    I will ensure PSC is allowed to execute its constitutional mandate – Bala Usman

    The Special Adviser to the President on Policy and Coordination and Head, Central Results Delivery Coordination Unit, Ms. Hadiza Bala Usman on Monday vowed to work to ensure the Police Service Commission (PSC), is allowed to execute its constitutional mandate.

    Bala Usman gave the assurance when she led a strong delegation on an engagement meeting with the leadership of the Commission to identify areas of support required for effective service delivery by the Commission. 

    She said, “We will look at your mandate and will ensure you are allowed to do your work. We will de-bottleneck the problems and we will have a PSC that stands alone and not an attachment of any Ministry.

    The presidential aide said the objective of the working visit; “is to strengthen the collaboration between the Police Service Commission (PSC) and the Ministry of Police Affairs and clarify the role of PSC in the achievement of the Presidential Area on Strengthening National Security for peace and prosperity.”

    Chairman of PSC, DIG Hashimu Argungu (rtd) who led the Commission’s team, told the visitors that the Commission is presently faced with the twin problems of inadequate funding and unending and surreptitious attempt to hijack its mandate. 

    Arugungu noted that the Commission is grossly underfunded and incapable of effectively and efficiently executing its constitutional mandate of Police recruitment, promotion and discipline, adding that this anomaly is also worsened by a struggle by different and divergent interests to hijack its mandate and dilute its efficiency and effectiveness.

    He said the Commission is committed to leverage on its established Policy of accountability and Transparency, to herald a Police Force ready and prepared for 21st Century policing.

    He mentioned inadequacy of staff returns from the Nigeria Police Force, institutional conflicts, limited nationwide presence, inadequate funding and public trust deficit as some of the areas of support the Commission requires from the visiting team.

    According to him, “One of the key problems the Police Service Commission is facing is unnecessary interference into its Constitutional and statutory mandate” adding that the Central Result Delivery Coordination Unit should assist the Commission fence off these interlopers and ensure that the Commission is allowed to do its work.

    According to a statement issued by the Head, Press and Public Relations, Ikechukwu Ani, the PSC Chairman complained on the envelope budgetary system which ” creates a ceiling in the budgeting process thereby limiting funding to the core Functions of the Commission. 

    Argungu recommended “an independent budgeting system for the Commission that gives it the ability to submit its budget directly to the Presidency noting that ” the PSC act of 2001 Section 15(1) mandates the Commission to submit its estimate of expenditure and income during the next succeeding year, not later than 30th September in each year to the President. “

    The PSC team at the Meeting included Justice Paul Adamu Galumje, JSC retired, Honourable Commissioner representing the Judiciary, DIG Taiwo Lakanu rtd fdc, Honourable Commissioner representing the Police and Chief Onyemuchi Nnamani, Secretary to the Commission.

    PSC declines promotion of 176 ASPs, elevates 952 to DSP

    The Police Service Commission (PSC) has withheld the promotion of 176 Assistant Superintendents of Police (ASPs) after confirming they had retired from service.

    It also declined promotion for three officers suspected of having died.

    The commission, however, approved the elevation of 952 ASPs to the next rank of Deputy Superintendent of Police (DSP) during its first plenary meeting of the 6th Board in Abuja.

    PSC Chairman, retired Deputy Inspector General of Police Hashimu Argungu, announced the decisions at the session, warning officers to uphold discipline and avoid unauthorised actions.

    A statement issued by the PSC spokesperson, Ikechukwu Ani, quoted Argungu as saying, “The Commission also declined the promotion of 176 ASPs found to have retired from Service and another 3 suspected to have died.

    “The Commission will no longer tolerate diversionary and unauthorised actions by serving Officers, especially when they have duly established channels to ventilate any grievance.”

    He assured the newly promoted officers that the PSC would continue to safeguard their career progression.

    Some of the newly promoted officers include Maidawa Yakubu, Edwin Thomas, Chagga Yakubu, Sabo Hassan, Omini Dickson, Bassey Alobo, Enyinnaya Ejimadu, Grace Okon, Rose Bassey, Fidelis Offorbuike, Adamu Isa Audu, and Ofem Uket.

    Others are Elvina Ochia Chukwu of the FCID Special Fraud Unit, Lagos; Kyrian Igwe, Enugu State Command; Ndidiamaka Onwude, B Division, Abakaliki; Rosemary Obianuju Egbo, Area Command, Warri; Tabitha Gotan, Uya Bassey Johnson, Abia State Command; Elizabeth Ajik, NPF-NCC, FCID; Sunday Prince Ajaegbu, 44 PMF Force Headquarters, Abuja; and Deborah Danjuma, SPU Base 7, Abuja.

