    EiD-ul Maulud: PSC calls for peace, unity, tolerance

    The Chairman of the Police Service Commission (PSC), DIG Hashimu Argungu has called on Nigerians to use the occasion of the celebration of the birth of the Holy Prophet Muhammad to pray for the unity and oneness of the Nigerian nation.

    Argungu said the occasion calls for renewal of our faith in our nation, for tolerance, sacrifice, and manifest patriotism adding that as citizens we must support our leaders and promote the ideals that unite the nation.

    The PSC Chairman noted: “On this auspicious day, may our faith in Allah grow stronger in our hearts and let us be filled with gratitude. Let’s remember that the Prophet’s life is a source of guidance for us.

    “DIG Argungu extended his warm wishes for a blessed EID-ul Maulud celebration and prayed “May your heart be filled with faith and love.”

    According to a statement issued on Monday by the Head of Press and Public Relations, Ikechukwu Ani, the PSC boss called on the Muslim faithful in the Commission to remember the Prophet’s teachings of love, peace, kindness, and tolerance: “and prayed that the grace of His birth should illuminate their lives”.

    PSC approves posting of new CPs for FCT, A/Ibom

    The Police Service Commission (PSC) has approved the posting of new Commissioners of Police (CPs) for the Federal Capital Territory (FCT) and Akwa Ibom commands.

    Mr Ikechukwu Ani, PSC’s Head of Press and Public Relations, announced this in a statement on Saturday in Abuja.

    He said that the postings were sequel to the recommendation of the Inspector-General of Police (I-G).

    He said that CP Peter Opara had been deployed to the FCT to replace its CP, Benneth Igwe.

    Ani said that Igwe had been promoted to the next rank of Assistant Inspector General of Police and posted to Zone 7, Abuja.

    The PSC spokesman said Mr Festus Eribo had been deployed to Akwa Ibom to replace Mr Miller Dantawaye.

    Ani said Opara was the immediate past CP,  Force Secretary’s Office and former Deputy Commissioner, Administration and Finance, Imo Command.

    He said the new FCT CP had once served as the Personal Assistant to a former Chairman of the Police Service Commission, ex-I-G Mike Okiro.

    Ani said the new Akwa Ibom CP was a law graduate of the University of Calabar and had served as a Liason Officer at the Police Service Commission.

    The Police Service Commission (PSC) has approved the promotion of 31 Assistant Commissioners of Police (ACPs) to the next rank of Deputy Commissioners of Police (DCPs).

    The development is part of the maiden plenary meeting of the new board of the PSC, which started on Friday and will continue deliberations on Wednesday on matters relating to police discipline, investigation, recruitment and staff matters taking the centre stage.

    The statement said the PSC also promoted 505 Superintendents of Police (SPs) to the next rank of Chief Superintendents (CSPs).

    …Argungu urges officers to engage in self-improvement

    The Police Service Commission (PSC) on Friday, August 30, confirmed the promotion of 684 senior police officers.

    The process was perfected during the first plenary meeting of the new board of the PSC.

    The meeting presided over by the Chairman of the Commission, DIG Hashimu Argungu rtd, had in attendance, DIG Taiwo Lakanu, rtd, Commissioner and Chief Onyemuche Nnamani, Secretary to the Commission.

    Eight Commissioners of Police were elevated to the rank of Assistant Inspectors General of Police while 15 Deputy Commissioners of Police were promoted to the next rank of full Commissioners of Police.

    52 Chief Superintendents of Police were also promoted to Assistant Commissioners of Police, 525 Superintendents of Police were promoted to the rank of Chief Superintendents of Police and 84 Deputy Superintendents were promoted to Superintendents of Police. ASP Patrick Ebhodahe was also promoted to the next rank of Deputy Superintendent of Police.

    The eight Commissioners of Police and 15 Deputy Commissioners were subjected to some form of assessment/examination, a condition now precedent for their promotion to the new ranks.

    Commission Chairman, DIG Argungu said the Officers must engage in deliberate self-development through constant knowledge acquisition to be ready and equipped to face the challenges of 21st-century policing.

    Argungu said henceforth Police Officers must be subjected to formal examination before consideration for their promotion stressing that it is a requirement imposed on all Federal civil and public Servants by the Public Service Rules.  He said the Police Officers will not be exempt.

    He said the commission must also ensure that promotions in the Police will be merit-based and predictable.

    The PSC boss assured that the Commission will not for any reason delay the promotion of deserving Officers but insisted that it must be earned.

    He congratulated the promoted Officers on their new ranks but called for greater dedication to the service of their fatherland.

    Argungu said they must be deliberate, committed and focused in the fight against insurgency and banditry in the Country and charged them to go and free the nation from all forms of insecurity.

    The leadership of the Police Service Commission (PSC) has met with the leadership of the Police Trust Fund (PTF) to forge a productive partnership aimed at improving the nation’s security architecture.

    Head of Media, PSC, Ikechukwu Ani, disclosed this in a statement issued on Wednesday, August 21.

