then, things changed for the better as roads from the capital down to the local governments have become a beauty to behold in terms of their look and functionality. Among others, Akpakpava, Five Junction, Mission, Airport, Sapele roads, are proofs of the changes the administration brought to bear on roads reconstruction and rehabilitation.

Oshiomhole has taken upon himself some ambitiously near impossible task and turn them around. The Azura/Edo Independent Power Project and Edo Water Storm project are obvious examples. The former is a $100 million project and the first Nigerian power project to benefit from the World Bank’s risk guarantee status, covered by the global bank’s Partial Risk Guarantee structure for developing needs of emerging global markets. It is very credible evidence that the state is a viable centre for global investment hob.

The latter is a vast labyrinth of huge drainage system under construction to serve as a permanent solution of the endemic drainage challenge in the state capital. It is designed to empty the water deluge from all over the city to either the Ogba or Ikpoba River. For all his efforts, the Benin crown prince, Eheneden Erediauwa, described Oshiomhole’s performance in the following words. “I don’t know of any governor that has developed Edo Dtate in terms of infrastructure as Oshiomhole.”

•Omoarelojie writes from Benin City, Edo State.
