Wike threatens to revoke land titles over non-payment of C-of-O Fees

Authorities of the Federal capital territory Administration (FCTA) may have begun implementation of reforms in the Land Sector as the administration threatened to revoke any land title in the FCT over failure to pay the prescribed fees for the processing of the Certificates of Occupancy (C-of-O).

The FCT Administration has given a four-month ultimatum to all land title holders with Rights of Occupancy (Rs-of-O) to either pay for the processing of their C-of-O or have such titles revoked in accordance with the extant laws governing land administration.

A statement by the Director of Land Administration Department, FCT, TPL. Ekarikpong Ukpanah in Abuja stated the Administration expressed dismay over the non-payment of processing fees as well as other bills by respective allottees.

Ukpanah indicated that the non-payment of the fees and other bills for C-of-O is a violation of the terms of grant and extant provision of the Land Use Act.

He explained that the violation has continued to serve as a catalyst for unbridled land speculation in the FCT with its attendant negative impact on the infrastructural development of the Territory.

It noted that the administration took the necessary steps to urgently stem the ugly trend by ensuring that henceforth only genuine land developers are allocated land in the FCT.

The statement revealed that the Minister of the FCT, Barrister Nyesom Wike has since given approval to this effect and all Land Title holders that possesses the Rights of Occupancy in the FCT should as a matter of urgency, pay the requisite processing fees for the C-of-O or have them revoked in accordance with the statutory provisions.

The ARYA made this known during a briefing in Abuja following series of engagements with various stakeholders.

“The Minister has shown a clear commitment to fostering a more inclusive and progressive Abuja. His initiatives have addressed immediate concerns and set the foundation for sustainable development,” said Comrade Mukhtar.

Emphasising the importance of peace and dialogue among the youth of Abuja, Comrade Mukhtar urged them to embrace these principles as essential for achieving an inclusive government.

“Our country, Nigeria, belongs to us all, and we must own it with a sense of responsibility. Peace and dialogue are crucial for representing and serving all citizens. Let us work together to foster unity and collaboration,” he added.

Reviewing the recent ministerial town hall meetings, Comrade Mukhtar highlighted their role in bridging the gap between the government and the youth. He urged that these engagements be sustained periodically to ensure continuous dialogue and peaceful coexistence. “Sustained dialogue between the government and the youth will lead to more informed and inclusive policy-making,” he stated.

Wike: senator behind protests in FCT

    · ‘Lawmaker will face security probe’

Federal Capital Territory (FCT) Minister Nyesom Wike yesterday alleged that a senator was sponsoring protest against the government.

The minister did not name the senator.

According to the minister, intelligence showed that the said senator engaged some security agencies to lead the sponsors to provide food for the protesters.

Wike made the claim after holding an emergency Security Council meeting of the FCT last night.

“Shortly, the senator will be invited by security agencies for proper questioning,” Wike said.

The minister, who admitted that protest is allowed in democratic settings, said the protesters have been restricted to the Moshood Abiola National Stadium, adding that they should go there today and continue with their protest.

The minister also claim to be privy to an intelligence that some people plan to come out tomorrow (Friday) to destroy property that will lead to loss of lives.

He urged the planners to drop the idea, warning that the security agencies will not allow such to happen.

Wike said: “We had said before now that we will continue to brief the press as we monitor the protest of people who say they are protesting against bad governance and hunger in the country. We believe that this is a democratic government and so we must act according to the rule of law.

“We also believe that this protesting is their entitlement so that the government can address the issues raised. Obeying the rule of law is obeying court orders.

“You saw what happened today where some people tried to move into the Eagle Square. Miscreants may not have succeeded in what they wanted to do, but we have intelligence that they are coming out tomorrow (today) to destroy property that will lead to loss of lives.

Sultan, Wike, Obaseki, Fubara, Adegboruwa seek dialogue

    • What govts should do, by PDP, Adegboruwa

Eminent Nigerians yesterday urged youths and other citizens to pull the brakes on the ongoing nationwide #EndBadGovernanceInNigeria protest.

Sultan of Sokoto Sa’ad Abubakar, Federal Capital Territory (FCT) Minister Nyesom Wike, Governors Godwin Obaseki (Edo) and Siminialayi Fubara (Rivers) preached calm and dialogue.

