    German govt to support PSC on police reform

    The Police Service Commission (PSC) has received the assurance of the German government for more and continuous support for the ongoing Police Reform in the country.

    Chairman of the Commission, DIG Hashimu Argungu rtd visited the German Ambassador to Nigeria, Ms Annett Gunther in Abuja where he expressed the Commission’s gratitude for the continued support of the German Government to the Commission.

    The chairman was accompanied on the visit by Hon. Justice Adamu Paul Galumje, retired Justice of the Supreme Court and Hon Commissioner representing the Judiciary in the Commission.

    The German Ambassador said the Embassy’s engagements with the Commission date back to 2022 in various fields adding that the Government of Germany has supported in areas such as the development of a Strategic Plan, Police Regulation and also during police recruitment.

    She said there was a need for regular engagements, promising that the German Government was ready to support the Commission in other areas where necessary.

    According to a statement issued by the Head of Press and Public Relations, Ikechukwu Ani, the PSC boss said from the records he met in the Commission, it was obvious that the German Government has done a lot for the Nigeria Police and expressed profound gratitude to the Government.

    The PSC chairman told his host that since the assumption of duty, he has introduced radical policies to strengthen probity and accountability in the conduct of Government business.

    He spoke of his introduction of the whistle-blowing Policy in the Commission and strengthening Public Procurement.

    Argungu requested the assistance of the German government in exposing Commission staff to foreign training.

    He noted that it will be necessary for the Commission staff to visit the German Police Academy.

    He assured the Ambassador that the Commission will always appreciate its support and appealed that they should not be tired of supporting the Commission.

    PSC disowns publication on police recruitment training

    The Police Service Commission (PSC) has said the trending publication on Nigerian Police Force (NPF) recruitment Batch B training of the 2022 Constable recruitment starting on February 16, 2025, is fake.

    The commission said the publication was planted to cause mischief and mislead innocent young Nigerians who desired to have a career in the police.

    A statement yesterday in Abuja by the PSC’s Head of Press and Public Relations, Ikechukwu Ani, reads: “The attention of the Police Service Commission has been drawn to a trending fictitious and misleading story in the social media on the resumption of training for an imaginary batch B of the 2022 Constable Recruitment. 

    “The commission is disturbed by the continuous use of the name of its spokesman, Mr. Ikechukwu Ani, on these diversionary publications obviously planted to cause mischief.

    “The fictitious publication, captioned: ‘Police Recruitment: Batch B Candidates starts training February 16; PSC/NPF Endorses https://apply.policerecruitment.gov.ng portal-calls on Batch B candidates to stick to it for information.’

    “The fraudsters also attached a telephone number 09027314596 where they are expected to fraudulently dupe unsuspecting Nigerian youths.

    “The Police Service Commission wishes to distance itself and its spokesman from this obviously misleading and libelous story. The commission states as follows: that at no time did it discuss, approve or issue any press release on the above phantom publication; that the new recruits are still in training and will be passing out later this month and no decision has been taken on when the next recruitment will commence; that the commission, in line with its standard operating procedures, will issue an official statement on subsequent decision on recruitment for this year.”

    The Police Service Commission (PSC) yesterday took a decisive action against erring officers, dismissing and approving the prosecution of two Assistant Superintendents of Police (ASP) for misconduct, dishonesty, corruption, sabotage, and acts unbecoming of public officers.

    This decision was part of several resolutions made during the Commission’s second Plenary Meeting at its Corporate Headquarters in Jabi, Abuja.

    PSC also demoted six senior officers for similar offences.

    Among those penalised are two Superintendents of Police reduced to Deputy Superintendents, one Deputy Superintendent demoted to an Assistant Superintendent, and three Assistant Superintendents downgraded to Inspectors.

    Also, 10 senior officers found guilty of unauthorised disclosure of official secrets, dishonesty, sabotage, and unprofessional conduct were handed severe reprimands.

    Nine others received regular reprimands, while one Deputy Commissioner of Police was exonerated.

    An Assistant Superintendent of Police was issued a letter of warning for misconduct.

    According to a statement by the Head, Press and Public Relations, Ikechukwu Ani, “In the same session, the Commission also approved promotions for several senior officers.

    “These included: 11 Commissioners of Police promoted to Assistant Inspectors General of Police Sixteen Deputy Commissioners elevated to Commissioners. Twenty-one Assistant Commissioners advanced to Deputy Commissioners. Fifty-seven Chief Superintendents promoted to Assistant Commissioners and 1,348 Superintendents upgraded to Chief Superintendents”.

    Notable promotions, he said, were Obi-Ejoh Nnamdi Patrick, former Commander of  the Anti-Narcotics Section at the FCT Command, now serving in Kaduna Command, and Milicent Amadi, Officer in Charge of Surveillance at the State CID in Ebonyi State Command.

