    PTAD disbursed N55.9 billion for pension arrears

    The Pension Transitional Arrangement Directorate (PTAD) has successfully disbursed a total sum of N55.9 billion as monthly pensions and pension arrears to eligible Pensioners and Next-of-Kins of deceased Pensioners under the Defined Benefits Scheme (DBS) in December, 2025.

    Head, Corporate Communications Unit, Pension Transitional Arrangement Directorate (PTAD), Olugbenga Ajayi, in a statement stated that the payment covered N13.411 billion as monthly pensions across all operations pension departments, including Diaspora Pensioners, while N42.501 billion  was paid as pension arrears.

    According to the statement, “The arrears payment covers outstanding obligations arising from the N32,000 pension increment, as well as the 10.66 per cent and 12.95 per cent pension increments, in addition to other accrued pension arrears, gratuity, and death benefits owed to eligible beneficiaries”.

    It gives the breakdown of  arrears payment across the pension departments as, Police Pension Department (PPD), N5,881,592.00 paid to 5 Pensioners. Customs, Immigration and Prisons Pension Department (CIPPD): N604,332,733.96 paid to 8,606 Pensioners, Civil Service Pension Department (CSPD),N16,362,359,730.91 paid to 71,643 Pensioners.

    “Defunct and Transferred Agencies Department (DTAD), N15,066,055,536.83 paid to 24,995 Pensioners, Parastatals Pension Department (PaPD). N7,808,635,906.98 paid to 25,718 Pensioners, Tertiary Education and Health Department (TEHD): N2,370,854,790.39 paid to 28,245 Pensioners.Gratuity and Death Benefits, N289,109,536.99 paid to eligible Next-of-Kin of deceased Pensioners.

    “With these payments, arrears resulting from the N32,000.00 pension increment have been fully liquidated across all pension departments, except for one month each outstanding for pensioners in the PaPD and TEHD.

    Speaking, the Executive Secretary of PTAD; Tolulope Odunaiya, stated that the payments reflect President Bola Ahmed Tinubu, GCFR’s unwavering commitment to the welfare of senior citizens, in line with the administration’s Renewed Hope Agenda.

    She further reaffirmed the Directorate’s commitment to clearing the remaining one (1) month arrears owed to PaPD and TEHD, while continuing to implement initiatives aimed at improving the welfare and overall well-being of DBS Pensioners.

    The Pension Transitional Arrangement Directorate has disbursed a total of N55.9 billion as monthly pensions and pension arrears to eligible pensioners and next-of-kin of deceased pensioners under the Defined Benefits Scheme in December 2025.

    In a statement signed by the Head of Corporate Communications Unit, Olugbenga Ajayi, the Directorate said the payment comprised N13.41 billion for monthly pensions across all operations pension departments, including diaspora pensioners, and N42.50 billion for pension arrears.

    According to the statement, the arrears covered outstanding obligations arising from the N32,000 pension increment, the 10.66 per cent and 12.95 per cent pension increases, as well as other accrued pension arrears, gratuity, and death benefits owed to eligible beneficiaries.

    A breakdown of the arrears payment showed that the Police Pension Department paid N5.88 million to five pensioners, while the Customs, Immigration and Prisons Pension Department disbursed N604.33 million to 8,606 pensioners. The Civil Service Pension Department paid N16.36 billion to 71,643 pensioners.

    The Defunct and Transferred Agencies Department paid N15.07 billion to 24,995 pensioners, while the Parastatals Pension Department disbursed N7.81 billion to 25,718 pensioners. The Tertiary Education and Health Department paid N2.37 billion to 28,245 pensioners, while N289.11 million was paid as gratuity and death benefits to eligible next-of-kin of deceased pensioners.

    PTAD noted that with the latest payments, arrears resulting from the N32,000 pension increment had been fully cleared across all pension departments, except for one month outstanding each for pensioners under the Parastatals Pension Department and the Tertiary Education and Health Department.