The protest was hijacked by criminals in parts of the country, with attacks on public infrastructure and killings recorded.

The Sultan-led Jama”tu Nasril Islam (JNI) appealed for restraint.

JNI, Secretary General, Prof. Khalid Aliyu, said in a Kaduna: “The Sultan of Sokoto and President-General, JNI, Sa’ad Abubakar, once again appeals to the protest conveners, their covert and overt benefactors, as well as other critical stakeholders to sheath their swords and urgently come to the table for dialogue.

“We genuinely feared the escalation to an uncontrollable scenario and the reports are tilting towards that.

“Therefore, in the name of Allah, the Most High, we are calling for an end to the snowball rampaging, in the name of protests.

“We should all understand that there must be a stable country called Nigeria before we can proudly call ourselves Nigerians.”

Wike called on protesters to embrace dialogue, saying the government was ready to listen.

The minister spoke while presenting staff of office to four newly appointed graded chiefs of Karu, Kwali, Pai and Yaba in the territory.

Wike said: “Let me take this opportunity to commend the people, the youths of Abuja for not being violent. We have said severally that it is better to dialogue with the government and keep the peace.

“He who makes peace will at the end of the day enjoy the dividends of peace.

“I still want to talk to our people that we are still ready to sit down and dialogue with them and let them know things that they may not know because information is power.

“I commend the protesters in Abuja who have refused to be violent.”

Obaseki, who addressed protesters at the Secretariat Building on Sapele Road and those who converged at the Government House in Benin, said he was aware of the pains and sufferings faced by Nigerians.

He said: “As your governor, I know you are unhappy. You are hungry.  I am here to let you know that any message you have for me; I will take it to Abuja to give Mr. President. The level of hunger is high and I will take your messages to Abuja.

“You say the president should reduce fuel, I will let him know. You say unionists are causing a rise in food prices. Let me know those who are troubling you; they will be arrested. We will work to ensure that food prices come down.

“We will disband ‘agberos’ (thugs) and stop their activities on our roads. You say we should fix Federal Roads and reduce electricity tariffs.

“I will take that to Abuja for the president to address. I will bring school fees down in Edo State; I don’t need the Federal Government on that.

“I have heard all you said. You demanded eight things: three I will handle myself and I will take the other five to Abuja. School fees and agberos will be reduced here in Edo. But for the price of fuel and cement; that is for Mr. President to handle.”

Fubara urged protesters to be patient as better days are coming.

He acknowledged the economic realities but said the Tinubu Administration was working to address the issues.

Fubara spoke at the gates of Government House in Port Harcourt when he addressed a group of youths who protested.

He said:  “Thank you for being peaceful. I already know your problems; we will communicate them to the Federal Government.

“Our only worry is that we know a lot of people are planning to take advantage of this protest to destroy our State. But, we will not allow it.

“It is not easy, but we know quite alright that very soon, everything will be well. Starting from our own state, everything will be well.

“What we just need is for you to support the government and its policies. Implementing policies, at the beginning, must be harsh, but at the end, everything will be fine.”

    Senator, ALGON seek dialogue

Also, the Chairman Senate Committee on Finance, Senator Mohammed Sani Musa, appealed for calm and restraint amid protests.

Musa, who represents Niger East, in a statement in Abuja, said all acts of violence must cease for peace to reign.

He said: “In these trying times, I address you with a heavy heart. Our beloved nation is facing a significant crisis marked by violence, arson, and killings in cities across Nigeria.

“This wave of destruction and loss of life is deeply troubling and must stop now.

“I urge every citizen to exercise restraint and prioritise peace. Our youths, who are the backbone of our future, must channel their energy and frustrations into constructive and peaceful endeavours.

“Violence only perpetuates a cycle of suffering and instability, undermining the progress we have worked so hard to achieve.

“Let us come together as one nation, united by our common goal of a peaceful and prosperous Nigeria.

“Dialogue, understanding, and cooperation are the paths we must take to address our grievances and find lasting solutions.

“I call on community leaders, parents, and young people to champion the cause of peace. It is through collective effort and mutual respect that we can rebuild our cities and heal our nation.