    Ani said: “The Chairman of the Commission, retired Deputy Inspector General of Police Hashimu Argungu, emphasized the importance of discipline within the police force.

    “Discipline is essential to ensuring that Nigeria’s Police Officers effectively carry out their constitutional responsibility of enforcing the law and protecting lives and property,” Argungu stated.

    “He assured the public that the PSC would promptly address Pending Disciplinary Matters (PDM) to prevent undue stagnation of police officers.

    “The Commission’s decisions have been communicated to the Inspector General of Police for immediate implementation through a letter signed by Chief Onyemuche Nnamani, Secretary to the Commission”.

    Court orders IGP, PSC to pay Police Constabularies four-year salary arrears

    A National Industrial Court in Abuja has ordered the Inspector General of Police (IGP) and the Police Service Commission (PSC) to pay Police Constabularies about four years of salaries arrears owed them since 2021.

    In a judgment on Wednesday, Justice Rakiya Haastrup directed that each of the Constabularies be paid N54,566 per month from January 2021 to May 2024.

    Justice Haastrup gave the orders in a judgment on a suit filed and prosecuted for the Constabularies by their lawyer, Sebastian Hon (SAN).

    Besides the salary, Justice Haastrup equally ordered that letters of employment and certificate of engagement be issued to the Constabularies having trained them, provided them with uniforms, and boots and lawfully deployed them to the states of the federation and the Federal Capital Territory FCT.

    The plaintiffs, who were trained and engaged in community policing through intelligence gathering had through their lawyer, Sebastine Hon SAN sued the police for refusing to pay them their monthly stipends despite making them serve the nation diligently for the past four years.

    Contrary to the claims of the Police that the services of the Constabularies were voluntary, the plaintiffs claimed and tendered documents showing that at the time of their engagement, the police had agreed to give them monthly stipends commensurate to the basic allowance of a Constable in the Nigeria police force.

    The Constabularies alleged that the action of police in denying them the stipends was not only lawful but had put their lives in jeopardy as they could no longer meet with basic needs of life.

    They therefore urged the court that having been lawfully engaged by police, they are entitled to the monthly stipends to enable them to perform their duties effectively and diligently.

    Besides, they claimed that due to the hazardous nature of the jobs, seven of their members had already died.

    In her judgment, Justice Rakiya Haastrup agreed with Senastine Hon SAN that the plaintiffs have established that there is a contractual agreement of employment relationship between them and the police.

    The Judge held that based on the agreement, the plaintiffs are entitled to the monthly stipends for their job.

    Justice Haastrup noted that the exact amount to be paid as stipends was not fixed by the police, but held that each of the plaintiffs was entitled to a basic allowance of N54,655 monthly pending when the IGP will fix their monthly allowance.

    The judge also ordered the IGP to fix the amount due to each of the plaintiffs within two months of delivery of the judgment.

    She further ordered that the Constabularies be issued with letters of appointment having trained them, equipped them, issued them with uniforms and identity cards and deployed them to the states of the federation and the FCT.

    Responding to the judgment, and counsel to the Constabularies, Hon appealed to President Bola Ahmed Tinubu to order the IGP to pay the Constabularies owing to the services they are rendering to the country.

    The Police Service Commission (PSC) has promoted four police officers currently teaching at the Police Academy at Wudil in Kano State, following the successful completion of different academic programmes and acquiring PhD certificates.

    The officers, who appeared before the commission yesterday in Abuja, are: Favour Fadawag (a Chief Superintendent of Police (CSP), as well as Inspectors Shide Sunday, Oparaji Benjamin, Chetachi Ukwu, and Benjamin Wanger.

    Fadawag was promoted to Assistant Commissioner of Police (ACP) while the three Inspectors were promoted to Assistant Superintendents of Police (ASPs) until they are confirmed for further proper placement.

    A statement by PSC’s Head of Press and Public Relations, Ikechukwu Ani, said Chairman Hashimu Argungu, a retired Deputy Inspector General of Police (DIG), presided over the extraordinary management meeting of the commission.

    The PSC chairman said other police officers with additional professional certificates who had been engaged in professional duties, such as lawyers, would soon be upgraded in line with the public service requirements.

    He said the commission would henceforth encourage merit and personal development as motivation to greater dedication and commitment to duty.

    Argungu promised that the PSC would continue to promote transparency and accountability in the conduct of its constitutional mandate, assuring serving police officers that their welfare, including proper placement, would continue tio get the commission’s attention.

    According to him, all lecturers in the Police Academy who have additional certificates, will be considered for promotion.

    The Officers, who appeared before the Commission on Tuesday are: CSP Favour Fadawag; Inspector Shide Sunday; Inspector Oparaji Benjamin, Chetachi Ukwu and Inspector Benjamin Wanger.

