Oborevwori seeks NDDC’s partnership to fix Niger Delta roads

Delta State Governor Sheriff Oborevwori has emphasised the importance of collaboration between the Niger Delta Development Commission (NDDC) and state governments to address the pressing issue of infrastructural development in the region.

Oborevwori spoke on Friday during the inauguration of the new NDDC State Office in Warri.

He underscored that the new facility represents a commitment to development, inclusion, and effective service delivery.

Governor Oborevwori highlighted that meaningful progress could only be achieved through joint efforts and a renewed focus on various sectors, including infrastructure, education, healthcare, and empowerment.

He specifically called on the NDDC to prioritize the rehabilitation of critical federal roads that have severely impacted commuting in the region.

He revealed that Delta State had already allocated N35.7 billion for the reconstruction of the Warri/Sapele/Benin Road, particularly from the Effurun Roundabout through the Spare Parts Market to the Ohore junction.

He said the road is vital as it serves as a key link connecting Delta to neighboring states, namely Bayelsa, Rivers, and Cross River.

The Governor’s call for enhanced partnership reflects a strategic approach to tackling infrastructural challenges in the Niger Delta, fostering a collaborative framework for improved service delivery.

The Governor expressed his readiness to partner with the NDDC on the Omadino–Okerenkoko–Escravos Road and other major projects, revealing that a joint meeting between the state government, Chevron and the Commission would hold early next month to outline next steps.

He commended NDDC Managing Director, Dr. Samuel Ogbuku, for his leadership and commitment to development, describing the new office as a mark of institutional stability and renewed purpose.

Oborevwori also lauded President Bola Ahmed Tinubu for his Renewed Hope Agenda, saying it had strengthened state finances, fostered inclusivity, and restored public confidence in governance.

“No state in Nigeria pays contractors faster than we do in Delta. We are not borrowing and we owe no contractor,” he affirmed, pledging continued transparency and accountability in his administration.

In his remarks, Minister of Niger Delta Development, Abubakar Momoh, said President Bola Tinubu directed the NDDC to complete all abandoned projects in the region, many of which have now been completed and commissioned.

He cited successes such as the restoration of electricity in Okitipupa after 15 years of blackout, the construction of key bridges and substations, and the launch of health and education projects across several states.

The Minister urged NDDC staff to maintain newly built facilities and remain non-partisan, reaffirming that the Commission serves all Niger Delta communities equally.

NDDC Chairman, Mr. Chiedu Ebie, and Managing Director, Dr. Samuel Ogbuku, both reaffirmed their readiness to collaborate with Delta and other Niger Delta states in delivering sustainable development.

Ebie noted that the 7th Governing Board, appointed by President Tinubu, had strengthened governance by adopting a new transparency framework developed with KPMG.

Ogbuku described the new Delta office as part of the commission’s transition “from transactions to transformation,” with similar projects underway across the region.

He disclosed ongoing collaborations with the Nigeria Liquefied Natural Gas (NLNG) on N650 billion worth of infrastructure projects, including bridges and roads, while assuring that the NDDC remains committed to accountability, partnership, and timely completion of legacy projects that will transform the lives of Niger Deltans.

The ceremony was attended by Chairman Senate Committee on NDDC, Senator Asuquo Ekpenyong and Chairman House Committee on NDDC, Hon. Erhiatake Ibori-Suenu, among others guests.

  • Oborevwori stops contract cost abuse, restores fiscal discipline

Oborevwori stops contract cost abuse, restores fiscal discipline

    By Cyril Akpomedaye

In a country where the cost of public projects often doubles or triples long after contracts have been signed, Governor Sheriff Oborevwori’s recent decision to abolish the upward review of contract sums in Delta State is a bold and refreshing move.

It is a reform that cuts straight to the heart of one of Nigeria’s most persistent governance problems: the silent sabotage of accountability through inflated contracts. By taking this decisive stand, Oborevwori is not only promoting prudence and transparency but also sending a strong message that the era of easy loopholes in public contracting is coming to an end.

Hitherto, it was prevalent that contractors usually asked for upward review of their contracts. Most times, the contractors cited increase in costs as an excuse. While this is a tenable excuse, for fraudulent contractors, it creates an avenue for fraud. Every Nigerian knows the story — sometimes too well. A borehole project that should cost N5 million ends up gulping N20 million. A 10-kilometre road drags on for six years, and when completed, it begins to crack within months. The problem often begins not at the point of execution but at the point of approval, where contractors underquote deliberately just to secure the job, confident that they can later return to the government to demand “variation” or “upward review.”

Thankfully, Oborevwori disclosed this abolishment at the thanksgiving service marking the opening of the 2025/2026 Legal Year of the Delta State Judiciary, held at Emmanuel the Saviour Catholic Church, Asaba.

“We have ended the old practice of arbitrary review of contract sums and variations after agreements have been signed,” Oborevwori said, putting an end to the fraudulent scheme.

“Today, every state contract contains a clause that prevents such adjustments, and no contractor receives payment without a duly executed agreement. This is a major step towards transparency and responsible financial management in line with the Delta State Public Procurement Law of 2020.”