“Let us commit to turning this tide of violence into a movement for peace and positive change. Together, we can overcome these challenges and secure a brighter future for all Nigerians.”

The Association of Local Government of Nigeria (ALGON), also urged protesters to embrace embrace dialogue.

Alhaji Aminu Maifata, National President of ALGN and Chairman, of Lafia Local Government Area of Nasarawa State, said at a briefing: “We are aware of the numerous policies and programmes of the Tinubu Administration and the ones initiated by the governors to chart a new course and attract economic prosperity for the citizenry.

“The recent financial autonomy granted to the 774  local government areas, championed by this administration through the judgment of the Supreme Court, is a step toward transforming the country.

“This will restore the dignity, capacity and ability of the LGAs to carry out their constitutional responsibilities by providing basic and necessary services to the people at the grassroots.

“As chairmen, we understand the frustration and grievances that have led to the call for protest, however, we believe that dialogue and collaboration will yield more positive results.

“So, let’s embrace dialogue and work together toward a more prosperous and equitable Nigeria, where local government areas are truly empowered to serve their communities.”

Adegboruwa urges govt to initiate talks

Activist-lawyer and counsel for the Take it Back Movement, Ebun-Olu Adegboruwa (SAN), urged the government to initiate dialogue.

Hailing the protest as peaceful, he praised the resilience of citizens who came out to protest despite what he called threats.

He urged law enforcement agencies to follow acceptable standards of handling civil protests, in such a way as to avoid bloodshed or loss of lives.

Urging the government to facilitate dialogue, Adegboruwa said: “By now, I expect that the federal and state governments would have set up the machinery for genuine and meaningful dialogue with the protesters, with a view to addressing the issues raised in their demands.

“It will be the height of leadership insensitivity for the governing to remain silent and pretend that all is well.”

He urged Wike and governors who secured court orders restricting protesters to particular locations to provide vehicles to convey them to such places.

“In addition, the government should urgently identify and hold accountable any police or law enforcement officer that may have been found culpable of violating the rights of the peaceful protesters, especially in locations where it has been reported that protesters were wounded and shot dead.

“I urge the organisers of the nationwide protests to continue in the same peaceful manner that we have all witnessed today (yesterday) and to refrain from all actions that may lead to violence or a breakdown of law and ord

“I urge Nigerians to continue to show support and solidarity for the peaceful protests as part of the strategy to liberate our dear country from the hunger, suffering and bad governance forcefully imposed upon us by those who were elected to better our lives, but who have turned around to do the opposite.

A people united can never be defeated.”

    PDP seeks review of policies

The Peoples Democratic Party (PDP) said the protest could have been avoided if the All Progressives Congress (APC)-led Federal Government had taken its advice and “dropped its arrogance, insensitivity and show sincere commitment to the citizens by taking steps to address the current hardship occasioned by its ill-implemented policies.”

National Publicity Secretary, Debo Ologunagba, said in a statement: “Any people-oriented government ought to have been wary of the suffocating effect of the hasty and ill-implemented twin policies of abrupt increase in the price of petroleum products and arbitrary floating of the Naira without due cushioning measures to ensure the wellbeing of the people.

“The PDP restates that these thoughtless policies of the APC administration are responsible for the crippling of the productive sector with the crashing of the Naira to over N1,500 to a Dollar, fuel soaring to over N1,000 per litre, which in turn triggered high costs of goods and services with over 34 per cent inflation rate, over 40 per cent unemployment rate with the closure of millions of businesses and mass exodus of major multi-national companies from our country…

“What Nigerians expect at this time is for President Bola Ahmed Tinubu to personally address the nation, announce major policy reviews and order an investigation into the alleged looting of subsidy and palliative funds.

“Mr. President should also review all luxury items and purchases in the APC government and channel the resources for immediate intervention in the provision of food and other essential commodities to Nigerians.”

    NBA offer free legal support

The Nigerian Bar Association (NBA) offered pro-bono (free) legal services to protesters whose rights may be violated.

Its President, Yakubu Maikyau (SAN), directed chairmen/chairpersons of the 130 NBA branches to ensure that their human rights committees take up “observed or reported cases of breach of fundamental rights of any citizen, harassment, intimidation or torture perpetrated by law enforcement agents, the protesters or other identified members of the public in the course of the protest”.

