Delta govt defends civil service dress code, says policy enforces professionalism

…as Commissioner hails Oborevwori on infrastructure devt

Delta State Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, has defended the state government’s decision to reinforce the civil service dress code, stressing that the policy is rooted in existing regulations and designed to uphold professionalism in the public service.

Speaking on ‘Morning Express’, a flagship programme on ADBN Television, Aniagwu clarified that the policy is not new but a reminder of long-standing civil service rules requiring decency and corporate appearance for officers while on duty.

He explained that civil servants are bound by the Nigerian Constitution, state laws, and the Delta State Civil Service Rules, which clearly stipulate standards of conduct and dress code.

Quoting Chapter One, Code 01001, and Code 04314 on page 42 of the rules, he noted that all civil servants are mandated to dress decently whenever in office or representing the state government.

Aniagwu added that the regulation aligns with practices in the private sector, where organisations such as banks enforce corporate identity and standards of appearance.

“When people applied for jobs, they came dressed properly, not in rags. So why would they suddenly change after securing employment? Just as banks and other corporate institutions enforce standards, the civil service must also reflect decency and discipline,” Aniagwu argued.

On concerns about wardrobe allowances, Aniagwu dismissed claims that the directive would impose financial strain, noting that civil servants already spend significantly on personal events.

“Our brothers and sisters attend weddings, parties, and other functions where they dress elegantly. If they can afford that, then the workplace, which pays their bills, also deserves that level of decency,” he maintained.

The commissioner recalled that the dress code had been emphasized as far back as the Chief James Ibori administration, and later reinforced under Dr. Emmanuel Uduaghan.

He said the present government under Governor Sheriff Oborevwori is only ensuring compliance, not introducing a new policy.

Reacting to the Nigeria Labour Congress (NLC) protest over non-consultation, Aniagwu emphasized that the Head of Service, as the number one civil servant in the state, is legally empowered to issue such directives and had, in fact, engaged permanent secretaries and key stakeholders on effective implementation.

Aniagwu further clarified that the policy does not intrude into personal lives, stressing that civil servants are free to wear what they please outside the workplace.

Meanwhile, the state Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, has expressed satisfaction with the pace and quality of work at the Orere Bridge project in Ughelli South Local Government Area, describing it as another clear testament to Governor Sheriff Oborevwori’s unwavering commitment to completing inherited projects.

Speaking during an inspection tour of the project on Thursday, Izeze acknowledged the challenges posed by heavy rains and difficult terrain but noted that the contractor, J.U. Obakpor Engineering Company, had demonstrated remarkable resilience and adherence to specifications.

“As you can see, despite the elements, the contractor is delivering. From what I have observed and confirmed with our supervising engineers, the structural work is satisfactory and strictly in line with the approved memo. There is no cause for alarm,” he said.

The Commissioner highlighted the progress recorded on the main alignment, reinforcement, and sand-filling works, stressing that critical milestones had been achieved.

He disclosed that the firm was sourcing sharp sand from Kaiama and Bomadi through barges, a process that required significant logistical effort but had not slowed down the pace of delivery.

The Orere Bridge, when completed, is expected to significantly improve connectivity, boost economic activities, and enhance the quality of life for residents of Ughelli South and neighbouring communities.

Forum pledges support for Tinubu, Oborevwori ahead of 2027 elections

The Ughelli South United Forum, a new political group of stakeholders from the local government, has vowed to work towards securing massive electoral victories for the All Progressives Congress (APC) in the 2027 general elections.

Led by Olorogun Godwin Okporoko and comprising prominent figures including Hon. Oteri Homes, Chief Ogaga Etada, Chief Michael Oshetigho, Secretary of the Forum, Hon. Bright Ovayero (Majority Leader, Ughelli South Legislative Arm), Olorogun Okiemute Oviri, Olorogun Samson Okomitie, Olorogun Moses Ekavwo, Comrade Omogosibo Benjamin, Charles Buluku, Olorogun Vincent Oduaran, and Hon. Chief Josephine Oduaran, the Forum said it was determined to mobilise voters and consolidate party strength across the wards in Ughelli South.

Speaking on behalf of the group, Chief Michael Oshetigho explained that the Forum was formed in response to the narrow loss suffered by the party in the 2023 governorship election, where it was defeated in Ughelli South by just 110 votes. He said members were resolved to close such gaps going forward.

Oshetigho declared that the Forum had adopted President Bola Ahmed Tinubu and Governor Sheriff Oborevwori as their sole candidates for 2027, while pledging to align with the party’s decisions regarding other elective offices.

He also thanked the Delta State Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, for his contributions to infrastructure development in the state over the past two years, and urged him to accept their request to serve as a patron of the Forum.

He recalled his own political journey in the area and emphasised the need for dignity, freedom, and fairness in political engagements.

Izeze commended the members for their solidarity and urged them to change the philosophy of local politics by creating space for all interests.

“There is no shortcut to freedom. Leadership must come to you individually, and the sky is big enough to accommodate everyone’s political ambition,” he said, adding that future congresses would be crucial in determining the direction of the party at the grassroots.

