  • Shittu: Adeleke’s family can only reject inquest on court order

A legal expert, Mr Wahab Shittu, yesterday said the family of late Senator Isiaka Adeleke can only refuse to appear before a state-ordered inquest if the decision is backed by a court order.

He said refusing to appear before a Coroner could be unlawful.

Shittu, however, said the circumstances of the Senator’s death means it may not be ideal to compel the family to appear at the inquest.

The University of Lagos (UNILAG) law teacher was reacting to the family’s rejection of a coroner’s Inquest ordered by the Osun State government to determine the cause of the politician’s death.

Following Adeleke’s death on April 30, Governor Rauf Aregbesola signed an executive order setting up a coroner inquest under the state’s Coroner Law of 2002. He appointed a Magistrate, Mr Olusegun Ayodele, as the Coroner.

Rejecting the inquest, the family said it was ill advised, self serving and its outcome per-determined.

Shittu said other factors outside the legal  consequences of the family’s rejection of the inquest must be considered.

“Without a court order, it’ll be difficult for the family to sustain its position, because that may be tantamount to interfering with lawfully constituted authority.

“But these are not issues that can be resolved by legal considerations alone. We also have to take into cognizance other permutations, including the psychological feelings of the family.

“This is why it’s not a matter that is strictly legal. There are extra-legal factors that need to be considered going forward,” he said.

According to Shittu, the family has genuine reasons to be emotional.

“Considering the circumstances surrounding Senator Adeleke’s death, the family or any other sane Nigerian is entitled to be suspicious. This was a man who a day previously was not showing any signs of any sickness. This may have informed the decision taken by the family, obviously out of frustration.

“I must say that inspite of that, the family is advised to cooperate and collaborate with the state government in determining the cause of death of this great Nigerian.

“I want to also believe that the government of Osun State under Ogbeni Aregbesola means very well in this exercise. The family will be doing the soul of the departed good if they cooperate until we see cogent and compelling evidence of complicity.

“This inquest is not something that is capable of being manipulated because the entire world is watching,” Shittu added.

  • Shittu, Onu, for info mgt confab

The Minister of Communications Technology, Adebayo Shittu and Minister for Science & Technology Dr. Ogbonnaya Onu, are scheduled to address this year’s national summit on information management slated for November 19, at the Sheraton Hotel, Abuja.

With Information Management for Change: Roles and Responsibilities of Key Stakeholders as its theme, the forum will bring key stakeholders together to brainstorm on the way forward as the economy seeks way out of recession.

The President/Chairman, Governing Council, Institute of Information Management (IIM) Africa, organisers of the forum, Dr Oyedokun Oyewole, said the forum is coming at an auspicious time.

He said: “In this era of change, we must recognise that governments alone cannot improve the situation in the country.

“To achieve our collective goals as a nation, we need to bring key stakeholders together across the country, from the private sector, to civil society, to government.

“If we do not work together, the situation just won’t change. Various stakeholders need to understand their roles and responsibilities on how we can harness information to better help improve the economy.”

E-governance ‘ll fight graft, say Shittu, Oyedepo

The Minister of Communications Technology, Adebayo Shittu and Chancellor, Covenant University, Dr. David Oyedepo, have urged Nigerians to embrace information communications technology (ICT) as a major tool to move the nation forward.

They argued that the implementation of electronic or e-government policy will not only bring about transparency but assure good governance. They spoke during this year’s Covenant University Conference on e-Governance in Nigeria, in Otta, Ogun State.

Shittu said the Federal Government believes in the implementation of e-government as a policy that would help improve efficiency in the public service, block financial leakages, improve transparency and reduce corruption to the barest minimum, while bringing government closer to the people.

According to him, the adoption of e-government across all Federal Government Ministries, Departments and Agencies (MDAs) has improved. He added that there is still a lot more work to be done both at the federal and state level.

“We have developed an e-Government Masterplan, which is a framework to guide the adoption and implementation of e-Government programs across government,” he said.

Represented by a Director in the Ministry, Tope Fashedemi, the minister spoke on: Information and Communication Technologies for Governance in Nigeria: Achievements, Challenges and Opportunities.

According to the Shittu, e-government is the use of Information Communication Technology (ICT) as a tool to facilitate improved service delivery between government and its customers which comprise its citizens, registered businesses, foreigners, government (MDAs), state government and local government, among others.

He said; “Based on the importance of e-government for our administration, we are keen on delivering improved government services to the citizenry, while focusing on the need to improve the capacity of the public sector workforce to be properly skilled and equipped to deliver on the government mandate in this new dispensation.”

He noted that there are several advantages to be derived from purposeful implementation of e-government, including cost savings which will result in effective service delivery, enhanced transparency and accountability, improved public administration and growth of the ICT sector which will lead to employment opportunities and improved economic development.