A statement by the National Publicity Secretary, Akorede Habeeb Lawal, said the branches were also directed to set up Situation Monitoring Committees (SMC) to report activities and interactions between law enforcement agents and protesters.

“To this end, an online Monitoring Form has been provided, and it can be accessed from the link https://rb.gy/q5xqg7.

“Members of the SMC and other members of the NBA engaged in the monitoring exercise are encouraged to complete the form and submit same for NBA’s record and further action where necessary.

“To ensure effective coordination of this endeavour, the NBA has established Legal Support Services Teams across the country headed by the First Vice President of the NBA, Mrs. Linda Rose Bala; the Chairman NBA-SPIDEL, Sir Steve Adehi (SAN); and the Chairman, NBA Human Rights Institute, Mr. Chinonye Obiagwu (SAN).

“The NBA President has also written to the Inspector General of Police to collaborate with the NBA in this regard.

“As the protest commences August 1, 2024, the NBA wishes to encourage citizens, including members of the NBA who are joining the protest to exercise their right peacefully and within the bounds of the law.

“The security agencies are also urged to be professional and observe human rights in their duty to enforce the law.”

Medical palliative: Emulate Wike, Health Minister urged States

The Coordinating Minister of Health and Social Welfare, Prof. Ali Pate, has urged states across Nigeria to emulate the innovative health initiatives implemented by the Federal Capital Territory (FCT) Minister, Nyesom Wike.

Pate who commended Minister Nyesom Wike’s efforts in addressing the health needs of the FCT’s vulnerable populations, including women, children, and the indigent, said his intervention initiatives align with the Federal government’s plans to rejuvenate the nation’s healthcare systems.

While highlighting Wike’s enhancement of the Territory’s health sector, particularly through the innovative medical palliative initiative, the Minister said it is a testament to the Minister’s determination to reposition the FCT’s health system.

Speaking on Wednesday during the Government General Hospital-leg of Medical Palliative tour of government hospitals in Abuja,

Pate emphasized that the Federal Government’s health initiatives would have a greater impact at the grassroots level if States actively partnered with the Federal government’s rejuvenation efforts.

Highlighting the progress made since the launch of the National Health Sector Renewal Investment Initiative (NHSRII),  Pate cited the training of 10,000 frontline health workers in eight states as part of the goal to train 120,000 workers nationwide.

He also noted the enrollment of over 2 million Nigerians in the National Health Insurance Authority (NHIA) since the inception of the current government.

Pate emphasized that these achievements are steps towards rejuvenating Nigeria’s health sector and underscored the importance of state-level participation in these efforts.

“The Federal Government’s commitment to revitalizing the health sector is evident from the launch of the National Health Sector Renewal Investment Initiative (NHSRII) and the endorsement of the Sector-wide Compact by President Bola Tinubu and the 36 state governors and the FCT in December 2023,” he said.

He stressed that the success of these initiatives relies on the active participation and cooperation of state governments, saying, “The health and well-being of the Nigerian people is very central to the President’s agenda for Nigeria, the Renew Hope Agenda.

“We’ve been working very hard over the last 12 months to improve the health of all Nigerians. Today, we’re seeing one more step, along with the Federal Capital Territory Administration, under the order of Minister Wike, the Mandate Secretary, and ourselves in the Federal Ministry of Health, under the overall leadership of President Bola Ahmed Tinubu, to continue to deliver things that will improve the health and well-being of all Nigerians.

“It’s what we have done under the umbrella of these medical palliatives launched for the first time here in the FCT, for which we are encouraging all States in the Federation to copy and to advance this effort so that we deliver health to Nigerians in rural areas and in urban areas”.

Mandate Secretary for FCT Health Services and Environment, Adedolapo Fasawe emphasized the government’s awareness of Nigeria’s current challenges, noting that while food palliatives are being provided, medical palliatives are equally crucial due to limited resources and competing demands.

She assured that the medical palliative tour would be sustainable, “We’ve observed that many patients forgo necessary medicines to afford food. In response, a memo was written to Minister Nyesom Wike to approve the concept of medical palliatives, which he graciously approved after being satisfied with the sustainability plan.