He expressed appreciation to Governor Oborevwori for the opportunity to serve in his administration and called on the Forum to remain focused on strengthening the party and uplifting the people of Ughelli South.

NGO tasks Oborevwori on enactment of Whistleblower Protection Bill 2024

Anon-governmental organisation, Global Peace Development (GPD) has taken Delta State Governor Sheriff Oborevwori to task on the enactment of the Whistleblower Protection Bill 2024 into law.

The Executive Director, GPD, Ebruke Esike, made the call on Saturday in Asaba, Delta State capital, during a one-day training for media practitioners and social media influencers on the ‘Whistleblower Protection Bill 2024’.

The training was organised with support from the UK Foreign, Commonwealth and Development Office (FCDO).

Esike said the bill, when enacted, would promote transparency and accountability in governance.

The GPD executive director stated: “The essence of this media training is to acquaint media practitioners, both traditional and social media influencers, on the draft Whistleblower Protection Bill as developed by the Delta State Government in 2024.

“We have participated in the bill with the Attorney General and Commissioner for Justice since 2024. Now, the good thing is we have sent that bill to the Attorney General in February. Of course, I think the Governor being a listening governor bought the idea.

“Most people who supported the Whistleblower Protection Bill thought that if this bill is enacted by the state House of Assembly and the governor gives assent, it will protect them more to actualise and complement the effort the Governor seeks with the Public Finance Law 2022 which the governor passed as a Speaker.

Therefore, it is a big honour for him having passed it as a Speaker and is now a law, it is time for the execution.

“And one major factor that is inhibiting the execution is the Whistleblower Protection Bill which he also believes in and we are saying it should go to legislation and that is the only way the citizens will be comfortable.

“It has many implications in terms of development, in terms of accountability and in terms of stewardship for the people and that is why we are calling for the enactment.

“And this is not without support of the Nigerian Civil Society Situation Room and the UK Foreign, Commonwealth Development Office.”

He expressed optimism that Governor Oborevwori, with all intents and purposes, believes in the policy, that is why it is called policy

He, however, said that for the citizens to be protected, there must be an enabling law and the enabling law is the legislation.

“If you have legislation, you have protection. Nigeria is guided by the Constitution. Without the law, you cannot serve, that is why we are seeking legislation for the Whistleblower Protection Bill,” Esike stated

Speaking on the ‘Role of the Media and Influencers in Promoting Whistleblowers’ Protection’,  a GPD facilitator, Philip Adigwe, said the passage and implementation of the Whistleblower Protection Bill cannot succeed in isolation.

Adigwe said it requires the combined efforts of the traditional media, social media influencers, civil society, and government stakeholders.

He stated: “Traditional media strengthens accountability through investigative journalism, education and advocacy. Social media influencers extend this reach, breaking down complex issues for everyday citizens, amplifying whistleblowers’ voices, and driving online campaigns that demand action.

“When both platforms work together, they create a powerful ecosystem of awareness, protection and accountability.

“This collaboration ensures that whistleblowers are not only heard but also safeguarded, making the fight against corruption more effective and sustainable in Delta State and across Nigeria.”

Oborevwori decries  Delta’s poor performance at 2025 NYG

The Delta State Sports Commission has come under scrutiny following the state’s disappointing performance at the just-concluded National Youth Games (NYG) in Asaba, where Lagos dethroned Delta to clinch top spot.

Governor Sheriff Oborevwori, visibly displeased with both the poor outing of Team Delta and the organizational lapses witnessed during the Games, summoned an emergency meeting with the Local Organizing Committee (LOC) immediately after the closing ceremony.

Delta, which had dominated the NYG by finishing first in the last eight editions, only managed second place this time — a result the governor described as “totally unacceptable,” especially given the state’s significant investment in the event.

According to a reliable source privy to the meeting, Governor Oborevwori expressed deep disappointment, stressing that his administration had provided all necessary support to the Sports Commission and the LOC to ensure Delta retained its traditional top position.

In a decisive move, the governor demoted his Executive Assistant on Sports and former Director-General of the Sports Commission,  Festus Owhojero, under whose leadership the Games were organized. Owhojero was reassigned from Executive Assistant (EA) to Senior Special Assistant (SSA) with immediate effect.

The governor’s action, our source revealed, reflects his zero-tolerance stance on incompetence and underperformance within his administration. Mr. Owhojero thus becomes the first high-profile casualty of the governor’s resolve to reposition sports in Delta State.

Furthermore, Oborevwori directed the Sports Commission and LOC officials to submit a detailed report on the Games, outlining what went wrong and providing recommendations for improvement. The governor emphasized the need for urgent reforms to restore Delta’s dominance, especially as the state is set to host the next edition of the Games under an existing memorandum of understanding (MoU).

Oborevwori moves to check rising house rents in Asaba

Delta State Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, has assured that Governor Sheriff Oborevwori’s six-lane Asaba Waterfront City project will not only transform the state capital’s landscape but also ease the pressure of skyrocketing house rents in Asaba.

Speaking during an inspection tour of the project yesterday, Izeze explained that the road, being executed under a Public-Private Partnership (PPP) between the Delta State Government and North China Construction Company, would open up the Waterfront City and boost housing supply in the capital.