    Speaking on the development, the Executive Secretary of PTAD, Mrs Tolulope Odunaiya, said the payments reflected President Bola Ahmed Tinubu’s commitment to the welfare of senior citizens in line with the Renewed Hope Agenda.

    She reaffirmed the Directorate’s resolve to clear the remaining one-month arrears owed to pensioners in the affected departments, while sustaining initiatives aimed at improving the welfare and overall well-being of Defined Benefits Scheme pensioners.

    2025: PTAD steadies pension payouts, faces old burdens

    The Pension Transitional Arrangement Directorate (PTAD), which oversees the Defined Benefit Scheme (DBS) for federal retirees, made notable strides in 2025, offering hope to many pensioners long burdened by irregular payments and low benefits. However, lingering challenges continue to plaque the DBS.

    One of the biggest milestones this year was the implementation of a minimum monthly pension of N32,000 in September, along with additional percentage-based increments of 10.66 per cent and 12.95per cent for eligible pension categories.

    The move followed an emergency funding approval by President Bola Tinubu to address inflationary pressures on retirees.

    “We are committed to ensuring that pensioners under the DBS receive not just regular payments but also improved welfare,” PTAD’s Executive Secretary, Tolulope Odunaiya had stated during the announcement of the upward review.

    The new minimum affected over 832,000 pensioners, spanning civil service, police, customs, and other federal parastatals.

    Arrears disbursement, regular payment

    PTAD also disbursed N8.6 billion in arrears to over 148,000 retirees, marking a significant reduction in historical debts. Payments for October and November were concluded without delays, confirming improvements in PTAD’s operational efficiency.

    With these, the agency’s cumulative DBS disbursement reportedly crossed the N1 trillion marks, making it one of the most consistent payment years since PTAD’s inception.

    Onboarding, exclusion concerns

    Yet, not all retiree groups are celebrating. Ex-workers of the defunct Nigerian Airways and some parastatals remain excluded from monthly payments. Many complain of unending verification processes and lack of onboarding.

    “We are suffering,” a retiree said during a recent protest.

    PTAD ES has however said that formal government approval is required before such groups can be added to the payroll, a bureaucratic bottleneck that remains unresolved.

    Check-off dues, stakeholder engagement

    The planned deduction of check-off dues which is union fees from DBS pensioners, scheduled for 2025, was also postponed following resistance from stakeholders and the need for more consultations. This highlights ongoing tensions between pension unions and PTAD over representation and welfare.

    Suffice to state that PTAD’s 2025 performance represents a positive turn for Nigeria’s legacy pensioners, especially in restoring dignity through timely payments and increased allowances. But to truly close the reform gap, the agency must urgently resolve outstanding onboarding delays, strengthen healthcare access, and sustain transparent engagement with stakeholders.

    Speaking on PTAD’s Record of Service and Delivery during the year, Odunaiya said PTAD remains one of the most reform-driven and transparent public service institutions in Nigeria, with notable achievements including.

    She said: “The Directorate has sustained the regular and prompt payment of monthly pensions to all verified DBS Pensioners. It is noteworthy that the Federal Government has disbursed a cumulative total of N1.002 trillion in monthly pension payments to eligible DBS Pensioners from the time of the DBS take-over in 2015 to October 2025.

    “We have also achieved digitization of pension records with The Bank Verification Number (BVN) and National Identification Number (NIN) to eliminate ghost Pensioners; the “I Am Alive” validation platform, allowing DBS Pensioners to confirm their aliveness status remotely and conveniently; Resolution of inherited arrears and gratuities across the Civil Service, Parastatals, Police, and Customs, Immigration & Prisons Pension Departments; and Open engagement and collaboration with recognized pension unions for improved service delivery,” she added.

    Odunaiya expressed commitment to the DBS pensioners’ welfare and payment of the outstanding arrears of the approved pension increments as additional funds are released by the Federal Government.