    Also elevated were Olowu Yetunde Olatunde, Ogun State Command; Felix Okpaleke, 32 PMF, Abakaliki; Zakka Bulus, FCT Command, Abuja; Kudirat Elegba, SPU Base 2, Lagos; Isioma Omodion, Delta State Command; Ukpabio Ayi Akiba, Rivers State Command; and Edna Emeh Bassey.

    The commission confirmed that its approval for the promotions had been forwarded to the Inspector-General of Police through a letter signed by the Secretary to the Commission, Chief Onyemuche Nnamani.

    PSC warns states against hijacking police recruitment slots

    Ahead of the 2025 Cadet ASPs and Constables recruitment exercise, the Police Service Commission (PSC) has cautioned state governments against hijacking recruitment slots allocated to them.

    PSC Chairman, retired Deputy Inspector General of Police Hashimu Argungu, gave the warning on Thursday during a stakeholders’ consultative meeting with representatives of the 36 states and the Federal Capital Territory (FCT) in Abuja.

    The meeting, themed “Collaborative Approach for a Transparent and Equitable Police Recruitment Process”, focused on fostering cooperation between the PSC and state governments to ensure fairness in the exercise.

    Argungu stressed that while the Commission is committed to working with states to guarantee a transparent and equitable process, it will not condone any attempt to take over recruitment slots at the state level.

    The Nigeria Police Force (NPF) on Thursday advised its officers and the general public against lobbying for special promotions.

    NPF warned that any attempt to influence the promotion process through unofficial means will attract severe disciplinary action.

    According to a statement issued by the Force Public Relations Officer, DCP Olumuyiwa Adejobi, the warning comes amid increasing pressure from some officers seeking special recognition following the recent accelerated promotion of certain personnel.

    Adejobi said the recent promotions were not arbitrary but based on a structured reward system established by the police leadership to honour officers who demonstrated exceptional bravery, professionalism, and dedication to duty.

    NPF emphasised that only those who met the set criteria benefited from the exercise.

    The force also debunked claims by an unnamed online platform alleging that the Force had embarked on indiscriminate promotion.

    It described the report as false, misleading, and an attempt to tarnish the integrity of its promotion process.

    Adejobi said the Force reiterated its commitment to upholding professionalism and meritocracy and urged officers to remain disciplined and focused on their duties in service to the nation.

    The statement reads in part, “The Nigeria Police Force has observed with concern the growing wave of lobbying and unofficial requests directed at the Inspector-General of Police and the Police Service Commission by certain officers seeking special promotions. This surge was triggered by the misinformation being spread by certain media platforms following the recent approval of accelerated promotions for a number of deserving officers who have distinguished themselves through exemplary service.

    “The Force wishes to categorically state that these accelerated promotions were not arbitrary but were part of a well-structured reward system, set up by the police leadership, aimed at recognizing officers who have demonstrated outstanding performance, uncommon bravery, professional excellence, and commitment to duty and the officers who benefitted were those who met the standardized guidelines for such accelerated promotion. The recent exercise does not signify the commencement of a general or indiscriminate special promotion scheme.

    “In light of recent misleading reports sponsored by a particular online platform suggesting that the Police Force has initiated arbitrary promotions, the Nigeria Police Force firmly cautions the public to disregard such falsehoods. These reports are baseless, misleading, and intended to undermine the integrity of the Force’s promotion process. The NPF remains committed to transparency, merit, and due process in all personnel decisions.

    “Furthermore, officers are strongly cautioned against lobbying or attempting to influence the promotion process through unofficial means. Such conduct is unethical, undermines the principles of meritocracy and professionalism, and will attract severe disciplinary action in accordance with extant laws and regulations.

    “The Nigeria Police Force reiterates its commitment to a promotion system anchored on integrity, verifiable merit, and honourable service to the nation. Officers and men are hereby urged to remain dedicated, maintain discipline, and continue to discharge their duties with pride and distinction”.

    The Senate on Wednesday approved the nomination of Deputy Inspector General of Police, Uba Ringim (Rtd.) and three others for appointment as members of the Police Service Commission (PSC).

    Other nominees as members of the PSC are Hon. Justice Paul Adamu Galumje (Rtd), Abdulfatah Mohammed and Justice Christine Ladi Dabup (Rtd).

    The resolution of the Senate followed its consideration and adoption of the report of the Senate Committee on Police Affairs that screened the nominees during plenary.