“By giving patients enough medicines to last two months, they can allocate funds for other essentials, promoting a balanced life

“This initiative won’t operate daily but its broader impact on overall well-being is immeasurable, “Health is not just the absence of disease but the holistic well-being of a person. A hungry person cannot be healthy.

“All patients visiting the hospital today are eligible for free tests, treatments, and surgeries, funded by the health insurance scheme, however, to further benefit from this, patients must register with the FCT health insurance scheme, which covers a family of four for an entire year,” she added.

While noting the significant growth in the FCT health insurance registrations from 104,000 to over 180,000, Fasawe attributed it to the benefits provided while encouraging more registrations, assuring that the health insurance scheme would continue to provide free services even when medical palliatives are not being distributed.

Wike to Protesters: We are ready for dialogue

Federal Capital Territory (FCT) minister, Nyesom Wike, on Thursday, August 1, called on people protesting against President Bola Tinubu’s administration to embrace dialogue.

Wike said the government is ready to listen and also walk them through some governance issues that they may not have been privy to.

The minister made the appeal while presenting staff of office to the four newly appointed graded chiefs of Karu, Kwali, Pai, and Yaba in the territory.

Commending protesters in the FCT for being nonviolent, Wike urged them to continue to resist those who wanted to destroy the nation.

He said Abuja as the nation’s capital remained a precious asset to the country, noting that if the FCT is destroyed, it will have negative consequences on the entire country.

Wike said: “Let me take this opportunity to commend the people, the youths of Abuja for not being violent. We have said severally that it is better to dialogue with the government and keep the peace. He who makes peace will at the end of the day enjoy the dividends of peace. I still want to talk to our people that we are still ready to sit down and dialogue with them and let them know things that they may not know because information is power. I commend the protesters in Abuja who have refused to be violent.”

Addressing the new chiefs, Wike urged them to continue to serve as intermediaries between the government and the people.

He said: “These stools were vacant before we came on board. We thank God Almighty that with the support of relevant stakeholders, we have been able to fill these stools today.

“Traditional rulers have a lot of roles to play. You are the closest to the grassroots. You interface with the people more than us. You know what and how the people feel. You can tell us whether the government is making any impact or not and you are the ones to convey to your subjects what the government is doing. if you convey a wrong message, that is what the people will accept. If you convey the right message that is what the people will accept. So, you need to take your responsibility very seriously. The government will provide all you need to work for your people.

“If there are issues, reach out to us and we will do the needful. You don’t have to start going to churches or mosques raising such issues. When we visited the councils, you told us some of the things you needed immediately and we have done some and are doing the rest”.

Also, the Interfaith Dialogue Forum for Peace (IDFP) has urged Nigerians to shun protests and be patient with President Bola Tinubu’s administration.

IDFP believes that religious and traditional leaders are effective peacemakers and support their efforts in educating the public on the importance of maintaining a peaceful and safe nation.

Briefing reporters in Abuja on the protest, Co-Chair of IDFP, Dr. Yussuf Yakub Arrigasiyyu said the protesters should embrace dialogue and pleaded with the government to listen to the yearning of the people for development.

IDFP is an interreligious peace-building organization made up of 120 Christian and Muslim religious and traditional leaders from across Nigeria.

The forum said the protest will not solve the current situation rather it will bring a setback to the country.

Arrigasiyyu said: “Nigeria is navigating through a period of significant economic hardship. This situation has arisen following crucial policy changes implemented by the President. These policies, although in the view of the Government, are necessary for the long-term improvement of our economy, have unfortunately resulted in immediate and substantial challenges for many of our citizens.

“Recognizing the desperate need for peace, IDFP acknowledges the frustrations and hardships experienced by the masses. The planned protest scheduled for August 1, 2024, under the slogan

“End Bad Governance, reflects the urgency and desperation felt by many. While we respect the right of citizens to express their grievances, we urge all the parties to embrace dialogue in the spirit of nation-building.

“Sequel to this, we call on the Government to re-access its interventions and policies such that they will make immediate meaning to ordinary citizens of the country by way of cutting the cost of governance, providing an enabling environment for ease of doing business, and cutting the cost of production of goods and services.