    CSP Fadawag was promoted to Assistant Commissioner of Police while the three Inspectors were promoted to Assistant Superintendents of Police for now until they are confirmed for further proper placement.

    He also announced that while the Commission gives attention to Police welfare, it will not fail to fight corruption not only in the Commands, Departments etc but also in Police Colleges and the Academy.

    Argungu said the Commission’s policy on whistle blowing will soon be taken to the Police Academy and all the Police Colleges  and anyone found with corrupt tendencies will be sanctioned. 

    “We have to expose the enemies of our country, anyone found collecting money for admission into the Academy or recruitment into the Police will be dealt with according to the law of the land”, he remarked.

    He congratulated the newly promoted Officers and charged them to go and give off their best in the service of their fatherland.

    The Chairman of the Police Service Commission (PSC), DIG Hashimu Argungu (rtd), on Monday, October 7, assured that he is reforming and innovations are ongoing in the commission.

    Arugungu also said the commission will always take necessary decisions.

    The PSC boss gave the assurance when he led the Management team of the Commission to receive a delegation from the Bureau of Public Service Reforms led by its Director General Dasuki Arabi at its Corporate Headquarters in Jabi, Abuja.

    Argungu said the Commission will be committed to establishing a working partnership with the Bureau and will be inviting the Director General to come and address the staff on the requirements of the Public Service Reforms.

    He said his leadership is going to bring innovations in the Management of the Commission and appealed for the guidance of the Bureau.

    According to a statement issued by the Head, Press and Public Relations, PSC, Ikechukwu Ani, the PSC chairman said: “We will embrace the Reforms in the Public Service and we are ready to take necessary decisions. We want to bring changes; we have a lot to do to improve policing in Nigeria and we believe that Nigeria is more important than anybody.”

    Argungu said the Commission will continue to seek the advice of the Director General adding that the Commission will soon put in place a quality assurance Unit.

    The director general had earlier said they were in the Commission to welcome and congratulate the Chairman and his team on their appointment and promised to support the new leadership to work to improve the quality of life in the country.

    Arabi said the Bureau is set up to drive Reforms in the Federal Public Service.

    He announced that the Bureau has digitalized the Public Service Treasury account adding that the Treasury single account has helped the government to track its finances.

    “We have opened the Government’s financial system, we generate data and we have the capacity to manage the data,” he noted.

    He advised that the Commission should be prepared to digitize Police Promotions, Recruitment, and Discipline for an improved performance system.

    The director general said the Commission should prioritise capacity development in the Commission and the Nigeria Police Force and also ensure that Police Training institutions are equipped.

    Major shakeup in police as PSC moves four CPs to state command

    The Police Service Commission (PSC) on Wednesday, October 2, approved the postings of four Commissioners of Police to head State Commands in the country.

    CP Abaniwonda Olufemi recently moved to Rivers State Command and has been returned as Commissioner of Police Delta State Command.

    CP Peter Ukachi Opara has finally been deployed to Cross Rivers State Command.

    According to a statement issued by the head of press and public relations, Ikechukwu Ani, he was earlier appointed the Commissioner of Police, Federal Capital Territory, FCT Command, moved to Delta State but has now been posted to head the Cross Rivers State Command.

    Ani said: “CP Mustapha Mohammed Bala from Katsina State has been posted to Rivers State, while Gyogon Augustine Grimah from Nasarawa State has been posted to Kaduna State Command”.

    The approval for the postings, he said, has been conveyed to the Inspector-General of Police for implementation in a letter signed by Commission Chairman, DIG Hashimu Argungu.

    Edo election: PSC deploys staff to monitor police conduct

    The Police Service Commission (PSC) has deployed staff to monitor the conduct of Police officers during Saturday’s governorship elections in Edo State.

    The Commission’s team is led by DIG Taiwo Lakanu (rtd), Commissioner of the Commission, and will include other high-ranking staff of the Commission.

    The Staff Monitors, PSC said will operate from the three Senatorial Districts and will hold the Police accountable for their actions or inactions before, during, and after the election.

    A statement issued by the Head of Press and Public Relations, Ikechukwu Ani: “Police Officers on electoral duties are expected to be neutral and ensure that both the voters and the voting materials are protected and secured. The Officers are also expected to ensure that voting is peaceful and orderly and that voters are given unfettered access to discharge their civic responsibility.

    “The leader of Delegation, DIG Lakanu has charged the Police Officers on election duties to be civil, and smart but strict in enforcing the electoral laws. He said as the lead Agency in internal security, which includes the security of elections, the Police in Edo elections should exhibit strong leadership qualities expected of them.

    “DIG Lakanu said the Commission will discipline any Police Officer who fails to conduct himself in a manner deserving of his office, adding that the success or failure of the election depends on the effectiveness of the Police Officers on duty”.

    He said the Commission will also commend Officers who exhibit exemplary conduct during the elections.