    Ani said: “The two institutions noted that they play vital roles in ensuring that the Nigeria Police Force is not only equipped but prepared to meet the challenges of modern policing in the country.”

    He said the chairman of the commission, Hashimu Argungu, who led the PSC team, including DIG Taiwo Lakanu (rtd), Commissioner, and Chief Onyemuche Nnamani, Secretary, declared that the Commission was ready to work with the Fund to restore the dignity of the Nigeria Police Force.

    Argungu emphasised that without the Police Force, there would be no PSC or PTF, stressing that both institutions must collaborate to create a new and vibrant Police Force worthy of the respect and endorsement of the citizens.

    In his remarks, the Executive Secretary of the Trust Fund, Mohammed Sheidu, noted that the focus of the Fund was on providing the resources needed to enhance the welfare, training, and operational capabilities of Nigerian Police personnel.

    “Our initiatives, such as upgrading Police Colleges and Institutions, deploying power solutions to stations and barracks, and raising funds through public and private partnerships, are all geared towards this goal,” he added.

    Sheidu promised to intensify efforts at improving the Force, emphasizing that these efforts must be complemented by the Commission’s commitment to maintaining the highest standards of discipline and professionalism within the Force.

    He further stated that the Fund “looks forward to strengthening the collaboration between the two institutions, stressing that ‘together we can create a Police Force that not only meets the expectations of our people but exceeds them.’”

    As the nation approaches the Edo and Ondo states Governorship elections, the Chairman of the Police Service Commission (PSC), DIG Hashimu Argungu (rtd), has called on security operatives to be vigilant in enforcing the law.

    Argungu emphasised the need for the highest level of professionalism from security personnel assigned to oversee the off-season Governorship elections in Edo and Ondo States, scheduled for September and November this year.

    In his keynote address delivered on Thursday at the Election Security Management Symposium, organized by JoshTech Security and Safety Consult Ltd in collaboration with the University of Lagos (UNILAG Consult), DIG Argungu stressed that security operatives, particularly those from the Nigeria Police Force—the lead agency in election security—must prioritize the protection of lives and property before, during, and after the elections.

    He also highlighted the importance of ensuring the safety of electoral officers and other stakeholders involved in the electoral process, urging the security agencies to leave no stone unturned in their efforts to maintain order and fairness throughout the electoral period.

    He said they should do necessary identification, surveillance, and monitoring of all known possible subversive elements, “terrorist groups, political dissidents, pressure groups and other criminal elements”.

    According to a statement issued by the Head Press and Public Relations Officer, PSC, Ikechukwu Ani, the PSC boss also noted that the security personnel should as a matter of national importance maintain peaceful conditions,  law and order around the Polling and collation centres.

    He said the staff of the Commission will continue to carry out oversight functions on Policemen on election duties to protect the integrity of the elections.

    The Symposium which was held at Merit House, Maitama Abuja was for seasoned security Chiefs, Experts, Policy Makers, Researchers, Selected Civil Society Organisations (CSOs’), Party Chieftains, and delegations from the Electoral umpire.

    Recruitment process: PSC chairman calls for proper background checks

    The chairman of the Police Service Commission (PSC), DIG Hashimu Argungu (rtd), has emphasised the need for thorough and well-defined background checks in the recruitment process. He stressed that ensuring the right candidates are selected is crucial for effective nation-building.

    During the 6th edition of the Commission’s ‘Arena of Knowledge’ weekly lecture series in Abuja, Argungu highlighted the challenges of placing qualified individuals into key positions within the nation’s bureaucracy.

    He noted that a successful recruitment process must align candidates’ skills and knowledge with job requirements.

    Argungu asserted that recruitment should be meticulously planned to achieve objectives such as identifying the best skills and ensuring fairness.

    He underscored the importance of having clearly defined job roles, stating that vague job descriptions hinder successful recruitment. He added that it is essential to find and secure individuals with the appropriate skills for the right positions at the right time.

    The PSC Chairman who spoke on the topic: “Hiring and Firing in the Public/Civil Service: Police Service Commission  (PSC) Employment and Recruitment  Template, Process and Practices,” said background checks for applicants should include, schools attended, previous places worked, whether convicted for criminal offences, public records such as birth, marriage,  divorces etc.

    According to a statement issued by the Head of Press and Public Relations, PSC, Ikechukwu Ani, the PSC boss appointments into all grades in Government Ministries, Departments and Agencies should be on a need basis.

    Also speaking on the same topic at the Arena of Knowledge lecture series, Mr. Sunday Abutu Garuba, Assistant Director in the Department of Human Resource Management in the Commission said hiring and Firing in the Public service are critical processes that require adherence to established rules, regulations and guidelines.

    He noted that the Public Service Rules (PSR) provide a framework for ensuring merit, transparency, and fairness in the selection and management of civil servants. “Effective hiring practices attract top talents, while fair and just firing procedures maintain accountability and integrity in the Public Service” he explained.

    Garuba remarked that by following due process and upholding the principles of public service, “we can build a competent, efficient, and responsive civil service that serves the nation with integrity and excellence”.