“In the same breath, while acknowledging the valid concerns of the citizens, we ask for your understanding and patience. We feel the frustrations that many are expressing, and we empathize with the struggles faced by ordinary Nigerians. However, we urge patience and unity in these difficult times.

“Interfaith Dialogue Forum for Peace (IDFP), while appreciating the effort of religious and traditional leaders in trying to calm fraying nerves, urges them to maintain their roles in the promotion of peaceful coexistence, national cohesion, and mutual understanding among citizens. IDFP stands committed to fostering peace and unity across Nigeria. Let us work together, support one another, and remain hopeful for a brighter future.”

Also present at the briefing was the co-chair, IDFP, Rev. Abainitus Akila Hamman, and other members of the forum.

You owe Wike apology – Arewa youths tell Kingibe

The Arewa Youths for Peaceful Coexistence, a northern group, has responded to Senator Ireti Kingibe’s request for an apology from the FCT minister, Nyesom Wike.

The group said that the Labour Party Senator from the FCT owes Wike an apology, not the other way around.

In a viral video, Senator Kingibe expressed her willingness to work with the Minister of FCT, Chief Barr. E.N.

Wike and apologised for her previous negative criticism by saying that Wike had asked her to hug a transformer.

The Arewa Youths, through its National Chairman, Comrade Haruna Bature, stated that they were puzzled by the apology Senator Ireti Kingibe was seeking from the FCT Minister when she was the first to launch a negative criticism.

According to the youths group, “The attention of the Arewa Youths for Peaceful Coexistence has been drawn to an online video by Sen. Ireti Kingibe declaring her willingness to work with the Hon. Minister of FCT, Chief Barr. E.N. Wike if he apologizes for asking her to hug a transformer based on her negative criticism of the Minister.

“We wonder the kind of apology Sen. Ireti Kingibe is seeking from the Hon. Minister of the FCT when she was the first to howl the stone of negative criticism?

“We strongly perceive Sen. Ireti Kingibe has suddenly realized her mistakes, but, using the backdoor to make amends does not show maturity on her part.

“We wish to state that the Hon. Minister of the FCT is a dispassionate and very objective personality who never bears any grudges against political opponents and is very willing to work with all appointed and elected officials of the FCT and the Nation at large so long as their motives and approaches are pure, straight forward and geared towards ensuring the success of the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.

“The Arewa Youths for Peaceful Coexistence, therefore, calls on Sen. Ireti Kingibe to come down from her high horse, openly accept her mistake of negatively criticizing the ongoing programmes in the FCT and sincerely apologize and reach out to the Hon. Minister of FCT for a harmonious working relationship between her and the Office of the Hon. Minister of the FCT,” the statement read.

Minister of the Federal Capital Territory (FCT), Nyesom Wike yesterday rewarded members of local vigilance groups in Kwali Area Council for rescuing four kidnapped victims.

The rescued victims were presented to the Minister at Kaita Gembu, a community in Kwali, when he visited the area to inspect an ongoing road project.

Wike, who expressed admiration for the display of brevity and courage by the vigilance groups, said the operation vehicle and the undisclosed amount of cash gift will motivate them for more actions against insecurity.

While he urged residents to work with the administration to ensure that criminal elements and their evil activities were eliminated, he reiterated commitment to implementing policies that are people-oriented.

According to him, the rural road projects across the six Area councils were part of the efforts of President Bola Tinubu towards alleviating economic hardship of the people.

He also used the occasion to call on leaders within the communities to shun people who want to disguise themselves as anti-government protesters but have the intention to unleash mayhem.

The minister said: “No right-thinking government will fold its arms and allow people to come and cause mayhem, destroy properties and then we go back to square one.

“So, with what we are doing, you can see the people of Abuja are happy, they appreciate the level of work that is going on, and we say, “seeing is believing”. We’ve been to all the area councils, and tomorrow we will be at Abaji to see the construction going on there. So, I think people appreciate and know. It is not carrying propaganda.

“We have said before that the Renewed Hope Agenda is not just for the city, it is also for the Rural areas.

“They are no roads for people to go to their various farms, there are no roads for people to go to their houses in their villages. In providing infrastructure in the city, you must also provide the same infrastructure in the rural areas.

“While the government is doing everything to reduce the level of hunger, the government is also providing basic infrastructure that will improve the economy of our country.”