    “Our pensioners are therefore advised to rely solely on official PTAD communication channels for accurate and verified information. We appreciate the cooperation and patience of all DBS pensioners and urges all stakeholders to sustain the collective spirit of unity, dialogue, and partnership. It is our strong belief and a time-tested truism that constructive engagement remains the best path forward to consolidating progress and achieving lasting welfare benefits for all DBS pensioners.

    “PTAD’s mandate remains unequivocal; to safeguard and improve the welfare of every DBS Pensioner. The implementation of the ₦32,000 pension increment, alongside the range of Presidential approvals already secured clearly demonstrate the Federal Government’s unwavering determination to fully resolve the long-standing challenges surrounding the payment of pension arrears and to firmly deliver on the Renewed Hope Agenda.     ANONYMOUS: Good day, I have been complaining of deduction of N9000 from my pension allowance since September last year. Kindly use your office to rescue me from this situation. l have written several times for correction to no avail why.

    PTAD: Dear PTAD PENSIONER, please send your verification slip to our email complaints@ptad.gov.ng to enable us to investigate and respond further. However, note that PTAD obtained a directive for the re-implementation of the CPA based on grade level in line with the clarification from the NSIWC before implementing the new 20 per cent / 28 per cent increment as applicable. The CPA which was as a result of the minimum wage approval in April 2019 was implemented in May 2021 based on pay-band application with subsequent payment of 24 months arrears covering from April 2019 to April 2021. It is therefore instructive to mention that arrears reconciliation arising from the re-implementation of the CPA based on grade level is set aside pending further directive.

    The clarification from the NSIWC which revised the implementation of the CPA to Grade level was taken into cognisance and accordingly implemented on the payroll before the application of the new pension increment of 20-28 per cent as applicable which will take effect from September 2024.

    Further to the above, the Executive Secretary gave directive to pay the 20%/ 28% pension increment arrears to only the pensioners whose monthly pension have been correctly computed and implemented as per the August payroll.

    In line with the directive of the Executive Secretary, the Department reviewed the August 2024 pension payroll to ascertain that only pensioners who are on their correctly computed monthly pension are paid the 20 – 28 per cent pension increment arrears and thereafter identified and excluded the following categories of pensioners:

    •Pensioners on the payroll with inherited monthly pension and whose monthly pension entitlement is yet to be computed to date;

    •Pensioners on the payroll with inherited monthly pension but whose monthly pension entitlement have been computed but not yet implemented;

    • Pensioners on the payroll with monthly pension figure that appears to be higher than the maximum monthly pension for their Grade Level.

    OSUWA: Good day, my name is Osuwa. This is to remind PTAD on short payment in my monthly pension. My mates are receiving N30,000 and more but I continue to receive less than N27,000. Kindly help me to correct this.

    The Executive Secretary of the Pension Transitional Arrangement Directorate (PTAD), Tolulope Odunaiya, yesterday met with representatives of the Association of Airways Retired Workers of Nigeria (AARWN) to discuss longstanding pension-related concerns affecting retired workers of the defunct Nigerian Airways.

    The central focus of the meeting was the proposed onboarding of Nigerian Airways pensioners onto the pension payroll.

    In attendance were the Chairman of AARWN, Mr. Onuh Stephen, and Mr. Ahmed Sulu Gambari, who represented the collective interests and concerns of Nigerian Airways retirees.

    In her response, the Executive Secretary acknowledged the issues raised by the association and expressed empathy with the affected retirees, reaffirming PTAD’s commitment to the welfare and dignity of pensioners under the Defined Benefit Scheme.

    She, however, clarified that the Directorate operates strictly within its statutory mandate and does not possess the authority to verify or onboard pensioners without formal directives from the appropriate authorities.

    She further explained that given the statutory limitations of onboarding new pensioners, it is advisable that the association continued its ongoing engagement with the relevant authorities to grant its request for onboarding of its members who were existing pensioners of the defunct Nigeria Airways prior to its liquidation, on the pension payroll.

    The Pension Transitional Arrangement Directorate (PTAD) has noted recent media reports concerning a proposed nationwide protest by a group identifying itself as the Coalition of Federal Pensioners of Nigeria, citing alleged non-payment of pension increment arrears and palliative allowances.