He said ICT is a positive catalyst to development, adding that a holistic adoption and implementation of e-government will result in an increase in the sector’s contribution to the GDP.

A new blueprint for the Information and Communication Technology (ICT) industry will be out in January, the Minister of Communications, Adebayo Shittu, said yesterday.

In a statement in Lagos, he said the blueprint would transform and make the ICT industry a new cash-cow for the economy.

“By the grace of God, in mid-January, I will be addressing the country on the blueprint for ICT development.

“We have been receiving a lot of input from stakeholders across the country and from Nigerians in the Diaspora; some of which will form part of the details of the blueprint.

“We have set up two days to do a retreat in Kaduna State in January after which the blueprint will be out.

“Certainly, what you should be assured of is that you have a new minister, who is passionate about development.

“A new minister, who does things the way they should be done, with a view to developing optimally the sector to generate a lot of employment in the economy,’’ he said.

    Ajimobi, Shittu mourn Kuye, Omiyale

Oyo State Governor, Senator Abiola Ajimobi, and the Minister of Communication, Adebayo Shittu, have described the death of the Otun Olubadan, High Chief Omowale Kuye, as very depressing. Kuye died on November 19 at the age of 87.

Kuye’s death is coming on the heels of the passing on of the Balogun of Ibadanland, High Chief Sulaimon Omiyale.

The governor lamented the death of the two most senior members of the Olubadan Advisory Council in quick succession, which he said marked a somber moment in the annals of Olubadan chieftaincy and Ibadanland in general.

In a statement issued by the Office of the Secretary to the state government said that the solace for the state government, the governor prayed that Allah grant the souls of the two illustrious sons of Ibadanland eternal rest and give their families, loved ones and the entire state the fortitude to bear the great loss.

Describing Chief Kuye as urbane and affectionate, the governor said that his simple lifestyle was a lesson in humility despite his accomplishments as a distinguished career federal civil servant and heir apparent to the enviable Olubadan stool.

He said: “As a traditional chief in Ibadanland and venerated senior citizen of Oyo State, Chief Kuye was always readily available to share his economic savvy and pool of experience garnered during his pristine public service with me.

“He will be sorely missed because his wisdom and sound advice on budgeting and planning have impacted on the economic management of this state since I came on board as governor.

“Chief Kuye did this state proud by his incorruptible and untainted career as a federal director of budget under former Chief Olusegun Obasanjo, then as head of state; as well as during his stint under former President Shehu Shagari and former Military President, Gen. Ibrahim Babangida.”

Ajimobi recalled the legendary philanthropic gestures of the late Otun Olubadan, which became manifest as far back as 1979 when he sold his shares in some blue chip companies to build Apatere Community Grammar School, which he donated to his native Apatere community.

Ajimobi said, “I’m confident that the sublimity of his earthly sojourn, his affectionate love for mankind, his patriotic zeal and service to his fatherland, dedication to Allah and his quintessential lifestyle would make the heavenly to joyfully welcome him home.”

Also in a statement by his media aide, Victor Oluwadamilare, , Shittu condoled Oba Samuel Odulana Odugade, the Olubadan-in-Council, the people of Ibandanland and the state government on the deaths of the two High Chiefs.

Shittu acknowledged the invaluable contributions of these frontline Ibadan Chiefs to the development of Ibandanland and the sustenance of Yoruba culture.

  • Senate under pressure over Ngige, Amaechi, Shittu

Senate under pressure over Ngige, Amaechi, Shittu

Ogbeh, Ibeto, Sirika, Alhassan, Udoma may ‘bow and go’

Ex-Rivers governor writes Senate on enquiry

Will the Senate change its parliamentary tradition or ask ex-lawmakers who are ministerial nominees to take a bow?

That was the question  at the weekend ahead of tomorrow’s screening of the nominees.

Senate President Bukola Saraki is under pressure to stick to the tradition, it was learnt.

But some senators from the opposition Peoples Democratic Party (PDP) are pushing for “an open and equal screening”.

It was gathered that the leadership of the Senate may take a decision before the screening opens.

Saraki is likely to present the issue before the Executive Session prior to the screening.

Eight of the 21 nominees are former lawmakers.

They are: Sen. Udoma Udo-Udoma; Sen. Aisha Alhassan; Sen. Chris Ngige; Sen. Hadi Sirika; Rt. Hon Rotimi Amaechi (a former Speaker of the Rivers State House of Assembly); Mr. Audu Ogbeh (a former Deputy Speaker of the Benue State House of Assembly); Hon. Ahmed Musa Ibeto (a former member of the House of Representatives); and Adebayo Shittu (a former member of the Oyo State House of Assembly).