While many critics may not like the person of President Tinubu, some discerning ones cannot shy away from the strength and beauty of some of his reforms. Of particular importance here is the foreign currency reforms. For nearly three years, foreign airlines were owed millions of dollars. Local businesses often relied on black market to access dollars in the course of doing business. That was till the Tinubu administration cleared and stabilised that stable. Unlike in the recent past, where the dollar swung unpredictably, a situation which made foreign currency speculation a full-time job of some, things have changed. Now, the Naira is stable and Nigerians can easily pay for little transactions abroad with their Naira cards. The difference between trading dollars via the banks and the black market is very marginal. The stability of the Naira in terms of the dollar has extended to businesses, many of whom have begun to consume imported goods or services to fulfill their obligations.

But what is the connection of dollars to contract cost reviews? Simple. In an import dependent country like Nigeria, the dollar has an overwhelming way of influencing daily life, helplessly inflating costs, if swaying wildly. But as the foreign exchange machinations are stabilising and the Naira is stabilising, it would be difficult for contractors to cite wide fluctuations in prices as an excuse for upward reviews of contract sums. Hence, the abolishment by Oborevwori is not only welcome in the Big Heart state, it would be considered genius by watchers.

The governor, who led the immediate state Legislature as Speaker, also used the occasion to reiterate his belief in democracy and the partnership that should exist among the three arms of government.

“Our efforts in justice infrastructure, procurement, and law-making reflect our belief that democracy thrives best when there is synergy among the executive, the legislature, and the judiciary,” he said.

“The executive, legislature, and judiciary are partners in service. Each arm depends on the other to function effectively. Together, we must continue to uphold the rule of law and ensure that every Deltan can live, work, and dream in a society governed by justice and fairness.”

At the event, Sheriff highlighted some of his administration’s reforms in the public service to include a 158 percent increment in Delta’s minimum wage. Also, his administration paid over N70 billion to clear state pension arrears, including a fresh N10 billion intervention to the State Pensions Board, with an additional N2 billion released monthly to sustain payments. According to the governor, the move is part of a broader commitment under his MORE Agenda — Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security.

He listed some interventions like the launch of a Widows’ Welfare Scheme, to provide free healthcare and monthly stipends to 10,000 widows across the state. Other youth empowerment programmes such as MORE Grant Scheme, MORE WISE-Up, MORE ICT, and MORE Biz-Up, have transformed thousands of small businesses and artisans to self-reliance.

As it stands, Oborevwori deserves kudos for how he is devoting more than two-thirds of the state’s 2026 budget to capital projects. Roads and infrastructures like hospitals, schools are taking centre-stage in addition to social services like healthcare and education. But, without ensuring proper fiscal methodology, there would not be funds to produce adequate public goods and services.

Nigeria’s fiscal landscape is riddled with leakages — from inflated payrolls to duplicated projects. But few leakages are as pervasive as contract inflation. Once a project cost is reviewed upward, it rarely comes down, even if market prices later stabilize. And because these variations are often approved quietly within bureaucratic corridors, they escape public scrutiny. By abolishing upward reviews in Delta, Oborevwori has effectively blocked one of these hidden drains. The move will likely save the state billions over time — funds that can be redirected to social services, healthcare, education, or youth empowerment.

Oborevwori’s approach brings back an ethic of accountability that has been sorely missing. It tells civil servants that due diligence is not optional. It reminds contractors that government work is not a lottery ticket. And it assures citizens that the state’s resources are being protected. But for too long, Nigerian states have paid premium prices for substandard output. By eliminating the habit of revising contract sums upward, Delta State is aligning itself with the global best practice of cost certainty. Contractors now have every incentive to sharpen their pencils, negotiate better with suppliers, manage timelines efficiently, and adopt modern methods that reduce waste.

The governor’s move is not just administrative housekeeping. It is political courage. In a system where many would rather maintain the status quo to please vested interests, he has chosen to disrupt it. By abolishing the upward review of contract sums, Oborevwori has taken a stand that every Nigerian who desires good governance should applaud. And better still emulate. Because it is not just good for Delta. It is good for Nigeria.

Group rallies support for Tinubu, Oborevwori’s re-election

Convener of Deltans Want MORE: Deltans want Renewed Hope, Olorogun Ese Kakor, has thrown his weight behind the endorsement of President Bola Ahmed Tinubu and Delta Governor Sheriff Oborevwori, for a second term in office by stakeholders of the Delta State All Progressives Congress (APC).

The endorsement took place on Sunday during a stakeholders’ meeting of the APC in Asaba, where party leaders cited the impressive performance of both the President and the Governor as justification for the early support.

In a statement in Warri, Kakor described the decision as a strategic move to consolidate the gains already recorded in governance at both the federal and state levels. He urged other political parties to emulate the APC by endorsing the incumbents, stressing that continuity in leadership is crucial for sustainable development.

Kakor particularly highlighted the giant strides of Governor Oborevwori since assuming office, noting that the current administration has demonstrated visible capacity, focus, and people-centred governance across critical sectors.