“With projects like this, simple economics will come into play as supply increases, demand pressure will ease, and rents will crash. We believe this will solve the problem of outrageous house rents in Asaba,” the Commissioner stated.

He added that the project would also help decongest the already overcrowded city centre while curbing the menace of illegal and temporary structures that had previously taken over the area.

“This place, about four years ago, was already turning into a shanty where all kinds of characters were putting up illegal structures. With this project, we are creating a completely new city that will ease the pressure on Asaba,” Izeze said.

On the quality of work done, the Works Commissioner expressed satisfaction with progress on the six-lane carriageway, which was first awarded by the previous administration but gained full momentum under Governor Sheriff Oborevwori.

“I have inspected this road about four times now, and I can say the quality of the structural work is reasonably good. Now that they are at the asphalting stage, I expect them to strictly adhere to the Bill of Engineering Measurement and Evaluation, particularly with the thickness and quality of asphalt applied,” he noted.

Izeze further commended the aesthetics of the project, describing it as “quite attractive to the eyes,” and urged the contractors to take advantage of the dry season to complete both the binder and friction courses so the road can be delivered for use.

Oborevwori tasks APC members, Deltans on voter registration

Delta state governor, Sheriff Oborevwori, has urged members of the All Progressives Congress (APC) in the state to intensify efforts in mobilising eligible voters, particularly those yet to be registered, to participate in the ongoing voters’ registration exercise by the Independent National Electoral Commission (INEC).

The governor made the call on Tuesday at the Unity Hall, Government House, Asaba, during an enlarged meeting of party leaders at the ward, local government, and state levels.

He emphasised that all citizens who attained the age of 18 since the last registration in 2022 should be encouraged to register in order to exercise their franchise in the 2027 general elections.

Oborevwori explained that the meeting was convened to further strengthen the bond of unity among party stakeholders, stressing that with a united front, the APC was poised for victory at all levels.

He assured of his synergy with President Bola Ahmed Tinubu for the collective good of the state and the nation, even as he applauded the commitment of APC leaders at the ward, local government and state levels to the growth and development of the party.

“With unity in our party, no other political party can defeat the APC. We are performing well at the federal level, and we are equally doing well here in the state. The issue of voters’ registration is very important, and we must take it seriously. From the ward level, ensure that those who could not register before are captured this time,” the Governor said.

In his remarks, Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, reminded elected and appointed members of the party of their duty to return to their wards and local governments to mobilise registrants.

He noted that working as a team remained the surest way to advance the “Renewed Hope for More Agenda.”

Earlier in his remarks, the State Chairman of the party, Elder Omeni Sobotie who underscored the importance of unity, urged members of the party to continue to work together in order to enhance the electoral fortunes of the party in future elections in the state.

Also speaking, a party stakeholder, Chief Solomon Arenyeka, appealed to aggrieved members to bury their differences and work in unity for the growth of the APC and the overall development of the state.

Addressing journalists after the meeting, the State Publicity Secretary of the APC, Mr. Valentine Onojeghuo, said the gathering was primarily convened to consolidate party unity and raise awareness for the ongoing voter registration exercise.

He stressed that unity and loyalty were indispensable for the party’s success in the 2027 polls.

“Our first and most important takeaway from this meeting is the unity of the party because without unity, there can be no loyalty.

“The second is ensuring that all eligible young people turning 18 are captured in the ongoing registration. Once this is done, the 2027 general elections will be a walkover for our party,” Onojeghuo added.

Oborevwori noted that the Igbo people play a very key and significant role in the nation, adding that the social-cultural organisation would further unite the Igbo people wherever the language is spoken.

Oborevwori said: “The Igbo people play a very key and significant role in our nation, Nigeria, today. This cultural organisation seeks further to unite Igbo people wherever the language is spoken, and it is heartwarming.

“The group coming together to bring all Igbo speaking people together in another body is highly commendable and encouraged.

“I am glad that the Senator representing Delta North is here among you today, and the Delta State government will always ensure to provide and encourage all social cultural organisations in our state.”

Senator Nwoko emphasised that Igbo unity is a core value and sometimes wonders why the Delta Igbo is separated from the others.

He said discussions are ongoing among stakeholders to create an additional state for the Igbo as a matter of equity.

He suggested Anioma as a prime candidate for the proposed state, citing its historical significance in the region.

He noted the Anioma State creation was the dream of the forefathers, and called for unity irrespective of political affiliations to achieve the dream and also support the state governor.

Nwoko stated: “We are Igbo wherever we are; we must work together to achieve the Anioma state, and I am supporting the governor hundred percent.”

Supporting this call, keynote speaker Prof. Timothy Uzodinma Nwala endorsed the unification movement and the creation of Anioma State.

He stressed the need for inclusive recognition of all Igbo-speaking communities, asserting that unity in identity and purpose is vital for the progress of Ndi Igbo.

Earlier in his opening remarks, the Chairman of the Organising Committee, Mr. Agada Cosmos Chikeobi, urged stakeholders to take to heart key recommendations of the conference to achieve its set goals by standing together as one ethnic group.