    President Bola Ahmed Tinubu had in a letter to the Senate in November 2024, called for the confirmation of the nominees for appointment.

    The letter reads in part: “In accordance with the provisions of Section 154(1) of the Constitution of the Federal Republic of Nigeria, 1999, (as amended), I am pleased to present for confirmation by the Senate, the appointments of the under-listed four (4) nominees as Members of the Police Service Commission;

    “While it is my hope that the Senate will consider and confirm the nominees in the usual expeditious manner, please accept, Distinguished Senate President, the assurances of my highest consideration and personal regards.”

    The Police Service Commission (PSC) has approved the appointment of six Deputy Inspectors General of Police and the promotion of the Commissioner of Police Enugu State Command, Uzuegbu Kanayo, to the next rank of Assistant Inspector General of Police.

    The new Deputy Inspectors General of Police are Sadiq Idiris Abubakar, Commandant Police Academy, Wudil, Kano.

    He was former Commissioner of Police, Federal Capital Territory; CP Peacekeeping Operations and Coordinator, Police Special Forces; Benjamin Nebolisa Okolo, former AIG, Zone 16, Yenagoa and presently AIG Department of Information Communication Technology, Force Headquarters Abuja and Williams Adebowale, Commandant, Police Staff College Jos.

    Others are Bzigu Yakubu Kwazi Bali, AIG FCID, Annex Enugu; Idegwu Basil Ukuoma, AIG Zone 14, Katsina; and Adebola Ayinde Hamzat, AIG Zone 16 Yenagoa and former Commissioner of Police, Oyo State Command. He was also a former CP Border Patrol, Force Headquarters, CP Crime Prevention and Community safety; Deputy Force Secretary and currently AIG in charge of NPF Counter Terrorism Unit, CTU, Force Headquarters Abuja.

    CP Kanayo Uzuegbu Commissioner of Police Enugu State Command promoted to the next rank of Assistant Inspector General of Police was a former Assistant Commissioner Operations Zone 9, Umuahia; Area Commander, Owerri; Area Commander Karu, Nasarawa state; Commander Switch Operation Switch, Port Harcourt; Deputy Commissioner Finance and Admin Edo State Command, DCP, state CID, Osun State and Commissioner of Police Operations, Communication, Force Headquarters, Abuja.

    The Commission also approved the appointment of Commissioners of Police for Oyo and Enugu State Commands.  CP Ademola Johnson, Principal Staff Officer to the Inspector General of Police, was appointed CP Oyo State. He was also a former Deputy Commissioner of Police Delta State Command. CP Mamman Bitrus Giwa was appointed CP, Enugu State to take over from newly promoted AIG Kanayo Uzuegbu. CP Giwa was the former DCP Operations Kaduna and Imo State Commands; ACP Police Mobile Force, Force Headquarters Abuja; and CSP A, Commissioner of Police Mobile Force, Force Headquarters, among other postings in the Police Mobile Force.

    The Commission also approved the promotion of eight Chief Superintendents of Police to the next rank of Assistant Commissioners of Police.  They are Abdullahi Kamba Usman, Sani Abdu; Ifeanyi Owo; Vincent Orole; Elisha Atikinkpan, and Margaret Okonkwo. Others are Alhasan Aliyu Guga and Imo Owinizi Ezekiel.

    The newly promoted senior Police Officers were subjected to written examinations and interactive oral interviews.

    According to a statement issued on Tuesday by the Head, Press and Public Relations, Ikechukwu Ani, the Chairman of the Commission, DIG Hashimu Argungu rtd presided over the sessions with Justice Paul Adamu Galumje, Justice of the Supreme Court rtd and Honourable Commissioner representing the Judiciary in the Commission; DIG Taiwo Lakanu rtd fdc, Honourable Commissioner representing the Police and Chief Onyemuchi Nnamani, Secretary to the Commission in attendance.

    DIG Argungu charged the new DIGs to give the Inspector-General of Police the required support and cooperation to ensure that the Nigeria Police Force would be in a good position to secure the Nigerian space and ensure that law and order are maintained.

    The Chairman of the Police Service Commission, DIG Hashimu Argungu (rtd) has vowed to rid the Southeast of gangs of policemen involved in extortion, corruption and human rights abuses in the Southeast geopolitical zone.

    Argungu made the vow at the Southeast Stakeholders Summit on Peace and Security organised by the Nigerian Bar Association in partnership with Southeast Civil Society Organisations in Enugu on Friday.

    He warned that insecurity in the region should not be an excuse for corruption practices by the personnel if the police within the region.