    Setting the Record Straight on the N32,000 Pension Increment Implementation

    The Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Tolulope Abiodun Odunaiya said that while they fully recognises the constitutional right of pensioners to express their concerns, it is imperative to place the facts in proper context and reassure all pension stakeholders and the general public that the Federal Government and PTAD remain unwavering in their commitment to the welfare of all Federal Public Sector Pensioners under the Defined Benefit Scheme (DBS).

    Implementation of the N32,000, 10.66% and 12.95% Increments

    She stated that following the approval of an emergency budgetary allocation by President Bola Ahmed Tinubu, and the subsequent release of funds by the Federal Ministry of Finance, PTAD has successfully implemented the N32,000, 10.66per cent and 12.95per cent pension increments for eligible DBS pensioners under its management.

    According to her, the implementation took effect with the September 2025 pension payroll and has continued to be paid till date.

    She said: “This development, in spite of fiscal constraints, reaffirms the Federal Government’s steadfast commitment to DBS pensioners’ welfare under the Renewed Hope Agenda and underscores PTAD’s professionalism and efficiency in service delivery.

    And while still awaiting the full release of the emergency budgetary provision that was approved by the President, the Directorate has continued to pay accrued pension arrears to all eligible DBS pensioners in tranches, based on the availability of funds within its coffers”..

    Presidential Approvals Secured by PTAD

    Odunaiya further said that earlier in the year, PTAD forwarded a comprehensive submission to the Presidency in support of the pension increment and broader welfare improvements for all DBS Pensioners.

    “The submission was graciously approved by President Tinubu and included Implementation of the N32,000, 10.66per cent and 12.95 per cent increments for respective DBS pensioners; Approval of the Pension Harmonization Policy to ensure equity and uniformity in pension payments across all DBS pensioners. This is to be implemented under the 2026 pension budget.  Others are approval for the inclusion of the National Health Insurance Scheme (NHIS) coverage for all DBS pensioners beginning from the 2026 pension budget; and Approval for the inclusion of unfunded pension liabilities owed to Pensioners of Defunct Agencies and treasury-funded Parastatals including NITEL/MTEL in the 2026 Federal Budget proposal.

    “Despite these far-reaching achievements secured through PTAD’s proactive engagements with the Presidency and the Ministry of Finance, which was duly communicated to all DBS Pensioners and stakeholders, clearly demonstrate strong leadership and a genuine commitment to improving the welfare of DBS Pensioners in both the short and long term. It is regrettable that a few individuals and interest groups continue to deliberately downplay or disregard this significant progress.

    This stands in sharp contrast to the overwhelming acknowledgment and commendation of PTAD’s commitment, diligence, transparency, and service delivery by the wider body of stakeholders”, she added.

    Clarification on the So-Called Coalition of Federal Pensioners

    “The two recognised pension unions, NUP and FEPPPAN and other pensioner associations affiliated under these two umbrella pension bodies continue to work closely with PTAD in the collective interest of all DBS Pensioners’ welfare. It must, however, be emphasised that the Coalition of Federal pensioners, which claims to represent Federal DBS pensioners has inaccurately claimed that it was informed that all pension arrears would be paid within two weeks of the Federal Government’s approval. On the basis of this misinformation, the group has issued threats of protest, while refusing to acknowledge the significant efforts and measurable progress already recorded in the implementation of the pension increment and the payment of accrued arrears.

    “It is also important to clarify that the N5,000 palliative payment does not fall within PTAD’s mandate. The responsible Federal Government Agency under the Social Safety Net Programme is currently working to ensure that all eligible beneficiaries are duly captured and paid. The two recognised Pension unions; NUP and FEPPPAN, are fully aware of this arrangement and have continued to engage appropriately with the Federal Government on behalf of their members.

    “The majority of pension unions and associations have also continued to engage constructively with PTAD and have publicly commended the Directorate’s professionalism, responsiveness, and commitment to the welfare of DBS Pensioners. PTAD remains focused on serving all DBS Pensioners fairly and equitably and will not be distracted by misinformation or actions aimed at undermining the collective progress that is being achieved”, she noted.