    The Police Service Commission (PSC) has approved the promotion of seven thousand, one hundred and ninety-four Inspectors of Police to the next rank of Assistant Superintendents of Police, (ASP 11).

    The officers were products of the recently concluded Inspectors Board interview which took place in all the police zonal command Headquarters in the country.

    Chairman of PSC, DIG Hashimu Argungu rtd, congratulated the newly promoted Officers but reminded them that their new ranks impose on them a burden of greater commitment to national duty.

    Argungu said their promotion came at the right time when they are expected to be properly motivated to put in their best in the service of their fatherland.

    He noted that Nigeria is currently undergoing some positive restructuring which may have come with temporary discomfort and people’s anger but called on the Officers to join hands in ensuring that the nation’s nascent democracy is preserved.

    He promised that the Commission will continue to ensure that promotions in the Nigeria Police Force are timely and predictable adding that this gesture should however not be taken for granted as the Officers must reciprocate by conducting themselves within established laws and ensuring that banditry and terrorism are eliminated.

    According to a statement issued on Thursday by the Head, Press and Public Relations, Ikechukwu Ani: “The newly promoted Officers are Ejiogu Eunice, Tiedei Deizigha, Falade Kayode, Agorua Chinedu, Noel Atuwa, Simon Oguche, Mohammed Maikuma, Somalia Maisamari, A’aron Gama’Àiki and Adesina Bosede.

    Others are Otoboh Theophilus, Olaifa Idowu, Abdullahi Yari, Labaran Musa, Benedict Mamman and Gaiyu Sharafa.

    Inspectors Maureen Odogie, Oboh Samuel George, Anthony Oliver, Amos Noku, Justin Boniface, Cleopas Kosulo and Daniel Eneche were also promoted to the next rank.

    The Commission’s approval has been conveyed to the Inspector General of Police, Olukayode Egbetokun for implementation.

    Police, PSC end infighting over recruitment

    After several weeks of battle, the Nigeria Police Force (NPF) and the Police Service Commission (PSC), have reached an agreement on the final merit list for the recruitment of Police Constables. 

    Following extensive deliberations and collaboration, the NPF and PSC have worked to ensure that the recruitment process remains transparent, fair and merit-based. 

    Inspector General of Police, (IGP), Kayode Egbetokun, expressed satisfaction with the outcome, stating that the agreement on the final merit list was a testament to the commitment of the Nigeria Police Force and the Police Service Commission to work together in the best interest of the country. 

    He also expressed confidence that the new recruits will contribute significantly to the mission of the Federal Government to create employment opportunities for the youths, boost internal security mechanisms, and maintain law and order.

    A statement on Tuesday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi explained: “In light of this development, training for the newly recruited officers is scheduled to commence on Saturday, August 10th, 2024. The training program will be intensive, designed to equip the recruits with the necessary skills and knowledge to perform their duties effectively and uphold the core values of the Nigeria Police Force. 

    “In furtherance of the directive of the IGP, the trainees are to be schooled on modern policing ethics and principles, community policing strategies, ICT, artificial intelligence, human relations, attitudinal and behavioural change etc. 

    “The Inspector General of Police extends gratitude to all stakeholders and the general public for their patience and support throughout this process”.

    Akpabio warns IG Egbetokun, PSC to end face-off

    • Reps to investigate lingering dispute

    Senate President Godswill Akpabio yesterday warned the Inspector General of Police (IG), Kayode Egbetokun, and Police Service Commission (PSC), to stop their incessant squabble and concentrate on providing adequate security for Nigerians.

     Akpabio’s warning came as the red chamber confirmed Deputy Inspector General (DIG) Hashim Argungu (rtd) as Chairman of the PSC.

    The Senate also confirmed the nominations of Chief Onyemuche Nnamani as Secretary and DIG Taiwo Lakanu (rtd) as member of the PSC.

    President Bola Tinubu on June 27, transmitted the names to the Senate for consideration and approval.

    Akpabio said: “I want to congratulate the Police Affairs Committee for their scrutiny of the nominees and our members who made contributions during consideration of the report. I want the committee to ensure close oversight of the police to prevent pitfalls of the past.

    “Let me advise the IG to stop struggling with the PSC on the issue of recruitment of policemen. In the last two years, we probably would have added additional 20,000 Nigerians into the Nigeria Police Force.

    “Unfortunately, because of personality clashes, the issue went as far as the Supreme Court, whether withdrawn or not withdrawn, members of the police commission we have just cleared today and office of the IG should be in touch to protect the interest of Nigerians, the Constitution and security of this country should be uppermost.”

    The House of Representatives also yesterday directed its relevant committees to investigate cause of the lingering dispute between the PSC and IG which has affected recruitment of police constables.

    In a resolution following a motion Mitema Obodor (PDP, Bayelsa), the House called for a speedy resolution of the dispute to allow the continuation of the recruitment process without delay.

    The House also wants the government to provide adequate funding and resources to support the recruitment and training of police officers, while also increasing the number in adherence to provisions of the Federal Character as enshrined in the 1999 Constitution.