    Represented by the Public Relations Officer of the Police Service Commission, Ikechukwu Ani, Argungu said the commission was aware there was insecurity fuelled by people claiming to be freedom fighters.

    Argungu said, “The Commission is very much interested in what is happening here today especially as it affects the entire south East. We are no more comfortable with the abuse of Office by some security personnel detailed to provide security across this region.

    “We understand that there is a high level of insecurity in the zone especially with the ceaseless and senseless attacks from brainwashed youths from this zone masquerading as freedom fighters and killing their brothers and sisters. But that obviously should not and never be an excuse to relapse into corruption by the security agencies.

    “The Commission has continued to observe the corruption and extortion that dots all the roads traversing this region by virtually all the security operatives who are supposed to safeguard the roads and restore unhindered movement of people, goods and services. The road blocks mounted by these security agencies have unfortunately turned into toll gates where road users are forced under gunpoint to part with money.

    “The Commission is also aware of the serious human rights violations by some misguided police officers in the Southeast, who against the Commission’s several warnings to stay away from civil matters have continued to swim in it because of the financial attraction.

    “The Commission hereby warns that it will no longer tolerate this serious act of indiscipline and human right abuses and will henceforth not hesitate to put its disciplinary processes in motion to see to the dismissal of such errant officers.”

    Argungu said the Commission would henceforth not hesitate to put its disciplinary processes in motion to see to the dismissal of errant officers who have found it difficult to work within approved boundaries.

    He spoke at the Southeast Stakeholders Summit on Peace and Security and Public Hearing on Human Rights Violations in Southeast of Nigeria which is currently ongoing in Enugu.

    His goodwill message at the summit was presented on his behalf by the Head of Press and Public Relations/ Spokesman of the Commission,  Mr. Ikechukwu Ani.

    The PSC Chairman said the Commission is aware of the serious human rights violations by some misguided police officers in the Southeast, ” Who against the Commission’s several warnings to stay away from civil matters, have continued to swim in it because of the financial attractions. “

    He said the Commission had severally warned that Police Officers should stay clear of land matters, debt and rent collection, marital disputes and other civil matters and allow the courts to do their duties.

    Argungu said he was excited that the summit was holding in Enugu, the colonial capital of Eastern Nigeria.

    According to him, the Eastern Region has of late become the hotbed of insecurity in the country and the unofficial headquarters of human rights violations. 

    He commended the organizers of the programme for bringing the searchlight on this topical national issue.

    The PSC Chairman said the Commission wholeheartedly identifies with the Organizers “on this mission in the Southeast, adding that the zone needs peace and security.

    He assured the Governor that the Commission will always stand by him to collectively fight adding that: “this war to comprehensively free the zone of banditry, crime and criminality  and other emerging security menace in the South East of Nigeria”.

    The Police Service Commission has ordered the immediate retirement of all senior police officers who have either exceeded 35 years in service or are above the age of 60.

    The directive follows controversy over the tenure of the Inspector General of Police, Kayode Egbetokun after he clocked 60 years.

    The Police and the Attorney General of the Federation have, however, said his continued stay in office is lawful.

    A statement on Friday by the PSC’s Head of Press and Public Relations, Ikechukwu Ani, said: “The Police Service Commission rose from its first extraordinary Meeting with the approval for the immediate retirement of senior Police Officers who have spent more than 35 years in service and those above 60 years of age.

    “The Commission at its 24th Plenary Meeting of 27th and 28th September 2017 had approved that the Force Entrants should have their date of appointment in the Force against the date of their enlistment.

    “The Commission has passionately revisited their decision and has come to the conclusion that the said decision in its intent and purpose contradicted the principle of merger of service in the Public service and it is in violation of Public Service Rule No 020908 (i & ii) which provides for retirement on the attainment of 35 years in service or 60 years of age.

    “Accordingly, the Commission at its 1st extraordinary meeting of the 6th Management Board held today, Friday, 31st January 2025, approved the immediate retirement of those officers who have spent more than 35 years in service and those above 60 years of age.

    “The Commission Chairman, DIG Hashimu Argungu, rtd, mni, presided over the extraordinary Meeting and had Justice Adamu Paul Galumje, retired Justice of the Supreme Court and Hon Commissioner representing the Judiciary; DIG Taiwo Lakanu rtd, fdc, Honourable Commissioner representing the Police and Chief Onyemuchi Nnamani, Secretary to the Commission in attendance.

    “The Commission’s decision has been conveyed to the Inspector General of Police for implementation.”