He pointed to the ongoing expansion and dualisation of the Asaba–Ughelli Road, a flagship project aimed at improving connectivity between the state capital and the oil-producing areas, as well as the construction of three major flyovers and road interchanges in Warri and Effurun, handled by Julius Berger. These projects, valued at over ₦78 billion, are designed to decongest traffic, stimulate commerce, and redefine urban infrastructure in Delta State.

Kakor also commended the Governor’s intensive urban renewal drive, which has delivered new internal roads and drainages in Asaba, Warri, Ughelli, Sapele, and several other towns, improving mobility and reducing flooding in previously neglected communities.

In the education sector, he acknowledged the construction and renovation of hundreds of classroom blocks, equipping of technical colleges, and upgrading of tertiary institutions to meet modern standards. These, he said, reflect the Governor’s commitment to youth development and quality education.

He further praised Oborevwori’s social welfare and empowerment programmes, including grants and soft loans for small and medium enterprises (SMEs), skills acquisition schemes for youths and women, and targeted interventions for vulnerable groups under the MORE Agenda, an acronym for Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security.

On healthcare, Kakor cited the strengthening of the Delta State Contributory Health Scheme and the renovation of several primary health centres to expand access to affordable healthcare across rural and urban communities.

“Since the return of democracy, the performance of President Tinubu and Governor Oborevwori has remained unparalleled. Their leadership has brought tangible progress to the nation and our state in particular,” Kakor declared.

He pledged his group’s continued support for both leaders, expressing optimism that their second terms would deepen reforms, accelerate infrastructure development, and further stabilize the political and economic landscape.

Delta APC endorses Tinubu, Oborevwori for 2027

The All Progressives Congress (APC) in Delta State has passed a vote of confidence in President Bola Ahmed Tinubu and Governor Sheriff Oborevwori, endorsing them as the party’s sole candidates for the 2027 general elections.

The endorsement took place  during a well-attended APC Stakeholders Meeting at the State Banquet Hall in Asaba, the state capital.

The meeting gathered influential party leaders, current and former lawmakers, and key political figures from Delta’s three senatorial districts.

The motion for the vote of confidence was introduced by the Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, and seconded former Delta Speaker Victor Ochei.

Keyamo praised  Tinubu’s leadership, highlighting his “bold reforms and transformative leadership” and specifically mentioning the removal of fuel subsidy as a prudent decision that has redirected significant funds toward critical national infrastructure projects.

Keyamo pointed out recent developments, including the President’s approval of $1 billion for the revival of the Warri port and other major projects like the Lagos/Calabar coastal road and enhancements to Lagos Airport—outcomes attributed to the savings gained from subsidy removal.

He described Tinubu as a “prudent manager and visionary leader.”

Keyamo noted Governor Oborevwori’s contributions to substantial infrastructural development within Delta State and reinforced his call for the party’s endorsement of both leaders for the 2027;elections.

He said the passing of this motion reflected a strong unity within the APC in Delta State in support of their leadership.

He also commended Governor  Oborevwori for his visionary leadership and for the massive infrastructural development across Delta State.

He moved that “the Delta APC pass a vote of confidence in President Bola Ahmed Tinubu, Governor Sheriff Oborevwori and adopt them as the party’s sole candidates for the 2027 general election.”

Seconding the motion, which was unanimously adopted, Ochei hailed Tinubu and Governor Oborevwori’s inclusive governance and developmental impact across Nigeria and Delta State,  respectively.

The Governor commended President Tinubu’s leadership, describing him as “a man who rewards loyalty, commitment, and results.”

“In 2027, our votes will be our report card. Those who claim to love the President must show it through the ballot. I won 21 out of 25 local governments in the last election because we worked and stayed loyal. That’s what real commitment means,” Oborevwori said.

The Governor warned against disloyalty within the party, stressing that some members who did not work for APC during the last elections had benefited unduly.

“Some in power today didn’t work for the APC, but we know them. When the time comes, we will expose them. This time, loyalty will be rewarded, not hypocrisy,” he declared.

He emphasised unity and collective decision-making, urging leaders to put the interest of the party above personal ambitions.

On governance, the Governor highlighted ongoing infrastructural projects across Delta State — including the ₦59 billion Uromi Junction flyover project, the ₦39 billion Ughelli Flyover, and the coming Tuesday groundbreaking of Warri/Sapele Road rehabilitation.

“This is the only state where contractors are not owed. We pay 40% mobilization upfront. That’s because we are managing resources efficiently, and the President’s reforms are yielding results,” Oborevwori said.

Immediate past Governor Senator Ifeanyi Okowa, expressed delight at the gathering, describing the April 28, 2025 mass defection into the APC as “a turning point in the state’s political history.”

“Today, I can confidently say that joining the APC was the right step in the right direction. The party is now stronger, more united, and better positioned for victory in 2027,” Okowa said.

He praised Tinubu’s economic decisions as “bold and necessary,” urging leaders to enlighten their constituents on the long-term benefits of current reforms.

Okowa commended Oborevwori for uniting the party, saying his humility and inclusive leadership had strengthened Delta APC across all senatorial districts.