It was learnt that many senators supported “parliamentary tradition” for the automatic clearance of the eight former lawmakers.

Also yesterday, the Senate re-echoed the statement by its Adhoc Media Committee Chairman Dino Melaye on the need for two senators to endorse a nominee from their state.

This followed the apprehension that some of the ministerial nominees will not be able to scale the screening hurdle, following their apparent likelihood of not getting the endorsement of two senators from their states.

On its Twitter handle @NGRSenate yesterday, it said: “The tradition of two senators having to endorse a ministerial nominee is not sacrosanct and can be waived, if a nominee passes other criteria.”

A principal officer said: “The Senate President is under pressure to break the tie and provide direction for senators who are divided on some nominees, especially the former lawmakers.

“Saraki’s personal relationship with some of these former lawmakers has made the pressure on the Senate more challenging.

“But the main issue is whether or not to give parliamentary waiver to ex-lawmakers who have been nominated as ministers.

“Some senators are insisting on the adoption of the parliamentary tradition to screen and clear the eight ex-lawmakers. Normally by our tradition, the eight nominees are expected to take a bow after explaining their plans for the nation.

“These senators have warned against the consequences of changing the tradition by the 8th Senate because it could be anybody’s turn tomorrow.

“They said if the Senate played into the hands of some politicians and governors, it might affect the prospect of some lawmakers in the future.”

Responding to a question, the officer added: “These senators are saying that we should grill these ex-lawmakers on their vision for the country but they are making a strong case for automatic clearance.

“Some of them cited the row which the screening and clearance of ex-Minister Musiliu Obanikoro generated and how ex-Senate President David Mark stuck to the parliamentary tradition.”

Another Senator said: “We have received many petitions against some of these nominees, including some of these eight lawmakers. A few Senators are demanding the waiver of the parliamentary tradition to enable the Senate leave the screening open.

“These petitions have been referred to the relevant committee of the Senate for consideration.

“We are looking into these arguments which have put the President of the Senate, Dr. Bukola Saraki, under pressure.”

Amaechi is said to have written to the Senate to stay action on any issue emanating from the Commission of Inquiry set up by the government of Rivers State.

He said since a matter was pending in court on the inquiry, it would be subjudice for the Senate to dabble in it.

A source in the Senate said: “Amaechi’s counsel has written the President of the Senate on the need to avoid consideration of a subjudicial matter.

“You know the Senate has a procedure of not treating any matter before a court.”

  • Shittu: no problems with Ajimobi

    Shittu: no problems with Ajimobi

The ministerial nominee for Oyo State, Adebayo Shittu, has said he has no problem with Governor Abiola Ajimobi.

Shittu, who spoke with reporters in Abuja, said contrary to speculations, he has a cordial relationship with the governor.

“It is true that we had political differences in the past but that is behind us. We were both contestants in the 2011 governorship election when I contested as candidate of the Congress for Progressive Change (CPC) while Senator Ajimobi was the candidate of the Action Congress of Nigeria (ACN).

“However, our differences were settled when the ACN and CPC merged with other legacy parties to form the All Progressives Congress (APC).We are brothers and there is no problem between us.”

He said he served as the Chief Collation Officer for the APC and President Muhammadu Buhari  in Saki West/Saki East/Atisbo Federal Constituency in the presidential election and Saki West for Ajimobi in the governorship election.

Shittu  thanked the governor, senators and party leadership  for the support given to him.

He said it was natural in politics that people will have divergent views on issues such as nominations for public office.

The former commissioner, however,  said what was most important is that differences are resolved for the unity of the party and the people.

  • Oyo APC’s and Shittu

SIR: I wish to express my view on the needless noise being made by the Oyo state chapter of APC over the nomination of Barrister Adebayo Shittu as the ministerial nominee from the state.

It is very clear that those making the noise are unfriendly to Oke-Ogun, the most marginalized section of the state. Ordinarily, one would not have taken the noise serious, but the extent to which they have gone, by sponsoring advertorial on national dailies against the nomination calls for concern. Barrister Shittu is an hardworking man, brilliant and religious, he has an unblemished record since he came to the limelight in the old Oyo House of Assembly in 1983, hence if integrity, is what qualifies one for the position under the present administration, then why the noise?. I observed that those behind the move never wish the people of Oke-Ogun, any good.  Oke –Ogun people are loyal, faithful, and brilliant  and committed and that is what Barrister Shittu represents.

The man has electoral value even more than many leaders of APC in Oyo state, his party got the highest number of votes during the March Presidential election from his Saki West local government area, his unit also recorded the highest number of votes of the over 4,000 units in the state, then what do they called electoral value? Thank God, the noise makers never accused him of corrupt practice. It is indeed time for change and that was what his nomination represents.