    She reaffirmed the Directorate’s commitment to paying the outstanding arrears of the approved pension increments as additional funds are released by the Federal Government.

    PTAD urges pensioners to participate in ‘I’m Alive’ for seamless payment

    As part of ongoing efforts to ensure timely and accurate pension disbursements, the Pension Transitional Arrangement Directorate (PTAD) has urged all pensioners to participate in its annual “I’m Alive” verification exercise, warning that non-compliance could lead to temporary suspension of pension payments.

    The Directorate’s reminder comes amid growing concerns over delayed payments and fraudulent claims, with PTAD emphasising that the verification programme is crucial to safeguarding pension funds and guaranteeing that payments reach the right beneficiaries.

    The exercise requires retirees to confirm their status either in-person at PTAD offices or online via approved digital platforms, using valid identification and other supporting documents. PTAD stressed that completion of the process is mandatory for continued receipt of pensions.

    Speaking on the initiative, a PTAD spokesperson, Mr Olugbenga Ajayi said: “The ‘I’m Alive’ exercise is more than a routine check. I wrote to the Executive Secretary of PTAD and I was advised to send original stamped and signed BVN print out, letter of indemnity which I did since October 2023. Since then I have not collected my pension. Kindly assist me in order to alleviate my suffering.

    MABAWONKU: Good day, my name is Mabawonku. I am a state/federal share pensioner. I retired in 1993 from NERDC and finally retired in 2008 as a Director from Lagos State. I was verified in 2019 and I have written, sent emails and paid visits to PTAD office in Abuja and Lagos for the payment of my gratuity and six months pension from January 1993 to June 1993. But up till now no success. In November 2024, I sent a complaint via the zonal Lagos office with a hard copy of the statement of account from the date of my retirement in 2008 till date as directed by the zonal officer, but still no positive response. I want to know if after PTAD has paid N32,000 arrears of increment from August to December 2024, can the N32000 be added to our monthly pension allowance in January and February 2025 rather than our small amount of N28000 is deducted every month. Please help us from this deduction.

    SHEKONI: Good day, my name is Shekoni. The outcome of verification exercise by PTAD in 2023 erroneously reduced my service years from 35 to 27 and consequently, it affected my monthly pension calculation till date. Kindly help me.

    SAMUEL: Good day, my name is Samuel. I retired on grade level 9, step 5. My monthly pension is N17000 but has been reduced to N9000. Please I will like to know why. I am alive.

    PTAD: Dear Mr. Samuel, please note, according to the record available to us you’re on your rightful pension payment. And for your gratuity from our record, your retirement date was 21/9/1993. Therefore, your gratuity should be paid or has been paid by the state government. However, you can scan and send your bank statement six months before your retirement to date to enable us to investigate and respond further. Thank you

    OSUWA: Good day, my name is Osuwa. This is to remaind PTAD on short payment in my monthly pension. My mates are receiving N30,000 and more but I continue to receive less than N27,000. Kindly help me to correct this.

    PTAD: Dear Mr. Osuwa, kindly be informed, based on the documents you provided during verification, you retired on grade level 8 step 5 and structure HAPSS2003 and you’re on your rightful pension payment.

    ADEREMI: Dear Omobola, my name is Aderemi. The reply of PTAD to my complaint which was published on the March 12, 2025 was correct. Truly PTAD called me and asked me of my account details. The person that called me said that the account did not show my name. He also asked for some other information but I was unable to as my documents were not with me and I didn’t know them offhead. He promised to call the next day but he has not called back.

    ANNONYMOUS: Good day, please, save my soul. I have no other hope. I have not received my                   pension. The late payment  of my monthly pension is now becoming a regular occurrence and this is not good for PTAD’s image.

    KOLADE: Dear Omobola, my name is Kolade. Kindly look into the issue of N32,000 minimum wage for us who are still on old pension payment.
